if you're in memphis, it would say that you can have an expert from arlington, virginia, come to memphis. that's a long way. and yet we're so much closer to, say, to springfield, illinois, or even to dallas, texas. we're much closer to baton rouge, where they have a lot of great doctors. and those doctors from baton rouge could come to memphis, they'd be closer to memphis than somebody from arlington, virginia. but the fact is the states should decide this. tennessee made this contiguous state or your own state law. that's -- alaska that means you have alaska. hawaii means you got hawaii. the states should decide who's an expert and who isn't. it also says you have to be in practice for the previous year. if somebody's not in practice and they're a professor at a medical school and maybe the outstanding expert on cardiovascular diseases, and they happen to be someplace like harvard, they wouldn't be able to go to a state that's not contiguous to massachusetts. and if they weren't practicing, they wouldn't be able to be an expert at all. these arbitrary time limits, arbitrary requirements
