. >>> first, morgan chesky in louisiana and julia ainsley and nyu law school professor alyssa murray. morgan, what's happen agent the court? is this an injunction that was putting title 42 on hold? what's going to happen? >> andrea, all eyes on the courthouse in lafayette today. this is where a district judge is expected or could potentially issue a ruling on the future of title 42. we know oral arguments began about an hour ago. right now, we are hearing from the plaintiff side. this is a side represented by deputy solicitor generals. they began this lawsuit that more than 20 other states have led. they are saying in part that the cdc should not have the authority to enact title 42 and that they have pointed to specific numbers that have been issued by the department of homeland security saying should title 42 be repealed on may 23rd, there could be an incredible surge of migrants across the border and they could anticipate as many as half a million individuals to come across on a monthly basis. we know that in the month of march alone, andrea, more than 200,000 migrants were apprehe

morgan chesky, i'm going to let you go. pete, can i go to you for something, the morgan reference, when i was the 19 officers in the hallway. the texas department of public safety made clear that the on-site commander said this was a barricade situation and the officers were not to move in. they were there in the hall, in the school. there was an illusion essentially saying there were plenty of people to do what would have needed to have been done inside that school. that's what we heard from dps. under what conditions would a law enforcement officer go against the on-site commander and take an action if they felt it was accounted for? help us understand that piece of it. >> there may have been some of that here. we don't know all the facts yet. it may be some of the decision to move in is in spite of what the on-scene commander was saying. that's another thing to be row revealed here. one thing we learned from the young people who survived the shooting is a couple of things. number one, all the things that went wrong here,

nbc news's morgan chesky spoke with the -- public safety official, who explained how the shooting began. >> it was a domestic disturbance between the suspect and his grandmother, where he shot the grandmother. the grandmother is in critical condition, she is alive. at that point, local law enforcement received a call of a crashed vehicle, and an armed gunman nearby, close proximity to a school. that at that point, he made an entrance to the school and completely disregarded human life. an evil person, started shooting kids, anybody that was in his way, teachers. he had no regard for human life. >> just walking to the school, opening fire? >> we knew he was armed with a long rifle. >> the shooter was also wearing some kind of body armor, went to local law enforcement officers arrived into the school. they engage the shooter but were unable to stop him. in fact, they were injure themselves. it took the arrival of a swat team to enter the school and shoot and kill the gunman. in addition to the two police officers injured, one customs and border protection agent who also shot and wounded.

. >>> i want to bring in morgan chesky at the civic center and tom was talking about the civic center that initially was where parents went to be reunited with the children that had survived and then it evolved morgan, into something that -- what did that evolve into and what is it now? >> jose, you can almost call it an emotional epicenter for the community of uvalde. there were parents here who waited hours, hours upon hours waiting to hear about word if their student, if their child made it out of the school alive yesterday. today, grief counselors are inside this building. teachers from robb elementary school walking inside and out. sharing what's on their hearts, what's on their mind and everyone's minds here in this tight knit community of 1,000 people. the counselors will remain for the foreseeable future. all campuses here in uvalde have been closed down as this investigation deepens as you and tom discuss into a potential motive for the shooter to do the absolutely unthinkable. we do anticipate hering from greg abbott and senators ted cruz and john cornan within an hour. i sp

. >> that was nbc correspondent morgan chesky, i want to turn now to -- who's a national programmer for news. com, who joins me now from uvalde texas. what have you learned? >> well, you know this is always a challenging thing to cover, and there is a lot of protection for the parents out here and rightly so, they're dealing with some very serious heartbreak, and i spent the day today trying to find some family members, talk to some family members, see if they'll allow me to talk to the parents. they're still dealing with the horror of all this, i did talk to an aunt and a grandfather, and an interesting situation yesterday, there was a mother and an aunt, and there are still looking for hours after the shooting, they were still looking for the children and their family, and they had just walked up to the school and they were grilling the law enforcement officer about other possibilities. could they be hiding out in the field? could they be lost? could they still be afraid to come out? i talked to the mother that i talked to yesterday, i thought tour this morning to follow up, and she c

morgan chesky is on the ground in texas, leading our team coverage. >> reporter: laura marcus, it is tough to put this into words. there are parents that are facing an absolutely agonizing waiting game at the civic center returned to a reunification site. this is where parents gave dna samples to authorities so they could be positively matched with some of the young victims. second graders, third graders, and fourth graders, 19 of them killed when a gunman opened fire at when he walked inside rob elementary school. two teachers were also killed in what authorities have described as a killing spree with a gunman opening fire indiscriminately before law enforcement in ages him in a firefight, shooting and killing him. today, the campus has shut down. it is a massive crime scene as investigators try to search for a potential motive. in the meantime we are told that grief counselors will be on hand at the site for anyone in the community who need support, or to talk to someone. this campus is shut down, along with every other school. sending it to you. >>> politicians from all over the w

and our morgan chesky sat down with a teacher and he asked her, who do you blame on all of this, and i blame the shooter, i blame the shooter. and there is a divide in terms of the response. and the mayor when he sat down with the local affiliate, cbs, says there is a couple of problem, one, the second amendment is in place and guns are an issue and someone has to pull the trigger, both are problems and that acknowledgment in and of its own right is a little surprising to folks here but the biggest question right now, without any sort of argument is the response from the law enforcement that was on the ground. why did it take 47 minutes for what we learned was 19 law enforcement officials locally, who were situated in the hallways of that school, to actually take action, and why would federal agents who arrived at the scene at 12:15 forced to override according to senior law enforcement guidance they were getting and move into the building and tike out the gunman. all of these -- take out the gunman. all of this is essential to any investigation being conducted in uvalde. >> sam broc
