and in a midterm year, that gives them a near-term advantage.ntially slowly fading away as the decade rolls on. joining me now, david wasserman, the house editor for the cook political report. good morning to you, sir. >> good morning, professor todd. >> i think you get to be the professor in this case. we already knew the way the boundaries were drawn, democrats won a million more raw house vote in 2012 and still fell some 17 seats short. we already knew about the build-in advantage of just republican leaning districts. but this voting advantage in the midterms is something that i think people were just not as tuned into. go more into it. >> this is really a double whammy for democrats. if democrats can get the house back in a presidential year, how are they going to get the house back or gain seats in the senate in a midterm year when the proportion of voters between the ages of 18 and 29 goes down from 19% to in 2010 it was 12%. if it goes down to anywhere in that neighborhood, democrats can basically subtract two or three points from their 2

we are 16 months away from the midterms. some of the students could have had a great deal if the president would sign into the house republicans plan right now. in the short term interest rates would go down very quickly. they will rise over the coming years but i see you shaking your head. >> it is a true variable. the initial rate on paper may look like it is lower but if someone is used to real estate closings, variable rate mortgages reset every year. while the student is a college that initial sucker rate will rise during the time that they are in college. it is an illusion for people to think that somehow is relief. they are going to end up at graduation with a rate that most analysts project will be worse than doing nothing. even with bernanke's announcement that monetary policy is starting to ease, you are seeing markets change. this notion that trying to jump on the low treasury yields rate today is somehow a solution to this problem, for people who have any kind of long view they understand that does not cut it. >>

we have 5 high schools had their midterm review by the association of the schools and colleges. w a s k receives an accreditation that meets the standard our 5 high schools received the full 6 year accreditation. congratulations to the arts and science and existence and mission high schools. clapping the four midterm review schools include the school of the arts downtown and international studies academy congratulations to them as well. great work to the school teams that make the success possible. why did this w a s k association mean. it's actually valid and it gets accepted to colleges across the country. our supple especially program 6 graders spent a week to get to know the step up program. this is the first year to include all our middle schools. they learned how to open their lockerers. we are thrilled to be able to offer support to make this big transition. our staff continue to nourish the success of this program. so thank you. we have a couple more. a summer event on monday june 17th we'll officially kickoff the summer learning san francisco. we're going to have a full

i mean, how does the president play into the midterms? seen a midterm election where members from the president's party didn't run away. i mean, there's a reason. with the exception of 1998 and another election, in midterms the president's party tends to lose seats. >> by the way in 1998 they lost because they overplayed their impeachment hand. >> exactly. >> so that's kind of a warning to how republicans play this. >> and there are democrats hoping history repeats itself that way with the way they're going into these investigations of the white house but not concentrating on producing legislation that like you say might help. >> in many of these competitive areas too in the house and senate, these are seats that romney won where democrats are now holding seats. so it's difficult for them to not align themselves with the president. >> i think also where you will see democrats running potentially away from the president is in statewide elections, senate races. there are so many senate races vulnerable right now. when you are running statew

in the midterm, we're looking at short-term capture, as i said at 17th and folsom, one of our largest areas. we're working with rec and park to build an 800,000 storage tank under the new park at 17th and folsom, so as the sewer system backs up, before it starts to move onto the streets and private property, we would be able to capture it into the 800,000-gallon tank and after the storm passes, deal with it post-storm after we have the capacity at southeast. of course, we're look at long-term and looking at green infrastructure projects. as an example, valencia and mission is a project that we hope to be able to remove millions of gallons of stormwater per year, which prevents it from ever getting into the sewer system. therefore, reducing flooding that occurs at that point. and then finally, we're looking at capacity increases in the actual transport as part of our long-term 20-year program. so we kind of have an immediate program, a midterm program, a 10-year program and a 20-year program. again, these are primarily to address storms that exceed the 5-year storm, which at this point

the model is not just midterm elections, but second-term midterm elections.ctions have consequences. they're supposed to give the voters what they want. in 20 st 12 voters wanted more president obama. partisan redistricting prevented them from getting it. obsession other so-called scandals. and most voters would rather tune out than listen to the media partisan bickering coming from the people who were supposed to be doing the country's business. if this sounds familiar it may be because it happened before. back in 1998 when the republicans rejected governing in favor of scandal promotion worthy of the supermarket tabloids. that strategy of all scandal all the time cost them dearly in the midterms. in 1998 democrats with a democratic president gained seats in the house. now granted. presidents george w. bush and ronald reagan lost seats midterms. this is not so much the president loses seats but the republican's party tends to lose the seats. he essentially said my name may not be on the ballot, but my policies will be. >> well, it turns out that we're sheing

