we do have mike viqueira. mike, moments ago we saw a group of people marching out of the scene, their hands raised in the air. they had the typical washington, d.c. federal worker laniards around their neck with their i.d. badges. it should be pointed out those badges, the reason they're around the neck is because you cannot get into a building in washington, d.c. if you work in a federal complex without your identification. it is that secure, correct? >> it certainly is, and most of those buildings require you to go through a magnotometer as well as and some security screening. typically what happens, del, is in many facilities the security personnel know exactly what time you walked in. they know exactly what time you walked out. that's the expense of the evolution of security in washington. how on earth this could have happened today at the navy yard given all of that is something one of the first questions, i think, that many people are going to want to ask as soon as we have an opportunity to do so. obviou

our mike viqueira has been on the scene. mike bring us up to date. have we lost mike viqueira? we lost mike viqueira momentarily. but a short while ago wash mayor vincent gray came out and informed the public there were three shooters, one we believe to have been -- in fact two we believe to have been in some sort of military garb. they opened fire inside the washington navy yard. washington post confirms at least six people confirmed dead, the number of wounded said to be 10 and 12, although multiple sources are reporting that number may indeed grow. we are also receiving word rye anonymity from the washington from transported to that facility all with wounds to their lower extremities. also gw hospital which is located just west of the white house is reporting that they have one victim who was dead on arrival, they said they had one gunshot victim transported, they are expecting four to five more who are in critical condition. those being critical conditions both the washington hospital center and george washington hospital, considered to be class 1 trauma centers, they are g

mike viqueira is in washington with more on what the president has been saying so far. mike?> well, tony you are right. the first of the interviews started airing about 20 minutes ago. the president telling nbc news, that his preference has been a diplomatic solution to the syrian crisis. the last-minute proposal a possible way out, although we have been hearing a long way from a done deal. the president has said his preference has been a diplomatic solution. the president also says he has not decided on whether to use military force in syria if congress does not authorize those strikes. this is something of a departure from what we have heard over the last few days, many of whom have discouraged the idea that the president would move ahead without authorization. although there are many scenarios. they are not saying one way or the other is the president or his aids, what they would do in the abscess of congressional authorization, tone? >> we're going to run this to ground. and we'll engage with the russians and the international community to see if we can arrive at somethin

white house correspondent mike viqueira is on capitol hill. ere were strong words earlier from senator harry reid, the senate imagine yourty leader, and then senator cruz. there was a bit of an exchange, i understand, mike? >> reporter: that's right, harry reid opened the proceedings about 2:00 today and right off of the bat ted cruz stood up and objected to a couple of routine nominees to some government agencies. they worked it all out. but tony i know you are a connoisseur of senate process, but as far as any mystery of what is going to happen in the senate, sits all over but the shooting, but the shouting could go into sunday. there are terms that i'm not going to use here, but the basic point is that harry reid has the votes to undo what the house conservatives did, and they tied the defunding of the president's signature health care law to a funding of the government past october 1st. we talked about harry reid and ted cruz talking past each other on the senate floor. harry reid, nancy pelosi, even the president trying to saddle conservat

mike viqueira joins us from washington to explains what that means. mike?> reporter: well, tony, you're right. we've seen this movie before. it's often a disaster flick. there is always a happy ending or compromise at the end, and it usually comes at the last minute but this time it's looking fairly grim. october 1st. there are a couple of deadlines we're talking about here. october 1st is when the government runs out of money. it happens every fiscal year. the republicans put forward a deal by their rank and file. but it's been rejected. and we're talking about a government shut down if the house and senate don't agree on something and have it signed by the president. but conservatives say any continuation of government spending must clue a provision to defund the president's new healthcare law. there is no way the senate controlled by democrats and the president are going to go long with that. boehner put forward his plan. the president rejected it. >> there should be no conversation about shutting the government down. that's not the goal here. our goal h

mike viqueira joins us with more from capitol hill, and it sounds like no one is willing to budge at this point. >> reporter: no, and the president gave house republicans a stern talking to. at times he sounded sarcastic, but he ret he reiterateed his bm line, d do not hold hostage the american economy. do not hold hostage the functioning of the federal government in order to cut it back or gut it. let's listen a little bit more to what the president had to say. >> our message to congress is this. do not shut down the government. do not shut down the economy. pass a budget on time, pay our bills on time in. >> reporter: it's all up to the house of representatives now. there are indications that they're not just going to throw it in and give up. they're going to attach more provisions. that's what we're hearing today. the nibble around obamacare around the edges. they're talking about a revision to appeal a medical device tax part of the new affordable care act. >> john baner is in a very tough spot. i had an opportunity to talk to ted cruz and confront him about some of the allegatio

