it was a retardant drop that killed utah firefighter matthew burchett on the front lines of the mendocino complex fires in august. on the afternoon of august 13th a boeing 747 made three successful drops, line after line of retardant onto tall trees, but the fourth drop at 5:25 p.m. turned fatal. the pilot tried to release that drop close to a dozer line, but leave vegetation and a sudden rise in -- heavy vegetation and a sudden rise in elevation means the drop happened only 100 feet off the ground. the force of 100,000 pounds of retardant uprooted an 87-foot tall tree landed on burchett. the tree was 15 inches in diameter at chest high crushing the battalion chief. late this evening global tanker services said in an e-mail it was one of their planes that killed burchett. they said the crew was told by aerial supervisors that the line was crew. in the newsroom, andria borba, kpix5. >>> the oakland police department has been touting a big drop in the use of force cases, but tonight a new report is questioning those numbers. kpix5's christin ayers with what an independent monitor discovered
