>> iran has politics like all other country, but i think one hard of critics, and the difference is that frankly the hard liners on the american side are outdoing the iranian hard liners. they are essentially behind the deal. we would not have seen the negotiations going this far had they not backed it. so the opponents of the deal are increasingly becomes isolated and they're certainly not sending letters to president saying that whatever they sign they will unravel. >> then how should we interpret, we saw many people in the streets, how should with interpret that what was the meaning of that? >> people are just delighted. to them it is not just a nuclear deal. this is a deal that ends sanctions on iran. they would hopefully end isolation and the extremely young educated population will get to recorrect with the national community, and at the same time it's a deal that from the iranian perspective safeguards their dignity. that is something that speaks to their pride. as a result you saw the images. people in the streets dancing chanting slogans from the green movement. >> that was a kind of democratic uprising against the incumbent powers at be that was very brutally suppressed. we saw some of it covered on our air and other places. there is now word that chuck shoe schumer who is in line to be the senate leader will back this senate bill that would essentially create a congressional veto or disapproval. what do you make of that? moving away. that gave us all of the sunshine and dry weather but right now we're watching this front off to the west. that's going to spark up those showers and even some thunderstorms potentially by late tomorrow afternoon and evening. as we watch this system move from west to east. it is going to take its time. right now the atmosphere still relatively dry there might be a few sprinkles far north and west toward the lehigh valley as well as the pocono mountains. but better chances of that rainfall right now as we move toward state college and also the western part of the state. so as far as the timing, you can see right now we're watching for that light rain north and west. so by midnight most of it still to the north and west of our viewing area but by tomorrow morning, we'll be looking at scattered light showers across the area. no heavy rainfall early tomorrow morning, then by 1:00 in the afternoon we're still looking at the chance for some scattered showers. so once again it's not going to be raining the entire day but we have on and off again showers so keep the rain gear handy. here's 5:00 o'clock tomorrow evening. we're looking at north and west showers also into south jersey and delaware. 8:00 p.m. tomorrow evening more of the same. so you get the drift it's going to be off and on throughout the day and then as we move toward 11:00 o'clock tomorrow night we're still looking at the clouds and showers and look toward the west. yeah more to get through. so early on saturday we still have some rain maybe even some wet snow toward the pocono mountains before we start to clear out turn cooler for saturday. how much to expect? you can see on average looking a quarter of an inch to three quarters of an inch. the higher amounts will be far north and >> i think ted cruz wants to be the leader on the right, wants to be the hard liner fighting the cultural war but he's a lawyer, a constitutional scholar, he knows as well as anyone if the supreme court rules, as it's expected to perhaps, to legalize gay marriage, he recognizes he can fight religious freedom, even if he doesn't make marriage a central battle. >> what happens if the supreme court ruling expectation is this is going to legalize it in all 50 states. what becomes the default republican position on that? are we going to have a year and a half of now we need a constitutional amendment we've got to overturn what the supreme court did? or does the refrain come the court has spoken we're done with this. >> someone like cruz will be a beacon. bobby jindal is you can get political oxygen in a place like iowa by going out really hard what he thinks is the cultural left. is bobby jindal going to win the debate or can the others become the chief voices? >> the jindal thing seems like it's the ultimate play to the base. he look tess polls and sees the majority of the republican party is there, i'm going to go for the most committed of that majority of this party. how far can he get with that? >> the last two people to win iowa mike huckabee they didn't win the nominations. if you're not going to make marriage your battle cry, maybe iowa doesn't matter as much to you, focus on new hampshire and let the bobby jindals of the world fight it out. >> right up until the moment that barack obama and joe bidenen said we support gay marriage conventional wisdom said it's way to early for someone to run for president who supports gay marriage. the conventional wisdom is i'm fine with, this i support gay marriage, let's move on to something else. do you think that's true or is there maybe more room than we think. >> it's going to be up to tough. the one person i thought could argue particular late that is not going to run. if ted cruz and scott walker and jeb bush aren't putting these issues at the fore that will stay a lot. >> it's going it become unavoidable. i was just in new hampshire. republicans want to talk about economic and fiscal issues and this -- >> the contrast to me always goes back to 2004 the supreme court in massachusetts legalizes gay marriage and the instant response from the republicans is a constitution to oppose it and here we are barely ten years later -- >> when i talked to donors of bush even donsor and who are intrigued by hillary clinton candidacy. how do you win them back if they're turning in such droves toward same-sex marriage? with us now here is new york eric shawn from washington shannon bream both fox news correspondents so governor pence of indiana shannon volted for the law that's similar in his state. is that true? >> you can say similar but you can't say exactly the same. there are a couple of key differences. one of them is the fact that this law in indiana would recognize those who are aggrieved, who need protection as not just an individual human being but their definition of person is much broughter and part of that is because of a couple of recent supreme court rulings. you think of hobby lobby the recent decision. it recognizes corporate bodies. some organizations to be those who need protection. so that's very different than what then state senator obama would have voted for and did vote for back in 1998. >> so in '98 it was all about individuals? >> right. >> now it encompasses corporations, companies, clubs things like that. >> exactly right. >> i got the nitpicking and line picking. it's the same thing that it seems that senator obama back then felt that people of faith should have the right, if their conscience says something that she shouldn't participate in that should override some kind of demand made in the marketplace. isn't that what he did? >> a couple of other differences are important, too. in the indiana law the government does not have to be a party to this. and in many of these cases we have seen involving this particular issue, the government is a party and they are forcing you to try to do something, trying to get you to do something that's the hobby lobby case. where we saw that the hhs mandates things going from obamacare where the government telling companies what they had to do. in this case these protections would go off to the private party. if somebody felt offended they could go sue another person. they have a business transaction. you could use it as a defense in that case so the government doesn't even have to be involved. i have to believe that senator, state senator barack obama would have had issues possibly with that based upon what we know about him now. >> i don't know about that all right. it's a little complicated so i partially understand it. that's progress: in new york city stop and frisk no more. it was a big controversy because the police were going into poor high crime neighborhood frisking people for guns trying to get guns off the street successful venture. murder rates dropped big time in new york city. now it's gone. how are murder rates? >> well here is the good news, major crime is down 10%. bill, exactly right, murder way up. 20% so far. >> let me stop you there. murder rate 2015 first quarter over 14 up 20%? >> yes sir. >> most of those are in the poor, high risk neighborhoods? >> yes. and shooting incidents up almost 11%. you were a local reporter for years in new york. go out to east new york in the 80's and 90's there was shooting all night. i did a story once guys come out and showed me guns uzis took them off the street. a 6% more murders now. >> east new york a ghetto situation so the stop and frisk you can say based on the stats has led to more deaths. stopping stop and frisk has led to more killings? >> reporter: as you mentioned, the prosecution finished their closing arguments and now the defense has wrapped their closing arguments. and the defense is back up for a rebuttal rebuttal. and as you mentioned there, the defense has said from day one, that dzokhar tsarnaev was involved in this and you'll see it. judy clark, the lead defense attorney said there is no dispute about who, what where and when but there are significant differences between dzokhar and tamerlan the older brother masterminded all of this. they have receipts of him buying bomb making components and a box that had hammer lan's fingerprints on it and not dzokhar and the government cherry picked information they took off of dzokhar's computer and tweets and things of that sort. they said they didn't see the totality of his activity online which is what they say a lot of teenagers do surfing the web and searching things such as cars and things of that sort. so what the defense is trying to say is that if not for tamerlan there would not have been a boston marathon bombing two years ago. the jury we thought earlier in