why now does he learn, midterm, of a democratic president?> the strength of the recruits and the strength of their stories. we're recruiting candidates who really do have strong stories themselves. they're problem solvers. they're not actually mired in partisan politics. there are 17 districts that were won by president obama that are held by republicans. those are prime targets. i have to say to my colleague the reality is in those two districts jim matheson runs independently. he runs the strength of his district. he works his district. i don't think anybody would say he's the top ally of the president. he wins his district as a democrat. >> i did a little math. i was no math major in college, that's why i did this. 17 seats. 7 seats that the last three republican presidents have won. that adds up to 24. there are 435 seats in the house. redistricting largely over the last two decades has protected incumbents. this is true for both of your parties. have controlled lines in states and drawn districts that protect both parties. is that a good

midterm elections give a second-term president often time great fits, however, to the extent that the or less than at ease with what's happening, this leak democratic based voters will see what the real republican party unfortunately is still about in the immigration debate. and what they will find is a democratic party that's following through on its pledge to reform in a very comprehensive way immigration. there will be moderate republicans that stand up with great courage for that goal there will likely be a substantial amount of republicans who think otherwise. about the democratic base, they will be reinvigorated this week likely whatever happens. if it passes it is a legacy issue for the president. if it doesn't it will fail because of the more extreme views in the republican party. >> that will not hurt the republican party in 2014. they can pick up seats in 2014 without doing any of this. it is a problem for 2016. the national narrative and the congressional narrative are very different. >> very, very different. >> how is this going to play out? we could go back to many shows

when we go back and look at this 50 years later, forgetting the next midterm election, and i don't know but there is no national approval on this issue. there is no hubert humphrey storming out of the convention at his own political pearl over civil rights. this is an issue where the people led and the parties responded. and you know, and you have president bill clinton coming out saying i apologize for my leadership on holding this issue back. so, from a political, you know, from a partisan perspective right now, i think this issue cuts for democrats going forward. >> i think that's right, but i think it also means that it becomes more permanent and less political, which means that progress keeps marching forward. after all, you have a majority of evangelicals, white evangelicals between the ages of 18 and 34 who support marriage. the republican party can never go backwards on this issue. they can never start demonizing gay people again. they can never start using this issue as a rallying cry, because if it helps a small percentage of their base, it alienates too many more people who h

do you think he risks really losing his base in a midterm election or something like that? they seem just as enraged now as they were before with george w. bush. >> you're right. i think he's put a lot of people in his party coming up for reelection in jeopardy. those seats in play because of the whole variety of things that have happened, whether it's benghazi, whether it's the irs or the a.p. or this situation here. spying on americans. that's what his administration is being known for in the second term. he won reelection. he won already. this is, again, like eric mentioned, part of his overall agenda, transform america and he's going to use government as a sword for whatever purpose that he sees fit to implement his agenda. >> eric, are you a little dismayed that you had to read about it in the guardian, which is a u.k. paper, not the "new york times" or the "washington post," who broke open the pentagon papers and watergate? why weren't they reporting on this? >> by the way, president obama said today all your congress people knew about this since 2006. i'm not really

and midterms are about the base. some of this might not appeal to swing voters but midterms are about base elections. >> i'll add another one too. the same sex marriage. the decisions from the court. who knows -- but very possible in terms of firing up both basings on the ballot in 2014. massachusetts elected a new senator last night. a little bit of a humdrum race. ed markey, democrat, longtime congressman, 54.8% of the vote. gabriel gomez, interesting story. never really got it. i hesitate to say what conclusions can we draw from this other than democrats tend to win in massachusetts. republicans did, in some way, target this race. the senate committee spent over $1 million. did grabriel gomez ever have a chance? >> the structure of massachusetts politics is so difficult generally. it was lightning in a bottle for scott brown in 2010 and the environment is so much different today. i do think -- i hate to be pessimistic. the one big picture thing to draw from this is just how low turnout was. this is not, like, isol

i think the grass roots are rising up and we'll take a look at what happens in the midterm elections.ll see that women voters who haven't necessarily been participating in a mass in midterm elections will start voting. they'll be voting with this in mind. >> john: i think that strange sensation i'm feeling is encouragement on this issue. you've actually spoken with vice president joe bide been this issue. what did he say? >> he was very encouraging. he encouraged moms demand action and grassroots activists to continue the momentum. with the -- i encouraged him to do the same thing. i said, you know, sir please keep it up on your end and we'll keep it up on our end. we're a nonpartisan organization but we'll look to our champions in congress or the white house and find some pathway to real reform. so, i was very encouraged by the vice president's comments. and i think the white house is absolutely going to keep the momentum up on this. i look forward to, you know, the next phase of this. >> john: if you could have your way, what would you want to see happen most with gun control? what'
