let's go live to paris and bring in cnn's melissa bell. good morning to you, melissa. great to have you. it is strange optics, to say the least, how the united states alone with nicaragua and syria in a group not in the paris climate agreement. how is this playing overseas? >> reporter: that's right. if, dave, as we expect, donald trump makes this announcement later today in the rose garden, it will be joining a very select and particular group of countries. syria, for reasons we understand, simply didn't have the infrastructure to join the agreement, and nicaragua, which chose not to sign up for the climate change deal because it didn't go far enough. so the euphoria of a year and a half ago when all of those countries managed to come together to sign this historic deal here in paris has really given way to a great deal of concern on the part of european leaders. i'd like to show you a tweet this morning from the european council president donald tusk, urging president trump not to make, in parentheses, the political climate worse. and i think that says it all. it isn

melissa bell has been covering this breaking news in paris. melissa, what are you picking up at the moment? what are you hearing from police? what's the latest? >> reporter: look, still very sketchy details about this ongoing police operation, but that is what we're hearing that this man was wielding just a hammer. and this really fits into a pattern of what we've seen in paris really over the course of the last few months. in february, you'll remember a man attacked those military personnel guarding the louvre museum armed with a machete. then in march, a man attacked military personnel in oraley. again, something that seemed like a suicide mission, going straight after those military personnel who had been on the streets of paris, of course, deployed in extra great numbers as a result of the state of emergency that france remains under. and of course, there was just before the election in april another man attacked specifically, went out on the champs elysees, could have caused much more harm than, in fact, he did, and chose instead with his

our france correspondent, melissa bell joins us for details on what we are see.nit rammed by a unit. what can you tell us? >> reporter: it's been within the last hour. this really has just happened. you can see just behind my shoulder down there, the bottom half leading toward there is the part that's been kor donned off. we can see one car stopped in the middle of that police corridor. a car that's been covered in a material to put them out. across the road, a man on the ground has been there for the last hour. i could clearly see when i was down there. what police have confirmed is that car did try to ram into a police truck. no news yet, on whether this was a deliberate, intentional attack on the part of the man driving the car. clearly, a massive police presence down there. it has been growing by the minute with onlookers pushed back. to provide context, it was right here, back in april, security forces were targeted. a police truck was targeted by a man who sadly took the life of one policeman. no word on whether this is that sort of incident or not. john? >

i'm joined by cnn international contemporary, melissa bell. who was arrested and tell us what you can. what are you hearing? >> several arrests were made early this morning in this tower block on the eastern outsecurities of london, just outside. what we're hearing, ware hearing from locals and they kept this building cordoned off ever since 7:00 a.m. local time and they're remaining extremely tight-lipped. what we are hearing is several groups of people are being seen taken away and a group of men and also a group of women they say were arrested, too, as for the identity of the man who lived here, they say they recognize from those photographs which have been circulating several hours from london bridge of the dead attackers, they say they recognized one. they said they recognized him as their neighbor. there was nothing that led them to believe in the past this was a man that would carry out the horror of last night. here's what one man had to say about a man he said was his neighbor. >> i haven't seen him the day before but not today or yes

melissa bell joins me live. she is in london. what do we know happened at that ca treed drthedral? >> this is another type of attack we've seen in paris with tragic regularity. we've seen now an attacker take on security forces, specifically this time wielding nothing more sophisticated than a hammer. he was shot by police and you're seeing those images that have been coming to us from outside notre-dame, an incredibly busy part of paris, one of those moum mou mou monuments that visited the most by tourists. and defended by increased numbers of military personnel and women we've had on the streets of paris ever since the state of emergency was introduced in the wake of the november 13th attacks back in 2015. you'll remember then that 130 people had been killed and remarkably coordinated attacks by well-armed gun men, the whole thing launched from syria. this time and more recently we've been seeing are much cruder attacks on military and security personnel more generally. this appears to have been the case once again today. crucially perhaps the man who carried out today's attack w

. >>> i want to bring in now cnn international correspondent melissa bell. you're in the area where police conducted raids earlier today. what are you learning? >> reporter: that's right. what we're learning, we're learning from locals really because as we were hearing earlier, the police haven't given much away in terms of the details of what the investigation has uncovered. just behind me that block of apartment wrs o apartments where one of those raids took place. loca locals say they heard loud bangs that allowed the bris to get into the apartment. they saw a series of people being taken away. a group of men but also a group of women wearing burqas were also taken away. we spoke to locals who gathered around really very shocked at what's gone on. a sense of disbelief that that could be happening in this very quiet east london neighborhood. they say a number of them have told us they recognize one of the attackers. so one of the attackers in these pictures that have been circulating now on social media and in some of the british press and a picture of a m

cnn's melissa bell is in paris with eyes on this. what is the latest you are hearing? >> reporter: we just learned from police, an anti-terror investigation has been opened, kate. believe this was yet another terror attack targeting once again security forces. this is something we have seen increasingly over the course of a few months. it is confirmed it was terrorist in its nature, deliberate in nature. it is the fifth attack on security in four months. that part of the champs-elysees, heading toward the co-or donned off spot. you can see the white car, the car we know overtook a police truck making its way down the avenue before ramming into it. the man was believed by police to have been armed. he is on the other side of the street, lying in a heap. police believe he's died from his injuries. clerly, then, an anti-terrorist event, they believe an intentional car ramming. in march, april and early in june, terror attacks that sought to target either policemen or military personnel and each time, kate, those that are out patrolling some of france's most iconic and hea

cnn's melissa bell is there. what do we know right now? >> reporter: well, that anti-terror investigation is now under way and the suspect you describe has now died. that's been confirmed by french authorities. i would just like to show you the image of the car that just over two hours ago now rammed into that police vehicle. you can see it there. it is the white car that's currently being gone through with a fine tooth comb, as you can imagine we now know according to france's interior ministry that as it was driven down the road and rammed into that police truck, it contained enough explosives to blow up the car, also high levels, large numbers of weapons. we don't -- we will know more soon about the precise nature of those weapons, but both weapons and large quantities of explosives, enough to blow up the car. we are hoping to bring to you fairly soon some fairly dramatic footage. you can see the smoke emerging from the car. the man was at the wheel, has now died from his injuries. we don't yet know more about precisely what he was hopi