the day, would have the case by now. they still don't have the case. once the rebuttal is over the judge will give them instructions and considering the late hour he might ask them if they want to go on or come back early in the morning and start fresh. >> ron mott thank you. >>> and turning from home grown terror to kenya, after the university attack that left 148 people dead. the military has claimed to have destroyed two terrorist camps across the border in somalia and kenya is cracking down on recruitment and asking families to report anyone who has gone m.i.a. or showing tendencies and they want to deport 300,000 refugees. they fear the refugee camp is a military hotbed. the president said the u.s. stands with kenya and his visit is still set for this summer but with several large somali american population al shabab is raising concerns here. and just referring back from the turkey-syria border tom we're getting to isis and turkey but i want to start with kenya. al shabab, and one of the gunman was a son of a government official. so help us to understand what led it to grow and do they have the resources to combat the threat. >> what is growing is what you find in somalio and over the boardner kenya. i think people thought al shabab was done but they surprised us with the attack in the mall 18 months ago and they are showing us they have great staying powir in the ability -- power in the ability to stab illize in kenya and somalia. so they are a dangerous element. so the second question as to whether kenya can manage this. we have seen attacks. on the university and the quarry and on the bus in the fall and the west gate mall attack. and any country is vulnerable to a surprise attack and i think kenya has problems in the security services and i think it remains a challenge for them to bring together the ness intelligence policing and military response to al shabab. >> and you hit on this. they have called for attacks here, the mall of america and a call in canada and in u.k. if they can get away with this in kenya, why can't they get away with it here? >> there is the chance they could, in fact get away with it here in the united states. now they would not likely be striking from somalia and be -- it would be the use of those in the united states the ethnic somalia community or those they recruit to their cause which is difficult because it doesn't have the same appeal as isis or al qaeda does they are a member of the al qaeda family. we have better security and intelligence and better policing than in kenya so it is harder to do. but let's think about the ease of access to guns and materials for bombs in the united states. it not that difficult to get ahold of either. and you could do it. i think that not everyone has their guard up. and if you go after smaller targets and smaller cities it is all the easier for someone to perpetrate. >> tom, you just returned from the tushish-syrian border one of the strange things about this threat turkey has the situation right there on their doorstep and what did you find? >> i found out that turkey and those on the nusra front continue to use turkey as a sanctuary to repair weapons and make money and get their wounded mended and i saw pictures of isis fighters in hospitals and video footage of the fighters and i have medical records of the fighters inside of the turkish hospitals. so they are in a combination by the government for fighters. they want the fighters to bring down assad. they are at odds with the assad regime and want that to be brought to a close. and number two, they use the fighters to fight kurds, their enemies as well. so they have two reasons to accommodate fighters from iraq and syria and also the foreign fighters comes from around the world. this points to the ongoing differences between the u.s. and turkey. we simply have very different goals and domestic policy goals in particular the kurdish issue continues to drive in part the turkish issue of fighters. and we have that despite the pressure from the united states and europe you continue to have turkey to allow the fighters to move back and forth. >> tom you spoke with a teen-ager who left isis about the way they recruit folks and the dis-information they use to keep them in the fold. what did you learn? >> reporter: white house secretary josh earnest repeating what the president said they are confident about this deal. and they have a week before congress returns and they are trying to sell this to the publish and they did an interview with "the new york times" and doing another one today with the npr and hoping that the members of congress return and won't cause problems for the white house for the deal and the white house saying they don't need congress they want them to stay out of it and just need them on the martss and we saw the nuclear physicist coming down to the briefing today and they are moving ahead and feeling confident. >> thank you for that. >>> and many republicans disagree with the president on iran and putting their money where their mouth is and as thomas freedman rights with huge amounts of money going to candidates with proisraeli views which party is more supportive of israel is a wedge issue scene an arms race with republican candidates competing over who can be the most unreservedly supportive of israel. and bringing in perry bacon. and is this good for america? >> it probably isn't good for america to have a dispute over support for israel. both parties are fairly supportive of israel. the underlying dispute is about policy in the middle east. and what you are seeing here is netanyahu and president obama have very different views about the future of the middle east and these are long-standing. back in 2002 netanyahu talked about the benefits potentially from the iraq war. the president also spoke about there was a war we should not fight even then. so these two people have radically different views and it is less about who is pro-israel and who is not and how should the middle east look and it is a sincere disagreement but a strong one. >> and perry, what we have right now is a framework. if we do come to an eventual deal this seems like a clarifying issue for 2016. you have hillary clinton coming out basically supportive of where we're headed and all of the republican candidates lining up on the opposing side. this seems set to elevate foreign policy to be a bigger part of the 2016 campaign. >> i think you see that already. you saw scott walker last week asked about this and he promised to reverse this deal on the first day or first month in office -- >> would you! >> and it is not a big issue in the primary because all of the republican candidates have come out against the deal so there is not any way to distinguish yourself on the issue. and hillary clinton, if you look at it what you are seeing in the debate with congress most republicans are strongly against this agreement. against this temporary deal. among democrats you've seen and the white house is worried about this, you've seen democrats, they are cautious looking at it closely, chuck schumer, the new majority leader potentially have been very cautious about this. and even hillary clinton's statement is like i want to look at the details. generally supportive but not as positive as jeb bush's statement was opposing it which was sharp and opposed to the deal. >> you are talking about the potential would-be candidates. let's talk about 2016 because it is starting to heat up. ted cruz made it official about two weeks ago today. tomorrow it is rand paul's turn. and he's announcing in kentucky and then doing this five-state swing tour in the primary states of new hampshire, iowa nevada and ending with a fundraiser in california. and he gave politico of the slogan he'll unveil tomorrow. defeat the washington machine, unleash the american dream. something they hope to work for the primary and also in the general election. i have to say, rand paul is someone who is an attractive candidate in the republican field where he has a broad appeal among folks not just in the tea party group but one thing i think is a challenge for him is foreign policy if you look at the news cycle dominated by foreign policy and the sense that americans have anxiety with terrorism right now so how will that play out for him. >> i think you have the exactly the right point which is rand paul is saying and in what he released today, he is a different kind of republican. that is true. he is more libertarian and more outreach to black communities. but the one thing he is different on is foreign policy. he was very skeptical of the iraq war and talked about how he doesn't want to see american troops in a lot of places. 'greed to normalize relations with cuba but the problem is now that when rand paul won in 2010 we were talking about shrinking the government and now it is about russia and isis and iran and israel and that is where rand paul has taken vups that the -- taken views that the republican party does not agree. there are some young republicans that agree with what he is saying but the older established parts of the party don't agree. you have lindsayey graham and john boldin criticizing him and you have mark rubio. there is a debate coming up where you might see rand paul take one view and ten or 11 other people take the other view and that makes it hard to win. >> and perry, it is not just rand paul talking about. we are hearing that former secretary hillary clinton might rub for president. >> it is out of left field. but if she were to run for president, do you think that announcement come this week. >> coming up in the next two to three weeks i'm told. it will shock the world of course. but i will say one thing, about the campaign in particularly. if you asked me in january, who was more likely to run between martin o'malley and marco rubio, i would have said martin o'malley will run against hillary, but rubio would stand down because jeb bush is running. but no democrat has announced their running because they feel like she'll be insurmountable. and the numbers suggest jeb bush might win but he is not so strong, that where others don't think they can win this thing. >> and thank you for that debate. >>> and as always there is not that much life in washington as they continue the two-week easter session. >> must be nice. >> and they should get back because abby loves the cherry blossoms. 