nbc's miguel almaguer has more. >> reporter: good morning, in the words of water officials here theyituation here in oroville dam, very fluid. this is actually the runoff that is coming from the dam as part of the controlled runoff. the big concern here is not the flood gates up at the dam but it's the emergency spillway that officials are so concerned about. of course, it was late sunday when they realized there was some type of breach in that spillway. they still haven't been able to identify the problem, but officials say they've been inspecting the area. they're trying to shore it up with bags of humongous boulders with packed soil to make sure it doesn't leak. this was such a major issue nearly 200,000 people were forced to evacuate in a matter of hours. it was chaos on the road, and at this hour many if not all of those people remain evacuated. it's unclear when they'll be able to return back home because it's unclear just how serious the damage at that spillway is. officials will be up there all day long trying to assess a volatile situation. >> thanks to miguel almaguer. let'

nbc national correspondent, miguel almaguer, has the latest.ood morning. >> reporter: sheinelle, good morning. now that the sun is up, that road over my shoulder is about to get extremely busy. the helicopters are looking to shore up that emergency spillway. it has been a beehive of activity over the last 48 hours. hundreds of construction crews are out here on that emergency spillway, trying to shore it up. of course, the big concern was that 30-foot wall of water that could cascade into communities below if it wasn't shored up in time. meantime, the massive release of water here at lake oroville continues. they have dropped the water already 20 feet to make room for more rain that is definitely on the way here in this area. and as you mentioned, those mass evacuations, 188,000 people that were sent out of their neighborhoods on sunday, they have lifted them, they can now come back to their neighborhooded today. we have seen the mass population make their way back up here. the big concern moving forward, though, is rain. we are expecting sever

miguel almaguer has the latest. good morning. >> sheinelle, good morning.he around the clock construction work seems to be having an impact. the massive bags of bolders behind me later today will held to the spillway to sure it up. it has been a beehive of activity over the last 48 hours. hundreds of construction teams have been working around the clock to sure up the spillway. the big concern was if it collapsed, a 30-foot wall of water would cascade into the communities below. meantime, the mass water release continues today. the water level here at the reservoir has dropped nearly 20 feet and counting. they'll continue to release more water to make way for incoming storms. as you mentioned, those mass evacuations, nearly 200,000 people, the mandatory evacuations have been lifted overnight. hundreds of people have been streaming back toward their homes, repopulating this area. but the threat simply is not gone. over the next several days, we will see a series of storms roll into this area. that's why they are releasing all of that water. the concern here

nbc's miguel almaguer is there. he has the latest on this. ching this pretty closely. what can you tell us? >> guys, good morning, emergency crews have been here overnight and into early morning hours keeping a close eye on what they call a fluid situation here. they are concerned about the lake oroville emergency spillway. that is an area that is off of the regular -- adjacent to regular spillway. they have been using emergency spillway because so much water in the reservoir, officials began to fear late last night spillway, emergency spillway could breach sending a wave, 30 foot wave of water cascading into communities downstream. they immediately evacuated 188,000 people, evacuating those folks as quickly as they can, sending them to safer ground. meantime officials at this hour are still trying to shore up that emergency spillway. they are going to send a crew out to examine it in a short time when the light comes up, sun comes up here to figure out exactly the extent, potential of this damage, they are optimistic with big boulders behind
