earlier this week the lead mexican investigator in the case was found beheaded, presumably by mexicanckers. now comes a theory by texas think tank staffer, that it may be a case of mistaken identity. we sent ed lavandera to sort out the facts. what have you found? >> reporter: well, according to this latest intelligence think tank based in austin, the author of the report has talked to six sources in this case, and go back to the beginning of the day that they were driving out to the lake in their pickup truck with two wave runners. the hartleys used to work and live across the border in the town of reynosa. they have mexican license plates on their truck. according to this report, they believe spies working for the drug cartel the zetas, noticed them going toward the lake and became suspicious of what they were doing. then they alerted their counterparts on the other side of the lake. when they approached this one area in particular, that is believed to be heavily guarded and protected by the zeta organizations that's when they were confronted. i spoke to tiffany about this, she does

texas/mexican border.iff believes her. they knew there was trouble out there. richard lui went to take a closer look at this region and what did we find out? >> chris, situations like this according to what we're finding at the moment are not quite so uncommon. when we look at reports in the last couple months, "the washington post" listed many attacks on falcon lake. they describe buccaneers dressed in black and using automatic weapons and they have radio cell phones and boarding these fishing boats which are defenseless and when they don't find weapons or guns they grab all the cash that they can, that's typical. this lake, falcon lake is the turf of what is called a famouses drug cartel in the area and like some of the other cartels and gangs, it is feuding with its other cartels and gangs in the area. now, as the feuding increases, which has been the case in the last year, we were reporting that. that leaves less time to smuggle dope. so, they get hungry because they're not getting that income and then