100 years running, and we captured these beautiful images on the mall. and the final four many brackets, including mine are not exactly good -- can we skip this next block. overlapping speakers ] >> there is one thing you are leaving out of the kentucky-wisconsin game is that i feel like kentucky choked they didn't score for four our five minutes and they didn't rise to the moment game after game before that. they've been tested before. but not quite like this. and they sort of just shrunk. and it was amazing to watch. >> i've been talking to people about did they get nervous in the moment. i don't know if they got nervous but they got tight and that impacted the game. and the other note is i don't want to hammer on their head coach, calipari and maybe the over all pick in the draft, he was 7 of 11 for the second half and barely touches the ball in the final minutes. >> and if you missed the foul shots in the end. >> and they were riding his back. >> so just look for. and i believe you have a piece of what we should be watching for. >> i do. i would say kaminski versus okafor. they have the two best in the country and they are guarding each other. and sam dekker who played at the lebron skills academy, has not had a great junior jeer and had a great tournament and winslow who might be number two or three pick in the draft and that is a big match-up and we can talk about the big guys but whom ever wins that can win the game. >> out of kaminski and okafor who will play for the new york nick erknickerbockers next year. >> if somebody goes there, and if [ female announcer ] stay strong, stay active with boost. >>> it sound like the plots of a james bond movie. scientistics manipulating the code of a deadly virus to make it easier to effect humans and it is happening around universities like darpa to understand and defeat an outbreak and while researchers in places like syria are suspected of stockpiling strains. and defense one looks at how science will need to prevent itself. and joining us now patrick tucker. patrick you open the piece about talking about a 2012 study out of wisconsin where researchers took bird flu and manipulated it and took it easier to transmit it through humans. >> this is a gain of function research where you are looking at a deadly pathogen and figuring out exactly that. what could happen to make it more deadly. that is to say it is gaining the function of lethality. at the time at the university of wisconsin and the researchers of netherlands undertook the study they had the full backing of the united states government and a bunch of different grants but when the results were published and they showed that changing the protein profile you could get this virus to exist and reproduce in the lungs of mammals, moving away from birds, all of a sudden it was a tremendous controversy and they placed a morityory um on the findings and in october of 2014 we now have a moratorium on that research, on gain of function research. >> and patrick, you say deadly pathogens is not something that terrorists or you call them would-be super-villeons -- super villeons could create in their kitchens, but what should we be worried about? what could terrorists do at this moment? >> so i took a broad survey of those in the international security community who have a job at looking at threats that will emerge in five years. this is the area where the advance research project area is focused where the office of the director of intelligence is focused on a special report they are making and a spoke to geneticists and they said right now manipulating pathogens is really hard to do but in a very short period of time it will become easier to do because of the exponential weight of improvement and what we understand about biological science about a function of technology. so we are in a window where we could do something about what could be a big threat according to a lot of people. but right now we are relatively safe from somebody creating a sin thet cally pathogen but not that long. >> is there any discussion within the scientific community, we are creating these things these studies these viruses, that can be taken and used and terrorists, so maybe we shouldn't do that research that could be flipped around and used against people? is anybody saying maybe we should be conducting business a little bit differently? >> so the biological weapons convention does prohibit the united states from making bioweapons. we don't actually do it. many countries aren't doing it but when you look at what gain of function research is it has that sort of aspect. two researchers out of the university of arizona have proposed this sort of framework where you can kind of predict what science might do before results are released so you can look at the impact of entire areas of scientific inquiry and determine whether or not we should go down that road or how to go down that road that makes it as safe as possible and that prevents you from having this situation where the government is funding this important research and posing a moratorium on those findings. >> that framework has riled the scientific community correct, because they don't feel like you should be thinking about and anticipating that this is an avenue that could be turned and be turned honest? mmm mmm live the regular life. >>> walter scott left behind two brothers anthony and rodney scott. today joy reed got a chance to sit down with both of them to talk to them about their brother and his death. >> there were four days that passed between the shooting and the release of the video. in that interim period what were police saying happened to walter scott? >> well the disappointing thing about the entire situation is that the police department came out publicly in the statement, their spokesperson recounted the story that the officer had told them. saying that the officer fought with mr. scott and took the taser and tried to use it on the officer, and then he quickly had to fire in fear for his life. and that perpetuated the wrong thoughts and beliefs on what happened. people immediately started writing it off as oh he deserved it, oh you know just another situation of a guy fighting a cop. just another thug. why would you run. he's african-american. it perpetuated the immediate wrong assumptions that occur. >> how did the family, rodney deal with this initial story? before the video came out, as your attorney said that was the story. that was going to be the story about how walter died. i know your mom, you know obviously had to hear that story, too. how did the family cope with it? >> we were grossly traumatized from seeing the story. all the lies that were told about what may have taken place. we were just traumatized. we knew that wasn't my brother's character. >> chris, i'll ask you, how did it come to be that the video came out? >> a gift from god. a person happened to be in the right spot at the right time to see this incident. and be quick enough to pull out that phone and record it. and not only that that probably happens all the time. right now somebody's probably filming an incident that if they step forward it would help that person. but they're going to keep driving, or keep walking, or say, i don't want to get involved or feel threatened or scared. these are just the everyday usual stuff. this person this hero had enough fortitude and felt so sorry for this family that they came forward and approached the family and said, you need to see this. what the news is saying and that cop is saying, is not true. >> when you saw the video, and you saw the part of the video where the officer appears to drop something near the body which is presumably the taser, what did you make of that? >> a setup. >> what do you mean? >> a setup. i mean trying to cover his story. i mean because it was obviously not a fight, not a struggle. he already put that in his claim, that that's what happened. so to move it from one place to another place, and place it there, then you can cover your story. >> there is now, as we said a federal inquiry into what happened. you know, what do you make as a family of all of the attention that this case has received? >> i think it's needed. but i don't -- i hate that it had to be a video to prove that it had to get taken to this level. because we have fallen brothers all the time all the time. they just fall for different reasons, different parts of the country. and they're not investigated, or taken to this level. and i think that it should be looked in deeper deeper. >> as the brothers of this man, are you hopeful that there will be justice, what the family believes is justice in this case? >> oh definitely. >> absolutely. >> definitely hope for justice. and like chris has said earlier, i won't be satisfied until i hear guilty verdict. that's when i'll be satisfied. >> rodney do you believe that's what will happen? >> i hope so. i truly hope so. just like chris said all the things that my brother had planned to do and wanted to do with his kids because he is definitely a family man. i mean we talk about him buying this big van, you know -- >> it's okay. >> taking his kids to disney world. he'll never be able to do that. i mean -- i said why don't you take two at a time? he said no rodney no i'm going to take them all one time. i'm like man, that's going to be so cool. we were trying to plan to do that soon. he and i, and -- oh, man. every time i think about it just the small things. talking to my brother, we won't ever get to do it again. he's gone forever. i love my brother. i mean he was my best friend. we bathed in the same tub in this house together. when mama come home and we didn't do what we were supposed to do we got -- we did everything together. i washed the dishes