while we were working on this and trying to figure out what to do, we realized that in memphis tennessee there was a model that at that point was very freshly developed and very similar to what we were talking about. we got lewd of ideas from them. the initial training which supervisor tom yamano was in crisis intervention and was funded partially. really focused on training and didn't move beyond training to all the other stuff that needed to happen. eventually gaskin was chief and funded it. the new one is called crisis intervention team. the training back in place and a lot of work done to have the training and have a lot more solid skill development among the officers. the training is run by volunteers however. it's not paid trainers. it's a 40-hour class. it is a work in progress really. i don't think it's reached all the way it needs to go. we have the founder of the program in memphis came out and did an analysis of the program and felt we needed to increase the number of hours spent in practicing verbal deescalation for the officers. it's a 40-hour training, he recommends at leas

and i say this as someone who was born and raised in memphis tennessee. i mean, hayes pulled the last troops out after securing verbal commitments and written commitments from the southern states that they would adhere to the civil rights that the 14th and the 15th amendments guaranteed african-americans. and when hayes pulls those troops out, the south -- equality in the south implodes. you have racial violence escalating. the ku klux klan skyrockets. you have the introductions of the mississippi codes, which really begin in 1877 and are crystallized in 1901, that really deprive blacks of being able to own property, restricts voting rights, for example, in mississippi. and i think it's in 1871, 96 percent of african-american men can vote in the state of mississippi. when hayes ends reconstruction 10 years later, less than 0.5 percent of african-american men can vote because of the violence and the intimidation, the grandfathers clause, the poll tax, and the literacy test. so it's really two separate nations where african-americans emboldened by frederick

tennessee, mr. cohen, for five minutes. mr. cohen: mr. speaker, the city of memphis lost one of its most outstanding citizens on sunday evening. the army bailey who served as a judge in circuit court for nearly window -- two decades was a recognized figure, recognized in "the new york times" with a very large and meaningful obituary. the army bailey was singularly responsible for the creation of the national civil rights museum in memphis, tennessee. there was a time when the lorraine motel, which is the site of the civil rights museum and site of martin luther king's assassination. bailey, then an attorney, saw that as wrong and knew that the civil rights museum should be built at the site of the assassination of dr. king. that site should be preserved for generations for them to learn, people to learn about civil rights and learn about dr. king. so he got together and raised money from individuals and the city of memphis and was able to save the lorraine from foreclosure demolition, and he then put together the idea of the city and the county and the state governme
