what is going on at city college right now is very similar to what is happening in michigan. in michigan, there is a state law called emergency manager law and they are -- the governor can take over a school district or even a city council or a county for whatever reason he wants and it's being done. this is what's being done here. we have a single person running a district in a back room. and what we've seen in michigan is that the emergency manager does not do a better job than the elected representatives that the people put in place, the people who put -- people who are accountable and who report back to the voters. in michigan we are seeing that these problem cities and school districts, in some cases are being made worse with the emergency manager. without the public, without the public input and without the public accountability. here at city college, we're seeing some disturbing things, headlines in the news recently about secret promotions. this kind of thing used to happen 10 years ago and we put a stop to it. the elected members of the board of trustees put a stop t