he dried the dishes. my cousin made a comment the other day, the picture of him on the news and said i can see walter saying now, what y'all going to do now? look what they did to me. what y'all going to do? >> what do you want people to do? what would you like to see done? >> i want to see -- i really don't want to see any other family go through what we've gone through. the way i watched that video, and watched my brother run to his death, i'm still trying to consume all this information that's going on. but all i pray is that god help my family get through it. but i'm broken. i am really broken. and i'll say this also. for the shooter, i forgive him. because he is going to have to give account for that. you know? i hope he can make his peace with god for what he has done you know. i don't ever want to see any other family go through what we're going through. the gentleman behind the camera that's my brother. i mean he is a definite hero to come forward and do what he did. he will never, ever be forgotten. >> joining me joy reed national correspondent. fantastic interview. the last point from walter scott's brother. really powerful, the guy that took that video is my brother. >> absolutely. you can see this is a very close family. very close-knit religious family. these are three brothers who were each two years apart. walter was the middle brother. the younger brother you just saw there, that got really emotional, rodney called him his best friend. said they had a really special bond. that he literally lost it when he went to the scene. he couldn't even get himself together to explain who he was. he was not allowed to cross the police tape, but broke past the tape there to get to his brother. anthony, the older brother, really kind of holds everyone together. even before we started taping, they had this ongoing joshing back and forth, big brother/little brother dynamic. you can marriage theyimagine they have the trio missing. >> did you get a sense of their level of confidence in the system? obviously the prosecutors and the police moved very swiftly upon the video. he's been arraigned, charged with murder denied bail. but that's not the end of the process. >> it wasn't the beginning of the process either. i think a really important point made by the family was that in the first four days of this shooting the cooperative, proactive police department that we're seeing now is not what they experienced. and their feeling was, at the scene, anthony, the older brother, said he started taking pictures trying to document what was happening to his brother and had his phone confiscated by the police. had to go get his phone back. they took his phone away from him. he believed he was treated rather callously at the time in the moment. then they make the point that for four days the officer's narrative was believed. without the videotape, they were very clear on saying that the person who shot that cell phone video to them is a hero. they don't think they would have gotten justice without it. >> the idea that he would fight a police officer just seemed completely out of character. >> yeah. >> to them. but the idea that he would run, maybe not so much. >> not really so much. they said it didn't ring true to him he would get into an altercation. i did directly ask the brothers whether or not they thought that their brother, walter would run from the police and this is what rodney said to me about that. >> my first thought was him hearing that he ran, is i know that he's on child support. we talk about it all the time. and he said that's what he would do. he would run. because he's not going to jail. for child support. >> now, the police today there was a press conference and police chief talked about them being proactive. basically said we didn't have to turn this over to sled which is the state law enforcement division. take a look at what happened when he said that. >> we have turned -- and we are under no obligation to turn an investigation over. we could have investigated this ourselves. but -- but -- but we chose to turn it over to s.l.e.d. because that's the right thing to do. >> the chief is not quite right. one of the remarkable things about south carolina and how they handle officer involved shootings is it's auditicly investigated by the state law enforcement. >> that was also the point at which that press conference went completely off the rails. that was the last thing that the chief said. he was answering a question from a reporter about what it was that in their view the officer dropped near the body at the time, after the shooting. and rather than answer the question, that's what he said. which set off this torrent of protests in the room. and then the mayor basically took over the press conference from there. >> coming to the lectern to say it was the police chief. thanks a lot. >> thanks a lot, chris. >>> a verdict in boston. guilty. we'll give you the details next. atering, and stomachs are growling. or is that just me? >> we don't know much at all. the one thing we do know that he's been adamant about not being identified. until today, until later this afternoon we didn't know if he'd talked to investigators or not. but what's critical here when you watch the dash cam video released yesterday, there's a moment in which walter scott steps out of the vehicle and officer slager demands that he hops back in his car. then 20 seconds later he hops up out of the car and runs. the only person that might have insight into what was going through walter scott's mind why he decided to run, is walter scott and that individual in the vehicle. now again the south carolina law enforcement division has not come out and given any details about the meeting or what this passenger may or may not have said but now one piece of the mystery is solved at least from a law enforcement perspective, that they have spoken with that second individual. >> second dash cam video we're working to get it. what can you tell us about that trymaine? >> that's still a work in progress. we have to imagine until we discover otherwise that this video does not capture the final moments of his death. so we have a gap here. we have that first dash cam video, then we have the video recorded by the witness on his cell phone. we're not sure if this second dash cam video does anything at all in the way of exposing anything about that gap between the dash cam video and that witness' cell phone video. >> we're being told that the witness with the cell phone video is not on this tape. >> okay. so that would mean -- that would have to mean that the second dash cam video was further away closer to the scene where the car was actually stopped. there's still that gap. it's unclear what that video might show the gap between the first dash cam video and the witness' cell phone. >> what's the reaction on the gound ground after this second cell phone video has been released? >> not much more. >> i'm talking about the dash cam video from yesterday, by the way, but go ahead. >> i got you. it doesn't do much in terms of the folks on the ground are organizing around walter scott's death, because for them the important video is the one that shows him being shot down by the officer. so there hasn't been much made about the dash cam video. it's more about what they saw with their observe eye swn eyes. right now behind us at north charleston city hall dozens are gathering for a candlelight vigil. people went into the council meeting and demanded if they could get a sitdown with the mayor and the city council to demand a civilian review board to keep their eyes on the police department. they also want to tonight train folks on how to shoot video. they do have a do shoot campaign meaning whenever you see anybody being pulled over or arrested by the police you pull out your cell phone and you shoot it. many have said without this video, where would we be? >> now we showed the emotional meeting between the family and the young man who shot the video on his cell phone. and i talked earlier this morning with one of the brothers anthony, who was upset with some erroneous reports that i wasn't welcome there, which is not true. i have not talked to him since. i will over the weekend. do you know anything about the state of the family in terms of where their heads are after that meeting and, of course, on the eve of the funeral tomorrow? that wasn't the last we heard from barack obama. in 2012 it was -- it was julian castro's turn. the democratic mayor of san antonio galvanized the entire crowd in charlotte by telling his story, an american story. >> my grandmother never owned a house. she cleaned other people's houses so she could afford to rent her own. but she saw her daughter become the first in her family to graduate from college. and my mother fought hard for civil rights so that instead of a mop, i could hold this microphone. >> last year president obama anointed julian castro to his cabinet as secretary of housing and urban development. he's tackling what he calls an affordable housing crisis and working on new jobs programs for lower income workers and there's been all kinds of speculation castro could be hillary clinton's pick for vice president. earlier this week before the hillary news came out about her campaign i spoke with him about that. but i started by asking about hud, what he's doing to tackle that affordable housing crisis. >> many americans have the american dream of finding a good place to call home home ownership or at least an affordable rental, but so many americans today have a challenge in terms of affordability. in fact the last analysis that we did about a year ago showed that there are 7.7 million americans who are of modest means who are not on any kind of government housing assistance right now that are paying at least 50% of their monthly income in rent or live in substandard housing or both. so the question is how can we make that american dream more real? >> tell me a little bit about the new jobs program. how is it designed to work? and what kind of success is it having so