mike viqueira is in sweden with that story. >> president obama came here to stockholm along to his way to the g-20 summit in russia. but syria is dominating the agenda. it was supposed to be a low-key visit, but with the meeting with world leaders looming, president obama came out swinging on syria. >> the accumulation of evidence gives us high confidence that assad carried this out. and so the question is after we've gone through all this, are we going to try to find a reason not to act? >> appearing are the swedish prime minister, president obama lashed out that saying backing out is a sign of wavering is on the line. the international community is on the line. >> the red line by his own account a line crossed many times by the assad regime to a test of national resolve. >> first of all, i didn't set the red line. the world set the red line. the question is how credible is the international community when it says this is an international norm that has to be observed. the question is how credible is congress when it passes a treaty saying we have to for bid the use of chemical weapons

mike viqueira from the white house for us. let's go to the united nations, james, i want to work through a couple of points here with you. we've got the statement today that was supposed to be in a private moment that was broadcast. secretary general ban ki-moon said that u.n. investors found overwhelming evidence, and then later there was this quote, i wonder if there is linkage that syria president bashar al-assad committed many crimes against humanity, is there linkage there? >> i think there is, and what you're hearing is very rare. you're hearing the thoughts of the secretary general of the united nations, his true thoughts. this is a job where you're not really supposed to say what you really think. you're supposed to be very measured and very guarded. let me explain what is going on. he was addressing a women's forum taking place here in the united nations in a conference room. it was a closed meeting. it said that on the door. he thought, i think, that his comments were off the record. they weren't going to be reported

mike viqueira is traveling with the president. ke, vladimir putin and barack obama are miles apart on so many issues. >> that's right. this is supposed to be a meeting about the world economy, the president came here to make his case about strikes against syria. vladimir putin, you're right, the host of this summit, outside of st. petersburg built by peter the great, constantine's palace, the first session among these group of 20 leaders has run an hour late so far. the dinner that was supposed to begin an hour or so is still on hold. we know that president obama has been making his case, his first meeting out of the box with shinzo abe, the prime minister of japan. he called again for strikes against syria because of the violation of international norms. a lot of this is overshadowed by the animosity between these two leaders. the president said that relations have hit a wall, and in retaliation putin said as a result of secretary john kerry's testimony yesterday, putin called kerry a liar. comments even from pope francis who said

mike viqueira has been on the scene all day long, he joins us now. what do we know about the suspected gunman? >> tony it was a day of chaos and conflicting reports. first there were three shooters, then fort worth texas navy veteran, unclear what connection he has to the navy yard at this time. the area was on lock down, active shooter throughout the course of the morning and well into the afternoon. authorities including the d.c. police chief and the mayor here described two individuals later in the afternoon they said the first individual was not a suspect or a person of interest after all. but still, another person as far as we know is still at large. here is d.c. mayor vincent gray this afternoon. >> we talked about the possibility of there being two other suspects. one is ruled out, one has been identified and no longer a superintendent. he's been talked to by law enforcement officials and there's no reason to continue any views that he may have been involved in this. there is still yet another person who is identified earlier. that is a person

mike viqueira has been following that campaign, and the white house tone seems to be changing as thetory unfolds. are we now in a bit of a holding pattern? >> that would be a great way to describe it, and while net says he wants to keep his foot on the gas, trying to push congress to authorize the military strikes, obviously that is on hold. even the president says he does not expect a series of votes in harry reid, while there was to be a test vote tomorrow, a procedural voted that would have gone a long way in gauging the support the president has, that now has been put on hold. a senior administration official says the president has talked to the president of france and the prime minister of the uk today. they will be working closely with russia and china. john kerry testifying as you reported dell, at the house armed services committee today. he says he is careful not to overhype the possibilities of this russian proposal. he'll be speaking with the russian foreign minister after he leaves the hearing. here is a little bit more thov of what he had to say. >> we need to know that
