the expressway authorities michael lopardi learned leaders are trying to plan ahead for major growth. >> reporter: try driving around poinciana, osceola county and odds are you'll get stuck in traffic. >> sometimes it gets backed up and usually especially on poinciana boulevard, if there is an accident you can forget it. >> reporter: the beltway around the county could help ease the flow. the concept is not new. it took a big step this week when the expressway authority decided to move forward by looking for companies that would be interested in the project. >> we take traffic off of going in that way it's going. >> reporter: the poinciana parkway is just one segment of the beltway. the expressway authority is hoping for a public, private partnership to get started on the remaining legs. it could cost up to $3 billion. >> unhappy they are talking about building a new road and opening up the area so the authorities try to get ahead of growing problems of traffic on area roads. the most recent census numbers from 2014 show osceola county was the 18th fastest growing county in the nation

michael lopardi reviewed the court's decision. what convinced the judge is to do this today? >> reporter: project -- court was not satisfied with the reason for the delay. lawmakers approved a waiting period the last summer but aclu almost immediate as the judge to put a hold on it and the appeals court removed the hold. judge did not have enough evidence to put a hold on the waiting period. supporters of the controversial measure say gives woman time to reflect on the procedure. >> it is unique that in one appointment, woman will have a pregnancy test done, find out she's pregnant, and be able to terminate the pregnancy. >> reporter: opponents say the law creates an unnecessary burden on women by forcing them to go to the clinic twice. >> it is a law that will harm more than it will harm the rich but it will harm everybody. >> reporter: aclu taking the state to court in july and attained a temporary injunction which the appeals court listed today. in a statement from the aclu called the court's decision disappointing is that is evaluating its next steps. atty. gen. pam bondi

eyewitness news this morning's michael lopardi asked if tougher rules will actually help collect money. >> reporter: a damaged sign on this property along 192, leading to code enforcement fines of $250 a day. by the time it was fixed, the fines had grown to more than $68,000 that the owner only paid a fraction of that. that's because county commissioners reduce the final earlier this month. practices in new or new unique to the property but is now changing. the commission is changing, i'll take a more aggressive stance on the wins that we have in the county. >> reporter: commissioners approved tougher limits on how much fines can be reduced. the longer the violations said, the smaller the discount. the goal is to get people to pay sooner and fix the problem sooner. we did the math and found the county for gave hundreds of thousands of dollars in means last year. >> does the county need to do something tougher or have a tougher penalty to get people to pay these? >> again, it's not about the money as much as it is the compliance. >> reporter: the county's ultimate goal was to correct th