far? >> this program is called jobs plus and the idea is that we're not just in the housing business. we really ought to be in the lift you up help lift you up so you don't need our housing business. what we really want is to spark opportunity in the lives of people who live in public and subsidized housing, so jobs plus is basically an initiative to connect folks who live in public housing to the information and the resources that they need to get effective job training and to get a decent job so that they can provide for themselves and their families and ultimately get up and out to the kind of life and success that they want to have. >> why is housing still a civil rights issue today? >> it's a civil rights issue because so much of being able to have success in our country and just generally is based on having a good place to call home. and what we see impoverished communities whether it's big urban areas or in smaller communities is that so many folks who have traditionally been shut out of opportunity in the past continue to face significant barriers because they can't get affordable housing and so to the extent that we address housing affordability, we also create a platform so that we can build on that and create success in their lives in education, in employment and ensure that really they can come fully into the fold of opportunity in the united states. it all starts with having a good decent safe place to call home. >> okay. let's switch gears. there's been a lot of talk about what offerice you might hold next, perhaps a run for the white house with hillary clinton, something or like being on the ticket. any big announcement you want to make here on "politics nation". >> i don't want to make any big announcement today, though thank you for asking. i have found in life if you do a great job with what is in front of you, that that opens up other opportunities ahead. and so i don't know what the next few years is going to hold for me personally but i can tell you that in these nine months that i've been here at hud, i get a big kick out of knowing that the work that we're doing is helping a whole bunch of folks out there in our country have greater opportunity in their lives because i feel like i've been very blessed in my own life to go through the public schools and so reach my dreams of becoming a professional and getting involved in public service, and i love seeing that in the lives of other people. so i'm trying to do a great job with what i have in front of me here at hud, and i think that that will take care of the future. >> well, you're doing a great job for sure secretary of housing and urban development. >> thank you. >> julian castro. and thank you for being one of our speakers at the national action network convention this week. >> it was a pleasure to do that. >> thank you, thank you. >>> straight ahead, we're learning more about hillary clinton's rollout plans and her go small strategy. is it the right call? "the washington post" reporting her approach will be to think small and focus on iowa new hampshire, south carolina and nevada saying advisers think, quote, the go-slow, go-small strategy plays to her strengths allowing her to meet voters in intimate settings where her humor, humility and policy expertise can show through. but is this the right approach? nbc's first read said there's a risk to this go-small strategy. it lacks a message. victoria is this a possible strategy that is risky? >> i disagree with first read. here we need to go slow and steady. she's so far ahead of everybody else. at least 40 points in the democratic field. she needs to connect with voters. she doesn't need a big splashy campaign. if you're martin o'malley maybe that's what you need. but she needs to get into the setting and show that emotional side and the humility we've been talking about. because there have been issues with hillary clinton being seen as a little steal, a little rough. but if she can get one on one with folk she already has name recognition, she already has money. now about making that connection and the message can be wlilgtsed down further as we go into the coming months. we still have about 500 days left to the presidential campaign. >> jason, isn't it a lot of campaigning media, how does the media focus in if there's just a series of small encounters? there's not a lot of drama in that. >> there will be people who want to watch. look, i'm going to go through all the political speech here and be honest about what's going on. lots of people think hillary clinton isn't warm they don't think she's friendly. you can't humanize yourself if people have watched you for 20 years. she's going to these small places because she doesn't answer questions very well. because she doesn't want to be under a lot of press scrutiny. because hillary clinton has never had the charm, the connection or the empathy of barack obama bill clinton or even george bush. this is a way of avoiding the press for a while at least until the heat gets too big when we get to the primary season. >> liz, will it work? >> yeah i have to agree. this is not her first rodeo. she ran before and she made some mistakes and she's learning from them and she's not going to make them again. that's what gives her an edge. she's done this before. and in 2008 retail politics helped president obama get elected. it helped him become the candidate for the democratic party. we've seen rand paul and ted cruz make these big grand announcements and that didn't really work well especially when you think about young voters. if you look at yikyak the anonymous twitter platform. a lot of the comments are best ted talk ever. people don't resonate with that kind of message. i think she's smart to do it smaller this time. >> what does hillary's news mean for joe biden? will this end speculation of a possible run for president for himself? the draft biden movement is out with a campaign a new one, that biden is in the headlines for something else. michael bloomberg's daughter posted this picture of biden with her son saying quote, what's a boy to do when the vice president steals your pacifier? jason, we'll talk politics in a moment, but how great is that picture? >> i think the picture is awesome. it's why i want joe biden to run. he has to run. he is so much fun. there will be a picture like this of him every week at car washes, at pep rallies, kissing babies. >> everywhere. >> taking their candy. it will be great. >> liz, does he end this? does this stop the draft biden and come out with a new ad does this take the air out of that? >> there are so many pictures out there. the uncle joe photos. i think this is particularly one that's probably more funny than sort of creepy. i think there's been some that have made people feel uncomfortable, especially in his relations to women. again, we weren't there in those moments, but some of those photos out there make you want to look twice. sure, he's authentic, he's goofy, funny, he's a guy you want to go have a beer with but i'm not sure he's someone you want to vote for. i think he's going to have to work against that image. >> what do you think? does he have a chance or now that hillary comes it's all over and just ride out your vice presidency. >> first of all, i think it was courageous to take that pacifier from the baby. that's something i would never do. look, what does he have to lose if he runs? he gets more publicity. he can get bigger speaking fees some more books. he has nothing to do in going forward. and he loves politics. he loves the spotlight. this is fun for him. so if i were a betting woman, i would say joe biden throws his hat into the race. >> as one of the most be loved and reviled crazes of the 21st century. the selfie. from the clintons' group shot with jimmy kimmel to ellen's epic oscar selfie to even the president of the united states in on the stick action. but one 2016 hopeful is coming out with a bold and party platform. ben carson is calling for people to abandon the selfie imploring people to quote, please stop saying selfies wreak of quote, obvious narcissism. jason. can you get behind this campaign? >> there was. they were down on the floor. they were down on the floor before i started recording. they were down on the floor. i remember the police had control of the situation. he had control of scott. and scott was trying just to get away from the taser. the taser, you know you can hear the sound of the taser. >> he had been tased at that point? >> yeah. i heard the sound. before i started recording. and i believe he just wanted to get away from the taser. but like i say, he never used the taser again. >> mr. scott runs away. >> he runs away. >> what does the police officer do? >> as you can see in the video, the police officer shot him in the back. i knew right away i had something in my hands. >> the bystander who took the cell phone video of the killing of walter scott, santana also spoke to craig melvin and he said he almost deleted the tape once he had it. >> i thought about erasing the video and getting out of the community of charleston. >> because you were that scared? >> yeah. i knew, like i say, i knew that as soon as i saw the video, i knew the cop didn't do that right. the right thing. like i say, i feel kind of scared over that. i saw the police report. i read it. it wasn't like that the way they were saying. >> you read the police report? >> yes. yes. and i saw on the news and i say, you know this is not the right -- this is not what happened. a friend of mine i showed the video to him, i tell him what i witness. and he was agreeing with me. so he told me think about what you want to do with this. like i say. and i just put myself in the position of the family you know that i know if i would have a family member like i say, i didn't -- i couldn't tell what was going to be the decision in this case the police would be charged or not. but i wanted them to have this and do something about it. because i know if i wouldn't give it to them nothing would happen. >> the bystander video shot by santana, you just saw