joining me is geoff bennett, and garrett haake on capitol hill, and msnbc political analyst michael steele, a former republican national committee chair. and first, are they still in that meeting at the white house? >> yes, and no signs of horse trading between president trump and the house democrats so we will have to see what if anything comes from are the meet i ing. what we do know though is in order for the shutdown to end, one side has to give in, and one side has to cave, and if it is going to be donald trump, then he is going to be needing political cover to do that, and the president to this point has balked at every attempt by the ai aides and allies to do just that. earlier in the process with nick mulvaney and kellyanne conway and lindsey graham trying to budge, the president wanted ono parts of it. so is one thing that i am going keep an eye on is at some point in this afternoon, if the president is open to expanding the scope of the deal and take this idea that lindsey graham floated of protection for the dreamer s dreamers is which juan to pushing the price tag up in the $5

i want to bring in michael steele now, former senior advisor to jeb bush. johnson is also with me, politics editor at the root.com. i'll start with you, michael steele. how big of a deal? >> it's a huge deal. i mean, i think it was inevitable that at some point cohen would appear before congress. i think it's important that senate intelligence is going first. i think it's a good reminder, too, there are concerns in both parties. senate intelligence is a bipartisan investigation. they are continuing to look at the question about the president and his campaign, what ties they may have had to russia. other activities that may have been nefarious. this is not a straight party lean issue so i'm glad this bipartisan panel is going to be getting first crack at going. >> jason, president trump also talked about this yesterday. he was asked by reporters by the michael cohen, the president saying i would say he's been threatened by the truth. president trump asserting that's why he wouldn't be before the house committee. he went on to say he's been threatened by the

michael steele, the steel slats question, suddenly to laura's point, this is -- i guess the president's designed this as a concession to say okay, we're not going to build what i said but he's still breaking his campaign promise. >> i'm obviously as pro-steel as anybody at this table. >> perhaps more so. >> perhaps, on given days. but the details of border security have never been the point here. this is a slogan. this is a political winning issue. this is we're going to knock the hell out of them and take their oil. the president didn't have detailed policy positions as a candidate, he had a series of slogans which were appealing to his supporters. and trying to translate those appealing slogans into actual policy has been where he stumbled repeated over the past couple of years when congressional republicans weren't there to sort of guide the process towards a good result as they did on tax reform. >> and democrats have zero incentive to affirm his symbolism, his slogan. and keep in mind republicans did not give him the wall either the last two years when they controlled both chambers

michael steele, i made a note at the top of nancy pelosi's remarks. said that we're going to extend our hand. we're going to try to work together, but we're also going to stand our ground. we're in the middle of a partial government shutdown. it is day 13. democrats are not going to give the president his wall. the president says he won't sign anything without the wall. what happens now? >> i think nancy made it clear. certain any in the last 24 hours, but particularly in that moment that they will stand their ground. there is no incentive or reason for the democrats to move in putting money in the budget for a wall. a wall that majority of americans don't want. a wall the president said someone else was going to pay for and a wall quite frankly republicans themselves don't necessarily want in the house and the senate. particularly in the senate. they don't want to dance on this pinhead. that's why mcconnell right now is kind of taking a posture looking to the white house recognizing at some point the president is going to have to give ground, but the

michael steele, let's talk about where this stands in term of the democrats. see it. i don't see where the democrats have pressure on them, either within the process itself, or with the public at the moment. within the process itself, nancy pelosi said we'll negotiate, but open the government first. you're the one who said you want to take on the responsibility of shutting it down and you would be, you know, proud to do so and you're not going to blame the democrats for that. okay, fine. so let's open up the government and go to discussion. publicly, the people are still siding with the democrats in terms of who they look at as the logjam here, who is to blame. and as this gets into this week, wherefore the second pay period you now have federal employees without paychecks, and the narrative is increasing, mika. you're seeing more and more stories coming out of the heartland of the country, in the red states of the country to show how hard it's hitting. the comments of mitt romney you never know what's going to happen down the road, you're down the road. this

tim ryan, eugene robinson columnist for the washington post and michael steele, house spokesperson for john boehner. congressman ryan, let me start with you. we said one of the first orders of business, i think they're voting on the rules as we speak or they may have finished that up. you, the new democratic majority, are going to pass a bill to reopen the government. exactly what would that bill provide when it comes to what the president has been talking about when it comes to border security. with the president saying it's dead on arrival, what happens if he doesn't budge to pass it? >> it's going to open up six departments of the government and yet no wall funding and that funding for those six parts will be until september and then give us a month to have a discussion about border security until about february 8th and i think that's the important part. let's figure something out. if we have four weeks or so, let's think a little bit bigger. you know, we're talking about security. some of us don't want a wall, but there's plenty of technology out there. we know that most of the pro

joining me now is stephanie kut cutter, michael steele. sahil, i will let you get started. what do you know and what i'm trying to figure out here are the democrats negotiating or not? what is this offer supposed to be taken as? >> there is clearly a shift in their positioning. first no negotiations whatsoever. now this, they're remaining firm that there is no wall, but the definition of a wall is changeable. if you give him $5.7 billion, physical barriers can be part of the barrier, a smart wall, there could be a convergence there. the democrats won't call it a wall, president trump can't call it a wall, that would be the potential end game here. it is not clear that the democrats can accept that if they call it a wall. >> stephanie, is this a steam valve a little bit because there are ant si democrats saying we can't look like we're not negotiating or what was this plan formulated for? >> i think this is where speaker pelosi is showing her brilliance, frankly. number one some democrats were weary that we are being antiborder security. we are pro border security, we always

michael steele, some on the right are not liking that deal as well. >> no, look, we're not seeing the ice break here, but we're starting to hear it creek. this is not the deal that will reopen the government, but it is an indication that there is a deal that will reopen the government. as you said, this was negotiated between the white house and senate republicans. obviously house democrats have to be part of any eventual solution, but i do think given the president and senate republicans willingness to put an offer on the table, speaker pelosi and washington democrats are in a really bad position if they continue to take a my way or the highway approach and aren't willing to sit down and talk to the president about what improved border security looks like and getting our government reopen. >> emily, seems like this was sort of an attempt by the white house and the republicans to try to goat the democrats into doing something on all of this and appearing to the public as if they haven't been doing anything. >> well, democrats are very clear about how you have a path forward, you reope
