and news 4 megan mcgrath has more on how this is impacting you. good morning, megan >> good morning, eun. you can see the poles they already put in place. that happened yesterday. it will continue through the course of the week as phase 2 gets under way. you can see why. take a look down here what awful shape this grass is in. total dark. let's look at daylight video and you can get a better idea for just why the work needs to be done. there are a lot of bald patches along the national mall. so they are going to be replacing the grass. we are talking 7th and 12th street. they will rip up the grass, replace dirt with a special soil that will drain better and won't pack down as badly as we have seep in the past. what's out there is so compact it's like concrete. it's really not good for growing grass. so they will swap all of that out. while they are doing the work, however, the grassy areas of the mall along the stretch will be closed to the public. they will have fences up encircling it. the walkways crossing the mall in this area will also be clo

megan mcgrath is live from what is considered kensington's signature event. hi, megan. >> reporter: well, good morning, angie. yeah, it is definitely their signature event. you can see there's a big crowd that's turned out for this parade. what better way to mark labor day than with an old-fashioned parade and that's exactly what this is. this has been happening here in kensington for 47 years. you can see the crowd here. many of the folks here actually live in the neighborhood. they have come out of their houses, brought their chairs and their blankets, but other people actually have heard about the parade and came from surrounding cities, so they drove here to take it all in. you can see we've got a marching band going by us right now and there are all kinds of floats. you see the fire department, the volunteer fire department go by. there are folks that we spoke to earlier who have actually been coming here for over a decade and they now come and bring their kids too. >> i got the shade and the view. the parade comes this way because it's that way to the vi

megan mcgrath joins us live to tell us what people are saying. megan, good morning. >> reporter: good morning, barbara. we are on baltimore avenue, the main drag, the commercial drag through hyattsville. lots of restaurants here, including elevation burger. many of these restaurants are opening for lunch. however, they're not going to be using ice, there are no fountain drinks because those machines use water. they're bringing in plenty of bottled water instead and they're also boiling water when needed. art fields boils water in his hyattsville home, but he doesn't plan to do much with it. he and his dog, brooklyn, will be sticking to the bottled stuff for now. >> the only thing i can do is shower with it. everything else i have to do i'll use bottled water. lucky for me i'm a bachelor so i'll eat out, but not in the neighborhood. >> reporter: the boil water advisory comes after a broken pipe caused the water pressure to drop, increasing the risk of contamination. as a precaution, residents in 11 neighborhoods are being told to boil their water.

megan mcgrath is at the police headquarters with more on that. megan? >> reporter: montgomery county police are looki f a missing 27-year-old mother and her two young children. they're hoping the public may be able to help locate this family. it appears the kids may have disappeared over the course of two days. 2-year-old jacob hoggle was last seen leaving his grandmother's home with his mother catherine. 3-year-old sarah was last seen on her home in clarksburg. that was monday morning. now the mother, katherine hoggle is a paranoid schizophrenic. she has given a number of explanations for the kids' whereabouts. none of the stories have panned out. relatives, including the father of the children, don't know where they are. now on monday the father told catherine hoggle they need to go and talk to police. ing on the way to the police station, they stopped at a fast food restaurant. that's when catherine slipped away. she left the restaurant, and she is now missing too. >> she was not forthcoming about where the children are. she gave a couple of stories.

megan mcgrath joins us live on irish street with reaction. megan. >> reporter: well, barbara, yesterday neighbors had sympathy for hanni halen. he lost his mother in an early morning fire that he himself had to escape the smoke and the flame. late last night came word that things were not as they seemed. at first it seemed like a tragic accident. an elderly woman overcome by smoke in her bedroom. her adult son able to escape. but late last night, police charged the son, 57-year-old hani haleem with first-degree murder. police say he stabbed his mother to death and then set the house on fire. police say he confessed to the crime. >> it's really shocking. it's really shocking. i was feeling sympathy for him and his family, but i hope he goes to jail forever. >> lovely family. it's just awful. i had no idea. >> reporter: this morning investigators returned to the home on iris street to gather evidence. the house now boarded up is a crime scene. a neighbor saw haleem in front of the burning house. he figured he was upset about the fire and his mot

news4's megan mcgrath tells us about the search. >> reporter: montgomery po are trying to track down a knife-wielding man who stabbed a woman in silver spring last night. very seriously injuring her. it happened a little bit before 8:00 in the 9300 block of piney branch right, right near the entrance of the forest park apartments. police say the suspect tried to rob the woman, and became violent, stabbing her. investigators say there were witnesses in the area. they came to her defense, calling 911, but the suspect got away. now we spoke to a man whose sister saw it happen. he doesn't want to be identified on camera. >> she did say when she was coming back she witnessed the dude trying to grab her and he stabbed her a couple times. and then the police came and i was glad she was safe. the woman didn't die, so i think that's -- we're just happy. we hope she feels better. >> reporter: initially it was feared the victim wasn't going to make it. she had very serious stab wounds. howeve once she was taken to the hospital they were able to stabilize her and she is expected to pull through.

megan mcgrath is on pennsylvania avenue with the story. >> as the secret service continues to reviewing to see some changes here at the white house. this low fence here that you see in front of the higher wrought iron fence, yesterday it was just in the area around the low stonewall which could be used to actually boost someone up that fence. today this lower second fence now runs the entire length in front of the white house. we have also seen extra patrol in the area and not just here in front of the white house, but on surrounding streets and last night people who were standing on the sidewalk at 11:00, they were asked to step down on to the road, thus increasing the perimeter around the white house in those overnight hours.#:cñ the discussion continues about whether or not to start doing pedestrian checkpoints for people entering the area and there is also ongoing discussion about the use of attack dogs and specifically why such a dog didn't stop omar gonzalez from getting inside the white house. >>> coming up next on nbc 10 news at 6:00, breaking news. >> less than an hour ago,

news 4 may gap mcgrath with more on what this will mean to you. meg megan? >> reporter: well, good morning. if you're expecting a trip to the national mall any time soon, expects metal fencing. they already started to put the posts up and they will continue today. they will be dealing with a stretch between 7th and 12th streets. and they are going to be basically ripping up the grass, dirt that drains better, and then new grass. right now there are lots of balls passed and muddy patches. the soil is so compact that experts say it is like cop across the street. the grassy areas of the mall along this stretch will be closed while the work is being done. so will the walkways crossing the mall. madison and jefferson streets, the sidewalks will remain open while the work is done. 18 months is the expected time frame here. the work is expected to get under way this week. now, if you have seen the area closer to the capitol, it looks terrific. it's all done. but look at this. just absolutely muddy. sparse grass. it kind of looks like my yard. all of this is going t