there. it did make it into the public view and changed everything about this case before the tape the only public narrative about this case was the police officer's game he was fearing for his life in defending himself. today, after the tape was made public north charleston patrolman michael slagger was arraigned on a murder charge. he spoke to a judge from jail. officer slagger has been fired from the north charleston police department. he also got a new attorney this afternoon, after the lawyer who had been representing mr. slager, after the video came out. at a press conference today, north charleston's police chief said there's more video the public has not yet seen from the dashboard camera now in the hands of the state law enforcement division, which is investigating the shooting. local police say that that agency will likely release that footage tomorrow. so plan for that. the mayor also announced that he has ordered 150 additional body cameras for police officers on top of the 100 or so cameras the city already had funding for, but had not yet started using. he said every officer on the street will use body cams as soon as a policy is established and the officers are trained in how to use them. tonight, though in north charleston with all the developments among the living walter scott's family is grieving his death. the family announced this evening that his funeral is set for saturday. joining us is walter scott's brother, anthony scott, as well as the scott family attorney chris stewart. i appreciate you both being with us tonight. i know it has been a very difficult time for both of you. >> yes, it has. >> mr. scott, how are you holding up? how is your family holding up? >> we're not doing very well right now. but we feel a little relieved that the arrest was made and he was charged with murder. and hopefully justice will be carried out. >> mr. scott, can i just ask you to describe what you first saw? i know that you actually arrived at the scene? your mother called to say your brother had been tasered in an encounter with the police. can you tell us what happened and what you saw that day? >> well when i got to the scene, the first thing i saw was the cop -- the police car, and my brother's car wrapped in tape, police tape. they secured the area. and i knew something was wrong at that time. and then when i walked up to my nephew, he told me that my brother was gone. and then i proceeded to ask what happened to my brother. i know because a traffic stop that's no reason to have someone tasered to death. that's what i originally believed had happened. but what actually had happened, he had gotten shot. i didn't learn that until later on that day. >> mr. stewart, i'll ask you. a lot of people in the national media in particular have been asking sort of counterfactual question, what would have happened had this video not come to light? what would have been the course of this case? and we're making it up honestly, we're speculating because only one thing happened and the video did become visible. what the police had done what was going to happen had that tape not come out? >> we'll never really know the answer to that. what we do know is what was shown to us in the beginning. and what was shown to us was the officer's story, the officer's incident report and the police station actually making a statement saying the same thing that the officer said about him trying to take the taser and use it on the officer. none of that was true. and we now know the truth by seeing the video. i think if the video never surfaced, it would just be the officer's word against mr. scott's. >> is it your belief that the -- that after the shooting and the video when you can see the officer drop something next to mr. scott's body on the ground that he's dropping is his service issued taser? >> i think the video speaks for itself. it's pretty clear. if you put that together with the rationale that he wrote in the incident report in his public statements, that he got ahold of my taser. i think he officially called it in. he got my taser. so he had to come up with a justification for just shooting somebody. he had to come up with a real justification for shooting somebody in the back which he knew he had done. so he on the video, ran back grabbed the taser, that was nowhere near the body. and he casually tosses it on the ground. and that was going to be his story. he didn't know anybody was watching. >> mr. scott, let ne just ask you one last question. i don't mean to impinge on your grief and what your family is going through, but i know you have made a public announcement about your brother's funeral planned for this weekend. do you expect -- obviously there's so much national concern, so many people want to be supportive of you and your family in terms of what you're going through, do you suspect there will be a lot of people who come out for your brother's funeral? >> it's gone. now, there are some organization that do some food rescues. in new york city we have city harvest, they take that food and it goes out to kitchens and it helps to feed people in need. the d.c. kitchen does a great job to use that food to provide job training, but then it goes out to soup kitchens. and there are some new business models around this issue as well. >> how can it be -- how can it be economically viable for businesses that operate in the food supply chain, before you get to the consumer, to be doing so much wasting? >> now you're touching on something that i keep pushing on as well. the free market should step in here -- >> exactly. >> and make this much more, you know, efficient. >> exactly. >> and so, and it's not happening. i'm not quite sure why. prices are already baked into this. and so you got to imagine, if you can shrink that down by half, food prices will come down. in the supermarket you have a beautiful display of vegetables something gets bruised. you would never find this in a supermarket. someone who is running a produce section would not have this out. so we also want to put things in abundance. you look at a produce section, you want it filled up. this would be called a cull. they put it in a box and it goes into the garbage. just gone. there's no secondary market for this stuff. >> how did our expectations -- i mean, this is something you do see when you start going to farmer's markets you do immediately the produce, it just looks differently. or when you go to other countries, the produce looks different. it doesn't have that glossy comic book sheen. >> or the misters. >> love the misters, oh, it's dewey. how did we get trained to have an expectation -- >> i could be part of that problem, chefs want to portray things to be beautiful. the glossy magazines may have a part to play. and some of those magazines are trying to change this. food and wine magazine is doing a special on ugly fruits and vegetables to get people to understand this fruit is perfectly good. this banana, there's nothing wrong with this. if we open it up it's just great. there's nothing wrong with this. so it's got a couple brown spots, my kids eat this. you know this you can use, you know smoothies. but think about at home now, so consumers waste about 25 pact of the food -- >> we've gone through the pickers and the packers, the supermarket -- >> now consumers. we waste about 25% of the food we buy. there's this great illustration in the film where there's a woman walking out of a store with four grocery bags and she dropped one and just keeps walking. and that illustrates, which is what we're doing. letting it hit the ground. and what i do at home, on fridays, i radio itry to open the refrigerator, clean everything out, all the vegetables, make a vegetable soup or pasta use everything up. you've got to think about it. but part of it is maybe shopping more frequently shopping with a purpose. but also understanding how to use leftovers. not just serve leftovers but repurposing leftovers. if you have a roast chicken at night, what are you doing with that chicken the next day? can you make a chicken salad or sandwich, are you using those bones to make stock. if you go back to the recession my grandparents grew up in a recession, nothing us with wasted. and so there's a culture now of fast food, of processed food, of foods that are available all the time. so we don't value food anymore. >> and one of the most revolutionary economic facts or trends over the last hundred years is the composition of household budgets used to be dominated by food. >> absolutely. >> really the phrase, like putting food on the table, as the description of what you did as an earner was, was literal. i mean it was housing and food was what you spent all your money on. so it literally has less value. >> sure. >> in a very real sense, it's like, if i throw out that zucchini, that's 6 cents -- >> culturally we don't value it anymore. it's not like our grandparents. and it all changed after the second world war, when you know, everything became about convenience. you remember those ads back in the '50s, all these appliances, make things convenient. madmen, that's what you see. >> but you can't reverse that at the individual level? we have to sort of have a different -- like the whole supply chain has to change at a certain level. >> but i think a film it raises the conscienceness and starts to raise the awareness around this issue. we screened this on monday night and people are always saying, i'm conscious i'm throwing things out now. i feel bad about it. that head of lettuce, now you sort of feel bad about it. i think this is the start of it. >> tom colicchio always a pleasure, man. >> cool. thanks a lot. >>> all right the story behind the brave decision the parents of a transgender 8-year-old made, ahead. >> it's a hard thing to go through, because when you think about it you want to be supportive of your child and let them do what they want, explore, express themselves but at the same time, you're thinking, what are other people going to think kbm constipated? mmm mmm live the regular life. >>> there's been a lot of talk