attorney general speaking with reporters in michigan today. making the case that the part of the republican plot to try to overthrow the government and keep donald trump in power, the part of that that involves coordinated effort to have republicans in multiple states forge documents saying they were the state's electors when they were not, her office believes that can be charged as a crime under michigan law. they have absolutely enough evidence to do so. she said they believe the larger scheme should be pursued by the federal government because it wasn't just in michigan. it was in multiple states. that was the attorney general of michigan speaking with reporters today. i have to tell you, just before we got on the air, we got news that another state is investigating this matter as a potential crime. we have this federal referral from the attorney general in michigan that she was describing there with local reporters as we reported here last night. the attorney general in new mexico, he says he, too, is referring this matter to the u.s. atto

and i want to know, since we just heard the story about michigan, how did michigan do?ell. for their congressional map we gave an overall score of an a. and then for both the state house and the state senate, we gave them both bs. so, it's aually, compared to a lot of maps across the country, they did very well. >> sreenivasan: and how do you come up with the letter grade? what goes into that? >> so, several different factors are feeding into it. we have geography scores, and those e derived from comparing to other maps that we have an independent mapping corp draw. but then i think, perhaps more interestingly, our partisan fairness scores and our competitiveness scores, and those two sces are derived using computer algorithms that draw one million maps. and then we compare the map that was producedthe commission to those million maps and judge it based on whether it falls within expected distributions or whether it's an extreme outlier. >> sreenivasan: wow. so, michigan used an independent commission this time, for the first time, it was one of only a handful of states

michigan's election board is considering a republican-backed effort that calls for new voting laws. joining us from capitol hill is punchbowl news co-founder jake sherman and nbc news correspondent vaughn hillyard. does chuck schumer have the votes to change the rules? >> he does not. manchin has said this consistently for the last for our five months, he will not change the senate rules with just democratic votes. that's called the so-called nuclear option. he wants any rule change to have republican support. now, of course the catch, katy, is that no republicans support changing the rules. so that's the box he's put himself in, in that he is not going to consider any changes to the rules without republican support. to take it a step further, he is not for weakening the 60-vote threshold. so changing that 60-vote threshold to either get out of a filibuster and what chuck schumer is proposing is when you filibuster this bill, the voting rights package, you must be on the floor, holding the floor, and if you relent, it's a 51-vote threshold for final package. manchin is not for that
