mike viqueira's at the white house. what is going on here? i read that the air force said let's give them three aircraft and suddenly, that turns into eight. >> one of the reasons you may have had trouble getting a congressman on camera to respond is that they are in all sorts of far flung local. their on congressional delegation all over the four corners of the world. iraq, afghanistan, of course, but also in europe and other countries that are perhaps less perilous, not on the front burner at this point of u.s. foreign policy. here's the story, david. and let's be fair about that. the house appropriations committee, according to their statistics, 43% of the planes are used by the staff. 42%, i myself, remember that date night the president took with his wife, he flew a gulf stream 3. i was in the gulf stream 5. a sweet ride, no doubt about it. 14% of these flights are used by congress for these, other official travel by congress. it's not fair to say it's all for congress. that being said, yes, they gave them two more gulf stream 5s for a t

. >> nbc's mike viqueira live at the white house for us this morning. good morning. we heard senator mcconnell essentially accusing some democrats of trying to stop -- or change the topic by speaking out against these town hall protestors. are his comments reflective of what other republicans are saying? >> the argument here is, is this grassroots anger and anxiety over the president and democratic health care plans now moving through congress or is this so-called astroturf, something that's artificial us that is trumped up by extremist groups to try to simply obstruct these meetings and obstruct any march toward meaningful health care reform. that's the argument. senator mccobble says democrats are losing the argument so they're putting up a straw man saying these fringe elements of manipulating the emotions of these people. no question there is emotion. pictures show that. these raucous town hall protests continue into the weekend. the problem that republicans have is that there are some blatantly false claims out there are are partly responsible for inspiring folk

nbc's mike viqueira joins us now from the white house with all the answers, as always. so, mike, we'll start with that. how much longer can he go back and be referring to president bush? >> you know, it's interesting with all the good -- i guess good economic news, we can go ahead and call it now that we had last friday with the gdp report as the president himself mentioned today in the rose garden, today's unexpected news that the unemployment rate dropped 0.1%, i think the white house is eager to get out there and point out these things are happening and they're not bashful about the fact that while the claim that the stimulus package, which has caused them so much political heartache now, the numbers of the polls going down in terms of the american's approval of the president's handling of the economy and the deficit, republicans getting traction and criticizing him about the stimulus program and a perceived lack of effectiveness, white house not shy about saying the stimulus is in fact in large of a lot of this. robert gibbs summed it up. i think the president has ha

nbc's mike viqueira is at the white house this sunday morning. good morning, mike. what else did dr. summers have to say? >> it's interesting, dr. summers was making the case that the health care fix and health of the economy are part and parcel of the same thing. you saw him outline the case there that the deficit cannot continue as it has been. this of course is something that the white house and administration official are very sensitive about, not only is it reflected in the polls among the public, concern about the amount of spending going on, not only with the stimulus package, but with other government programs here, including the regular spending bills in congress. but concern about the deficit and concern not only among the public but among economists to say that large deficits are unsustainable, the percentage of gdp that we're running now as a function of the deficit unsustainable. so we need health care to bring down a lot of those costs in medicare, in medicaid, in social security, in other programs. of course health care that we've heard it over and ov

nbc's vike mike viqueira is liv >> reporter: the health care vote in the house of representatives was a big hurdle but there are miles to go before anybody here who is pushing the reform effort can rest. they wanted to have this -- the president, the deadline that he gave congress, let's have it voted in the full house and senate by the time you go on recess. the house, jet fumes are wafting up from reagan national airport as they left town, not return until labor day. they have to get three committee bills together in september, and then bring it to the floor when they return from vacation. the senate here for another week, but they're not going to meet their deadline either. they might not even have -- probably won't have their committee vote before then. it's slow going, a difficult fight. now, members go home to face town hall and ad campaigns put on by people who want reform and people who don't want reform. very interesting to see how that takes effect when they get back here in september. now, in terms of the economy, and the cash for clunkers, the president said it was a succe

mike viqueira was at the town hall and joins us now. we point out -- my apologies to the entire population of hagerstown. in the meantime, how, the tone again, is affecting the ability to have a reasonable dialogue. ? well, you know, ben cardin came here. he's a politician from maryland. he came from the blue of baltimore. he's in his first term in the senate. he came out here, pretty much knew what he was going to get because the same thing happened in baltimore city on monday. about 800 people started lining up about 9:00 this morning. the vast majority have a great deal of anxiety about the health care debate. after things we saw, ar llen specter yesterday, for the first time ever, officials here at this community college had a wand. they had a metal detector that they deployed for the first time ever. no big incidents, but plenty of anger and you can say that folks are misinformed, against the president regardless, but i have to tell you that the anxiety that we saw here today is coming from deep within. it's not simply about health

