[applause] >> thank you monique. thank you for those acknowledgments of the port and staff involved in this project but we want to ask a couple of key partners to speak on these project and their participation and particularly the parks and recreation department, the key partner with the port. as monique mentioned in 2008 they lead a campaign to get $185 million of park bonds, a portion was made available to the port and used for the blue green way projects. that partnership has lead to ongoing partnerships specifically to the eco center and like the mayor said we are working together in 2012 to get will additional park bonds and with they would like to introduce phil ginsburg director. going through a renaissance, i would like to say the port of san francisco under the leadership of monique has a new swagger to it and if you think 6 million people -- browse what is happening with the water front is it's still going to be the same it's really changing the perplexity and the way that strainings is going to be viewed worldwide what is going to happen down here is will set the whole bay area for the next 30 years and i couldn't be more excited and i'm really looking forward to a ferry from treasure island and if it's possible to deal with the war i can't remember i can't remembers coming lieu and i think so many things are going to happen and i think more people are going to go use ferries and water taxi and is i think this is going to be great and this is visionary what is happening, you have got to dream big and the way that san francisco is going to look is going to set the staining for the younger general reaction and is i'm really excited with the energy and what is going going to happen so i just wanted to share that, thank you. in its common practice and the port too -- i don't want to speak entirely for the port and i ask monique and the port to chime in. when the city asks private developers to contribute to the cost of infrastructure we do that in order to protect our balance sheet, and not put our public finance tools into what are risky public /private partnerships in ones we can often find value to repay the developers from the value created. i'm not sure if i said clearly but if you look at hunter's point shipyard and treasure island and what we're looking at doing what happened down the port to a smaller degree and developers were asked to invest in the infrastructure and there is a rate for the capital in order to take into account the cost of borrowing those funds and the risk they're taking in improving our infrastructure, so this is really a common practice, and in the case of this particular deal when we're talking about repaying at a 13% interest what we're talking about is -- what we're talking about is repaying the warriors largely through the value that they created, either through the property

infrastructure financing proceeds and a lot of credit goes to bran son and many of my preed says cor and is monique moyer that has gotten us to this point and right now we are looking to the establish a policy with the board of supervisors that gives us a -- to support this before looking at any particular project. we have present proposed policy to the capital planning committee on november 19th and we will go back for action this month and we are looking to the bring the city policy to the board of interferes in early 2013 and so as brad said i'll go over the policy and then brad will go over three major projects that we are proposing the use of i f d for. and so the port commission is very well aware in 1969, we got our 54 piers nine react activated and we have an extraordinarily large deferred maintenance problem in the magnitude of $2.2 million and what the port earned as an enterprise is not enough to deal with the assets and the defined problems and so one of our major strategies that the port has initiated in the last decade is to find other source and is so we can be successful leveraging

i also want to give a shout out to the port and i know monique is here and they're working hard withur team and continuing this ongoing dialogue and we will have more announcements to make. right now this is just the beginning of this project but it's a great beginning because usually when people talks about jobs and who gets to work on the project and i know supervisor avalos we have been through that and in the publicly funded projects they wait until the end to say whether they can do anything, but with people's help we are doing this at the front end of the warriors and their vision about why they came to san francisco at our invitation and what they're going to do with us in lifting up the economy, making sure people get those jobs and making sure that we do our part as well, so this 25% goal you will hear it because you ask anybody in any other part of the country whether new york, chicago, so forth you will find this to be one of the unique situations where private investors voluntarily want to do this with organized labor, with our partners in the community based organization

development partner and city staff, and you approved a resolution authorizing city staff to enter into -- monique and jennifer enter into exclusive negotiating agreement with the warriors. that happened this summer, and that document set forth a series of target dates and performance dates for different steps along the path that we're on right now, and one of those dates was when the term sheet would be approved by the port commission and the board of supervisors, and the way it was laid out in the exclusive negotiating agreement that you approved this summer was that term sheet approval would happen concurrent with the fiscal feasibility report, which is as i stated earlier typically the way that we do it. the amendment in front of you now would change the target date for the term sheet approval to february 15, 2013, and the actual performance date which is an outside date by which it has to happen to april 15, 2013 and that gives the additional time between those dates to negotiate the added detail in the term sheet that would go to participation component on the business side. how some of the
