mike emanuel is on fox top story live on capitol hill. mike, these numbers are going to be reportable in just about 25 minutes. and lawmakers there have been waiting for these numbers for a long time. the white house is saying they are going to be low. >> well, that's right, shep. we have been expecting those numbers. they said mid november they would give them to us. lawmakers have been asking multiple hearings what are the numbers? we want to see how many americans have successfully signed up for healthcare on healthcare.gov. again, the warning was that without the web site fully functional that the numbers would be extremely low. but we will get a hard number later this hour. in terms of getting that web site fully functional, the white house chief technology officer says the web site isn't there yet. >> the information that we had at the time was that cms had designed the system for 50, 600,000 concurrent users. right now, if you are asking me right now based on what i know now what the system is currently capable of handling the thing

we begin with chief congressional correspondent mike emanuel on capitol hill where there was lots of action today. good evening, mike. >> reporter: chris, good evening. despite a veto threat, republicans and a few dozen democrats passed a bill to honor a promise they say president obama did not keep. >> the bill is passed. >> reporter: by a 261-157 vote including 39 democrats supporting it, the house passed energy and commerce chairman fred upton's keep your health care act. >> our straightforward one-page bill says if you like your current coverage, you should be able to keep it. the president should heed his own advice and work with us, the congress, as the founders intended, not around the legislative process. >> reporter: in july only 22 democrats voted to delay the individual mandate. and 35 supported delaying the employer mandate. this time democratic leadership hoping to stop members from voting for the upton measure made several attempts at trying to defeat the bill. they expressed concern this was another attempt by the gop to kill obama care. >> this is a shell bill. in the

mike emanuel is following the online and offline struggles from capitol hill, but first, wendell is live on the north lawn with new numbers, new polls, and, wendell, not much good news for the president. >> well, the low enrollment numbers were expected. more people getting to the end stage of the sign-up process, not all of them are enrolling, suggesting it's not all the fault of a slow website. the first month's enrollment was a fraction of what was expected. 106,000 people instead of the nearly half million estimate from september 5th. only 27,000 were on federal instead of state websites and it's unclear how many actually completed payment. nearly 400,000 people have signed up for medicaid or children's health insurance and nearly a million have been found eligible for the insurance exchange but haven't selected a plan. even before the numbers were released, white house press secretary jay carney was pushing down expectations. >> i promise you that no one will be satisfied with the numbers because they will be below what we sought prior to the launch. >> reporter: white house officia

mike emanuel is on that side of the story live from washington. what is this all about, mike?porter: well, bill, good morning. hearings are just getting underway examining how to get a successful rollout of small business exchanges. louisiana democrat mary landrieu is chairing it on the small business and entrepreneurship committee. this comes as experts are predict obamacare will have a huge impact on small businesses in this country. >> the impact i'm mostly worried about is on small, young, entrepeneural firms that will suddenly phase much higher health insurance premiums if they want to offer health insurance to their employees. i think for a lot of other businesses, either they can, if they're smaller than 50 employees they can send their employees to the exchanges, or offer them a fixed subsidy every month to buy health insurance themselves. >> reporter: his organization, aei, predicts 50 million to 100 million small and large business policies will likely be canceled next year and they will find health care is likely to cost them a whole lot more, bill. bill: meanwhile

first, mike emanuel on the fallout from it. mike? >> reporter: good afternoon. the obama administration was warned last spring that the health care.gov web site was like ily in trouble. key administration officials were briefed on it, including the president, as early as last march, but a top information technology official was not briefed, which is kind of puzzling. we wi learn that kathleen sebelius and medicaid and medicare administrator and technology officer were briefed in april and yet, after all these briefings of top administration officials there, was still this blunder. >> you were not briefed at all there was a mckenzie report going on? >> i knew that mckenzie has been brought the to conduct some interviews some assessments and report to our administrator, in which i actually participated in some of hose -- >> you participated in interviews. >> i was not given the final report. >> even even though there were warning signs there were no steps taken to avoid this blunder. that leads some leading republicans to say, heads should roll. >> what this repor

chief congressional correspondent mike emanuel live in washington. some of the signs of democrats being anxious about the health care law? >> reporter: well, gregg, good morning. a number of democrats are expressing it openly. dennis mcdonough led a delegation to meet with senate democrats yesterday. his job was to reassure senators that the web site will get fixed and the law will eventually work. steny hoyer was critical earlier this week of the language used to sell obamacare. hoyer told reporters, quote: i don't think the message was wrong, i think the message was accurate, but it was not precise enough. and on wednesday with kathleen sebelius, the secretary of health and human services, testifying a house democrat vented. >> i'm concerned that these short-term enrollment problems could become long-term insurance market problems. my constituents are already losing confidence in the federal government's ability to pull this thing off, and i think the only way to begin to restore their trust is to delay the penalties until we're sure the system's g

chief congressional correspondent mike emanuel is on the hill with more. >> reporter: with one month to present a budget deal both sides want to find a better way of handling the sequester cuts but have different ways to get there. democrats led by patty murray said any deal should boost revenue, including closing loopholes and increasing fees. tom price says closing loopholes should be part of broader tax reform that would lower rates and new revenue isn't needed. >> i think that's a nonstarter for the budget committee. what could be utilized, the president in his budget laid out a number of ways to reduce spending at the federal level that would mitigate and make it so that the sequester is not that across the board spending reduction. >> reporter: but democrats argue closing the loophole on overseas corporate earnings and eliminating the mortgage exemption for second homes makes sense. tim kaine says everybody must give to get a deal. >> we have to tackle some reforms of the entitlement programs, especially medicare. so we'll have to be reducing some spending and potentially by cl