here in baltimore about gang activity. there was a statement put out by the police department yesterday, a credible threat from some of the major gangs in baltimore. lot of people i talked to here were talking about how gang members had actually played a very constructive role interrupting acts of vandalism and violence last night. i want to go now to my colleague, toure, who's got some more on that. toure? >> reporter: yeah, chris. i'm here with nico caldwell a blood, a lifelong baltimoreian. you're promising peace tonight? >> we're definitely promising peace tonight. we weren't founded on an idea of destruction. we were founded on an idea or protecting our neighborhoods and the citizens of our neighborhoods. >> reporter: how far are you willing to go to make sure it's peaceful tonight? >> well, we've been keeping the peace all day, so we're stopping -- we're blocking people who throw bottles at police officers. we're blocking them making lines and grabbing the persons that are involved in the crimes that they're trying to commit against the police. we don't want that. we want peace. we don't want anymore police hurting anyone else. >> reporter: we heard the crips and bloods are actually working together in this peace initiative. how did that happen? how did the two groups come together? >> the two groups came together because of the death of freddie gray. i went to school with freddie gray in middle school here in baltimore, maryland, on the west side. and based on ideologies that the bloods and crips were founded upon we decided to go back to our roots because we're tired of the harm that these police are giving us on a daily basis. we don't want that anymore so we decided to unite, and for the record everyone in the united states that's a blood or crip that has a certain type of beef amongst each other, i want you all to squash that and unite, unite, because we need each other. >> reporter: now, wait a minute there were reports the blood and the crips were out to get the cops who went against the cops last night. is that true? >> no that is definitely not true because me personally, we were protecting a phone store up the street. there were about nine bloods and a few crips standing in front of the store protecting the store making sure no one went in that store and stole anything. the police threw a grenade at us to make sure that we scattered. that's not true. we don't want any problems with the police. we don't want anyone else hurt. we don't want anyone shooting. we don't want anything. we want a cease-fire. we don't want any problems. we were not the cause. we were the same ones protecting this neighborhood that we're standing in right now, protecting these store, making sure people don't loot them and pollute them and doing the things they were doing. they were stealing and everything. we made sure some of the stores were protected. >> reporter: let me go back to something you said a second ago. you knew freddie? >> yes. >> reporter: what was freddie gray like? >> i haven't seen him for a few years. i went to middle school with him. he wasn't really into the streets. he was a good person. he didn't deserve to die. >> reporter: it would shock a lot of people to hear about crips is and bloods working against people for peace. that goes against what a lot of people think of. >> well crips and bloods despite the history we have committing violence there's always a story to that. always. doesn't matter what gang we're with. you can be a civilian on the street and commit an act to another individual. we made the wrong decision in deciding to join a gang but honestly, certain people like me, for example, at the time we joined these gang, we didn't have families and they were our only family. i ask america not to judge us for who we are. just know that everything we do right here everything we do is not always a bad thing. >> reporter: all right. that's nico caldwell, a blood, a lifetime baltimoreian. he said the bloods and crips are working together tonight to create peace. >> toure, thank you. i want to bring in chris wilson works with young people here in baltimore, works with folks that are involved in gangs. chris, we just heard from a member of blood, talking about the bloods and crips having a cease-fire in this attempting to keep order. have you heard the same thing? >> yes. my experience in the city that most of the people that's in gangs, affiliated gangs, are just equally upset about what's going on about mr. gray his loss, and the rumors about gangs coming together to target law officials, i don't think that's true. that hasn't been my experience working in the community. in my conversations -- >> chris, these -- the gangs in baltimore have obviously caused a lot of bloodshed, a lot of violence. there has been a source of a lot of havoc on the streets. what is the way forward, do you think, when you talk to young people about how you transform the basic facts on the ground in which gangs provide order in a place that often lacks order other than the order of a police force that comes in? >> i'm still quite angry, still quite frustrated but i'm in a little better mood today because i spent the day out walking with my guys ss 300 men marched walking from east baltimore and west baltimore and back again talking to folks, interceding when there are issues telling folks we have to restore order and take control of our neighborhoods again. >> are you convinced that this situation is being handled the best way it possibly could by both the mayor and the governor? >> from what i can -- what i saw out there today, i think it's been handled as best as possible. i'm not going to monday morning quarterback, but also i wasn't out there looking and critiqueing today. i was out there today not just as a council member, but as a citizen, as a man in this community trying to step up and do my duties as a man to protect women and children protect neighborhoods in this city. so i wasn't out there looking as a government official and critiquing. i was out there as a citizen today. >> are there efforts being undertaken tonight to try to sort of go out and bring the evening to a calm resolution given the curfew that is set to kick in at 10:00 p.m.? >> that's what we were doing all day today. we just hope that has an impact. we hope that has an impact and we hope we don't have any issues. we think that folks are starting to get the message of peacefulness. we saw little children out there today cleaning up their neighborhood. women, old ladies old men, young people college students. so that is the great thing. that is baltimore. i want everyone to know that is the true baltimore. baltimore is known as charm city and the charm in baltimore are the people. >> all right. councilman brandon scott thank withdrew very much for your time tonight. really appreciate it. >> thank you. >> all right. we have a lot of folks here who have a lot to say. i want to bring in this young lady. lady, what's your name? >> ranita. >> i live in washington. i've been attending college, morgan state university. >> you go to college. you've been out here. >> yes, sir. >> what do you feel about what's going on today? >> i feel we're in a neighborhood where a lot of people are oppressed, have limited resources and don't have a good sense of how to channel their energy and their frustrations. their frustrations are stemming from a long history of injustices they've been subjected to and now they are acting out. >> but i've heard that and i think that's -- a lot of people would agree with you. i also people like a lot of people, what that gentleman was saying to me before is freddie gray died people got angry, they got upset. we saw what happened yesterday after the funeral. people only are paying attention now because we burnt some things down. now you're here and these camera lights and i am going to go home, everyone from the national media is going to go home college students might graduate and leave. and then what? >> well that's the problem. we need to continue and focus on the positive things because at the bottom line, we need a change to come from this. we are out here we are protesting, but what we need is laws to be changed because innocent lives are being lost. and it shouldn't take looting to bring you guys out here when this is something that's going on in our baltimore streets on a day-to-day basis. so a lot of times the media, you guys are here to cover the negative looting. however, what about the positives? today people are out here collectively working together and collaborating as a community. >> yeah, there's been a lot of collaboration. thank rueyou very much. >> thank you so much. >> mayor rawlings-blake has had bills she's working on in the state legislature around police reform. there was a body camera piece of legislation that hit a stumble blocks. there's also been some pushes for more transparency in police investigations. we should note that as of now, the city of baltimore is completely almost entirely in the hands of the democratic party. it's largely in the hands of local elected african-american leadership. some of the disconnects that we cited if places like ferguson or even cited in a place like north charleston which is a place that went for barack obama by 75% and has a white republican mayor who's been there for almost two decades. those kinds of political disconnects, those kibds kinds of gaps between the people doing the representing and the people represented, they aren't really quite as in effect here in baltimore. and that's led to a lot of very interesting conversations. lot of interesting critiques of local leadership. of what's been going on in this city. we will be back with much more live. don't go anywhere. after this. meet the world's newest energy superpower. surprised? what is your response to that having worked on that side of the blue line? >> i think it's not exactly accurate. i think there are times in policing that you have to be aggressive, but what's not being said, or what's not being noticed is that a lot of police officers on