when we first started being aware of this is a country again after michael brown was killed by a policeman in ferguson, missouri. how did ferguson become majority black? i thought that communities were in cities, not suburbs. it didn't happen because of that particular rental home program. there are a lot of communities programs like that where communities get gentrified. in the case of st. lewis where they demolished large swath of the african american community that have been created in -- they demolished these areas in order to create the gateway arch. it's like half of a mcdonald's sign. introduce you to the west coast or the western states. so they demolished all these areas. so where did the people who live there go? they got vouchers. instead of public housing they got vouchers. typically known as section eight vouchers. the section eight voucher program is one in which the housing authority with federal money gives the family a subsidy so that they can spend no more at 30% of their income on the market rental at the average rent in the community. that is a fine system except there
