this week, the cover story in " mother jones." author of that, mac mcclelland, is joining us from san francisco this morning. that's begin with something you wrote inside the article. in the 1950s, war than half a million people lived in u.s. mental institutions. that is one in 300 americans. "the motives behind this trend were varied, to say the least yurik." what was happening in the 1950s? guest: there was a lot happening. when you talk about the motives, you have the fact that there were a lot of people in these hospitals, and a lot of people had noticed that the commissions were less than desirable, or deplorable and some cases. you had the patient's rights movement where people wanted to get people out of these institutions and not lock them in there forever. at the same time, is this expensive to have people in hospitals, and people did not want to keep paying for it. there was sort of a convenient convergence of doctors on the one hand saying there is another way that we could do this, we don't have the key people in these

impact of cutbacks to mental health services is mac mcclelland, a human rights reporter with "mother joneso "the war room." you did an extensive amount of research into this subject, and it comes also from a family background here. tell me a little bit about what your family background is that brought you to write what you did. >> there are several members of my extended family who suffer from severe mental illness. so we were going to do a story about the state budget cuts to mental health services. the states have cut $4 billion in the last few years. we were trying to figure out a good way to talk about that. and it has drastically impacted some of the members of my own family, so that's what we decided to go with. >> michael: when you hear about the mentally ill, there is an old motto where you think of them being taken care of both by the state and in some cases by the federal government but lately we have seen the number of mentally ill in prisons skyrocket, why the number in state mental institutions go down. >> they planned the deinstitutionalization, where lots of people were lock
