this information coming from lieutenant corner melvin russell of the baltimore police. there was an incident near this intersection of pennsylvania and north avenues. police observed an adult black male walking armed with a handgun, saw him on closed circuit tv doing that. they moved to apprehend him. a short pursuit on foot ensued. at in point the man's gun fell and discharged. it's not clear if it fell as police were upon him or approach aring him, but at some point the man's gun fell and discharged. no injuries. the man was not injured according to police and he was fused medical treatment. treatment. police made him go with the ambulance out of an abundance of caution. again, this man has no injuries. the gun went off. one round spent but according to police it did not hit them. the police according to the officer we spoke to melvin russell, never discharged their weapons. again, this man is unhurt. again, this incident if it had occurred maybe four five blocks away maybe at another time of day, another you know another location this would not have made much news. b

we start with msnbc's craig melvin. what do you got? >> reporter: let's start with the six officers who were charged tour'e five of them we know at this point are in custody. the mayor held a news conference roughly an hour ago. she did not give anymore information where that sixth officer is. at this point, we've got a number of calls out as well number of calls out to find out where that officer is and whether he's going to be turning himself in in the near future. the officers have also we're told been suspended. the mayor asked commissioner batz to suspend the officers immediately. up until this point they had been suspended but suspended with pay. that supposedly changed a short time ago we're told. we can also tell you that moving forward at this point, it appears as if that the mayor expects this is coming from a mayor staffer, she expects the protests and rallies this weekend should be peaceful. it's very interesting to hear the state's attorney during the news conference not just detail the charges but to in some ways layout pa

and the account that we're getting from lieutenant colonel melvin russell of the baltimore police department is that they observed the police observed a young man walking. they observed this via closed circuit camera. they observed him walking, carrying a handgun. they approached him. at that point, a short chasen sued on foot. now at some point according to police, the man's gun fell to the ground and that's where it discharged. but the police say they never discharged their weapons. they also say when the gun discharged nothing hit the suspect, that he was not injured. 10 those are two important points to remember. this was technically not a shooting. it was a gun incident where the gun fell and discharged that is according to police. this man did not suffer any injuries, they say. he did not want to be treated by a medical officer who arrived, but they sent in an ambulance just in case. and jim, he was arrested on a gun violation. but, again, the place that it happened and the time of day was at about three income the afternoon where there were a lot of people on the street. that really s

and you took up -- you quoted by saying that the melvin study for the position that studies on humans have found that the anesthetic affect increased with the dosage and the estimates that 2 milligrams is enough for the full surgical anesthetic. what was said after pointing out that the ceiling effect is shown by his study. he said but presuming that there was no ceiling effects extrapolation of the data suggests that such a dose would be sufficient. you took out that -- respectively. what they were comparing is a dose of a different drug to the milligram dosage. they said that we would have expected it to have a greater effect than the other drug which is more poetant than the other drunk. but there are two things going on. either there is a dose dependent relationship with the other drug or they said that there may be a ceiling effect here. they talked about maybe. and they say there is no extrapolating what we know about the drug that you would get that anesthesia. and is there a ceiling effect. let's talk about the evidence. neither are going to say what ceiling effect will occur.