mike viqueira live at the white house. that means he's got the answers. fess up. good morning. >> reporter: good morning, alex. start with the cash for clunkers program across america dealers are moving iron. they've got people coming in to showrooms, selling cars at a rate not seen in months, perhaps not a year, and that is good news for them and good news for the administration and everybody who is a proponent of the cash for clunkers perhaps. it only started a week ago and congressional located $1 billion. they thought that would last until november 1st. but it turns out that was not enough. and of course one short week they've almost run out of moneying by some calculations, note by dealers' calculations who are concerned they're not able to get money back, on the hook for thousands of dollars. acted with uncharacteristic alack i alackity, they left town. it's up to the senate to okay that $2 billion and send it to the president for his signature. it's going to come out of the stimulus check but everybody's saying this is one wonderfully successful program. th

let's go to be inning mike viqueira at the white house. are we expecting a more controlled situation? >> reporter: one can always shop this isn't going to be the uhmer of shove when it comes to the town hall meetings. the president has not encountered anything like that. it's usually the protesters who are outside who are the most vociferous and active in terms of the signs and some of the gestures they're making. inside they're largely supportive and the president is continuing now in portsmouth, new hampshire, on tuesday, in the interim he's going to be taking an international trip to mexico. we'll talk about that in a second. the president meets receptive audiences, many people have sincere concerns about the health care plans now moving through congress. the president generally fields those questions without any problem at all. trying to focus on what this is going to do, how it will decide what happens to the people who are satisfied with their health insurance. the white house saying their coverage will cost less and coverage be bett

mike viqueira, appreciate that. >>> back to the breaking news from the top of the hour, the u.s. military has just found the remains of a u.s. navy pilot shot down during the first iraq war more than 18 years ago. lieutenant commander scott spiker was originally found dead. the status was changed to missing because his remains were never found. jim miklaszewski is joining us live from washington with the details. good morning. >> good morning, alex. 18 years after he was shot down on the first day of the first gulf war, the u.s. military has finally found the remains of a u.s. navy pilot. lieutenant commander scott spiker was shot down in western iraq in his fa-18 hornet in 1991. although he was first declared killed in action, his remains were not found. last week some iraqi civilians let some marines to an anbar province where the body was buried shortly after the crash. military forensics experts after examining the remains here in the united states and examining the jawbone and teeth of the remains that have been found have positively identified those remains as scott spiker.

so we're going right to the white house and nbc's mike viqueira who is standing by. white house happen hi about this? >> you might say that? they're somewhat pleased. they'll take what they can get at this point. the house voted on this last night, and then it was boom to the airport and gone for one month, perhaps more. they're not coming back to washington until after labor day. the senate is in for another week. this was the last of the three committees as you mentioned, that needed to pass the house of representatives's versions of a health reform package. it's not easy going. it's still not easy going. there are a lot of hurdles left to clear. the president obviously quite pleased with it, even though neither the house nor the senate has met his earlier deadline of passing a bill on the floor of each of those respective chambers by the time they leave for a recess. that is clearly not going to be happen. there's been a lot of intraparty fighting among democrats, blue dogs or conservative democrats, congressional and liberal democrats fighting over medicare reimb

mike viqueira at the white house. what is going on?pharmaceutical industry is lobbying in washington and they came to the table early on in this health care process and they made a deal, it's now apparent, with the white house. they said we will kick in $80 billion of our profits to kick this along. it's revealed in the process, they got a deal that the bill now emerging from congress or trying to emerge in congress, would not touch that $80 billion. democrats on the hill say, wait a minute. look. we are trying to work this thing as many different angles as we can. we are not beholdent to any deal and what democrats are saying including nancy pelosi and henry waxman. the $80 billion involved the pharmaceutical industry coming in and covering pa part of the medicare prescription drug program called part d, a hole between the coverage. after your benefits run out and until you got to that catastrophic level seniors had to pay out of pocket for their drug. and they came in and said we will contribute $80 billion to help cover those costs