the force are baltimore residents. i know quite a few officers that are natives of baltimore and work and live in the same areas that are troubled in the city. west baltimore, east baltimore. so i think baltimore is different. it's very unique in that there's always a connection to the community. >> mark obviously the "baltimore sun" ran this pretty incredible investigative series about brutality in the department, but there's a lot of folks who say, well you can, you know, point your finger at any major police department in america and turn up something that wouldn't look that different. do you have a sense there's something particular about the baltimore police department or are we just looking at a particularly acute example of the conflicts of modern urban policing and the war on drugs? >> well i think baltimore is a little different than what you just described in their own strategic plan that they put out in 2013. they noted that discipline has never been a priority within this organization. it's a large police department. tlar lot there are a lot of problems in urban cities. there was a lot of heavy-handed officers. the city paid millions of dollars. lot of folks had injuries and questionable arrests. people were never charged with a crime. this kind of mirrors the freddie gray case, people want to know what was he stopped for what led to the foot chase? where was the probable cause? the mayor of this city has questioned the exact same thing. >> leon when you -- when you hear people talking about the freddie gray case i mean there's a real just genuine desire for answers aside for whatever frustration and anger people have at the police. what do you make of this when we have a guy who suffers a spinal cord injury many police custody and we still don't know what happened? >> well, i think what's important right now is to wait and let the investigative process play out. i mean we also have officers that suffer injuries making arrests. that's not to excuse anything because as with anyone else we don't know the entire facts of the case. but it does happen. injuries do occur while making arrests, and it's just a part of life in policing in baltimore. you know both parties get injured when there's a subject that flees from the police. it's unfortunate. it's always unfortunate. extremely unfortunate that it resulted in a death or serious injury. >> let me ask you this. having worked in the baltimore police department are you confident that if someone in that department saw something incriminating, saw something that shouldn't have been done to freddie gray, if in fact that's what happened and we don't know, but if a member of the police department saw something, they would come forward and they would blow the whistle on that? can you be confident that would happen? >> i think it's happened before. it's happened several times that i know of. when there's any impropriety, when something is done in the line of policing that compromises the integrity of other officers in a city like baltimore where you can't escape the community because you're deeply entrenched in it i think that it behooves an officer their personal safety even to come forward and state the facts of the case as they know it. >> mark can you give us a sense, quickly, if will have been major changes in the trajectory of this department under commissioner batts and under this mayor? >> they have made some changes. reform has been slow. after our series was published, they asked the doj to come in and reform it. they developed a force investigative team prior to that to investigate cases. they vowed to curb misconduct. they say they're on the right path. on the flip side there was 156 lawsuits filed in 2013 and 20 sh14 going through the system right now for similar accusations. >> all right. mark from "baltimore sun," leon taylor retired baltimore police department officer. thank you both. really appreciate it. we'll be back with more live from baltimore right after this. constipated? >> because all these candidates are thinking ahead to when they actually do declare. once they actually get in the race. the scc looks at what you were doing before you got the race. if you're testing the waters you have to abide by the same rules as if you were already a candidate. so if you are seen to be testing the waters before you actually declare, and as part of that you were doing things that would be legal for a candidate like asking for $100,000 from a donor, that's against the law. so they have to pretend that this whole spectacle of these candidates, they have to pretend when they go to iowa and new hampshire and go to fund-raisers and speak at events they're not actually speaking anything resembling a campaign. >> it's sort of like so many parts of politics are just you know, b.s. and so it's not surprising that some of the political regulations would appeal to people like b.s. if you have a learner's permit and you're supposed to follow the rules of the road here why is it so important to pretend you're not a candidate and get around them? what do you make of it in the larger consequences here for democracy? >> i think all americans should be disgusted by these type of policies put forth in the past couple of years. it creates this idea where there's a two-class system, the haves who can influence politicians to change laws, and have nots that can't vote because of voter suppression or voter i.d. laws. now they don't have a say in the game. they don't know the candidates are running because the primary is happening before the primary. now it's a money grab at best. >> yeah. i mean nick speak to that. some people would say, i thought there were no rules in super pac. this is the only rule about the coordination thing. yet i think if you were watching this at home you would say, great, they found another way around it. >> the whole point of the super pac is you're not supposed to be able to ask for huge checks if you're a candidate for office. that's supposed to be one thing you can't do. by pretending you're not actually a candidate, even when you are, you can do a variety of things like asking for that money that would normally be against the law. >> and do you think -- we've been covering tonight robert menendez's indictment which is gifts worth hundreds of thousands of dollars and he directly received it. so that's bribery. >> plain old bribery. there's also a new kind of bribery. we're seeing in the menendez case, if you are a donor and you want to curry favor with a politician, in part by giving him campaign contributions, there's a limit to how much you can give him, or his defense fund or his state party. but there's no limit to what you can give to a super pac, and then pledge that that money has to go help him in his race. that's legal. that's what happened here. this guy gave $600,000 to a super pac, said this money is to help the senator in his race. that's legal. and that was part of the favors he was doing for menendez allegedly in exchange for policy actions, billing dispute, contracting for the government and on more. >> richard, what do you think of the politics of this? there have been candidates like john mccain to be fair and give him credit for some of his campaign finance reforms. russ feingold. if you go back a ways. people who actually ran on this and said let's be realistic, we're not changing these rules overnight, but we can try to create a political cause for this runaway fund-raising and spending. i'm not seeing that really on either side so far, though. what do you think about the politics of trying to create a cost for this? >> i think nothing gets done in the dome behind me ari. here's the thing, this cloud of money exists over that capitol building. they all understand the more money they raise, the better off they are in the next election. the only candidate in the race to give props to is ted cruz who announced. he it no longer accept money. all the other candidates are taking money in hand over fist. they are basically influenced by rich folks to make the decision that will only benefit rich folks and not poor folks. i think all americans at home should be downright alarmed. >> and nick you know rifd makes the point about ted cruz. a lot of times we tend to personalize these things. well, ted cruz was in a rush. he really wanted to run. we make it about his personality. when in fact if you want to be cynical and look at ted cruz you would say, this is someone who doesn't have that kind of jeb bush money coming in. so he can get in early, focus on whatever he might get from grass roots, talk radio, those kind of donations, sort of the howard dean model. he's not giving anything up on the other side. do you think that's a fair way to read the calculus? >> that has to be part of it. he certainly has his big money donors who love him. he's not going to be in the jeb bush league for raising huge donations. you go first and stake out a position as the alternative to jeb bush raise grass roots money. you aren't giving up time with donors for your super pac. because those donors are not backing you in the first place. >> go ahead. >> i've got to agree with nick on this one. what ted cruz is doing is saying this election is without ideals. let's talk about real ideals let me convince donors about the ideals i'm trying to push and let them all give me $3,000 and build a grass roots campaign. the others are saying let's get as much money as possible and copy and paste them into my agenda. that's bad for the american people. this election is not going to be about how much money you can raise. this election is going to be about how ends meet at the kitchen table. the only candidates that can talk about that will be those who suppress more votes. >> appreciate it. thank you both. >>> other news of a different sort. a big new product announcement for something so cool some people actually thought at first it was an april fool's joke. visit legalzoom today for the legal help you need to start and run your business. legalzoom. legal help is here. do you have something for pain?
