they didn't pick him, they picked this guy, mike lee, instead. but i should tell you, they picked another tea party person behind mike lee and ahead of bob bennett. he not only didn't get picked, but he got third behind the incumbent. was it a surprise? yes. did the beltway lose its mind? yes, definitely. was there crying? yes, sadly, there was crying. also in 2010, this one is remembered mostly for probably breaking the record on blowoutometer. bob ingles knew he was going to have a tough primary challenge in 2010, but i don't think anybody knew it was going to be so tough that bob ingles was going to lose by 42 points. it was that night he got 42 points in the primary and the person he was running against got more than that, the margin by which he lost his seat in the primary was a 42-point margin. boing. so this is not an exhaustive list of political surprises and shocks, right? even just in recent history, you could put richard mourdock beating dick lugar in indiana or 1998, jesse ventura randomly becoming the governor of minnesota before get

mike lee defeating bob bennett in utah and i am not a witch tea partier christine o'donnell defeating mike cassell in delaware. this sort of thing has happened in recent years. this sort of thing. but not in any of those instances or any other instance that we could find has a challenger, tea party or otherwise, even come close to ousting a member of the leadership in congress. these were the top three republicans in congress. before about an hour ago, one of them was eric cantor. that is no longer the case. based on what we know right now about this breaking news story, it seems unprecedented for a leader in congress to lead their seat. there is precedent for leadership losing in the general election. they have been able to win their party's nomination and went on to lose to the other party in the general election. it's still rare, but it has happened occasionally. it happened in 2004 to the democratic leader of the senate, tom daschle. he had been a senator for 18 years, but he lost his seat to the republican candidate in a surprising election upset in 2004. that was a big shock tha

. >> mike lee applauding today's supreme court decision limiting president obama's authority to makes appointments. let's bring in our panel, ron foreignier of the national journal. meana easton for fortune magazine. and charles proudhammer. the court ruled that the presidents do have the right to make recess poilts. steven breyer writing the majority decision says it has to be a real senate recess -- i don't know how he came up with this number -- ten days. the court threw out the three members of the national labor relations board, because the senate was then in its act where it held the 30-second sessions every three days. how big a defeat for president obama? >> it's a pretty big defeat. it could have been bigger. this was an awfully good thing he did. the supreme court basically argued that the senate makes its rules, not the president of the united states. i learned that in 3rd grades civics class. the president's lucky, and future presidents are lucky that the supreme court didn't go even further in undermining the president's legitimate ability at times to fill in in the case

next time ted cruz stands on the -- next time mike lee stands on the floor, next time rand paul stands on the floor to fight for you, a son of mississippi will stand next to them. if he's planning to be a republican in the mold of ted cruz. what does it mean for what gets done in the senate? >> well, it could be a problem. even if republicans say they do win back the senate. it could be a problem for mitch mcconnell as he tries to govern. you've heard it a lot about republicans already in the house. they're so fractured it's not clear what they want. john boehner has a tough time of getting his caucus together and governing and putting forward legislation they agree on. mitch mcconnell shoucould have same problem. you'll have people like christ mcdaniel who feels like he came to washington with a mandate to sort of oppose the establishment. so it could be very tough and voters may not like that. they may tell republicans next time you had your chance to govern, you blew it. you're going put democrats back in. i think many republicans are worried about that as well. >> let's talk about

going to be a combative conservative on capitol hill, working alongside ted cruz, rand paul and mike lee. someone to go right at president obama rather than focuses on appropriations. >> just to clarify, robert, you said you actually talked to voters, republican conservative primary voters on disability saying they're going to be voting for mcdaniel because they want someone to go to washington and fight to stop federal spending? >> that's right. they really want an ideological warrior. they're not happy with senator cochran's temperle. when i kept mentioning all the different things senator cochran has brought back to the state as a member of the appropriations committee, whether katrina aid from the hurricane in 2005, whether education for the public schools here, they shrugged me off. they brushed me away. they say that's not what's important to them this year. >> you know, cochran, it seemed, was really blind sided by this challenge in the first time around when the primary happened. in the runoff, everyone was basically writing his political obituary. seems they made a strategic adj
