book fair at miami-dade college joining us now is former senator and author author, his book neighbors in arms. senator, first of all, what is theer of pressler amendment that you discuss in youroo book? to make a prohibited aid or military relations with pakistan if they developed a nuclear weapon or using our money to develop one. it was endorsed by the first george w. -- george bush but then bill clinton came in and administratively lifted that. originally there was a series of amendments and john glenn and i worked on this. but i believe there would not be nuclear weapons in the indian subcontinent today because pakistan was given nuclear weapons by the pentagon so the united states has been the main proliferators of nuclear and conventional weapons and then sold them to north korea with our approval but we have been a major polluter of nuclear weapons. that is part of the passion i have to wake people up to that fact. >> before we get into this, where did your interests develop? rick i became chairman of the armed control subcommittee and i was enmeshed in this issue in the '70s.

florida's 26th congressional district, southwest miami-dade and florida keys. fight to see who would take on incumbent in the district. joe garcia used to hold the seat. other was annette tad aio. democratic committee had taken sides. primary fight that makes internal primary fights worse. drives rift between house dems. always going to be tough. in august got much, much worse. a slew of hacked documents relating to the race were posted online. strategy memos, opposition research e-mails. 76-page dossier of dirt one of the candidates had compiled about the other. and all the dirt the democratic party had dug up on their own candidates to know their weaknesses. apparently included one of the democrats caught on cspan feed, picking his ear wax and appearing to eat it. disgusting. but supposed to be behind-the-scenes research and magically appears online. imagine how nasty it became then. accusations and counteraccusations flew. when garcia won, republicans used hacked documents against him. >> a crime committed. our trust violated. joe garcia's top aide convicted

we talked before the hearing about judge leifman in miami-dade who has implemented a system where people with mental illness and substance abuse who get arrested instead of going to jail, which they used to do, and which costs a tremendous amount of money, were going to emergency rooms which also costs a lot of money, is getting them housing and getting them wraparound services. and that is something that i think talking about -- i know that senator young and i have talked about housing as a way. and we've done this in hennepin county in minnesota as well. but that's something that i want senator young and others on this committee to keep advocating for and keep thinking about. i'll be bugging you even from outside. i want to -- i want to talk about indian country again. and senator hassan talked about ptsd. you talked about trauma. and we see a tremendous amount of trauma in indian country, not just the historical trauma, but the trauma of extreme poverty, of domestic violence, of drugs and of sexual abuse and all of those things. so we see that's why we see such high incidents of opioi
