mr. cardin: madam president, another mass shooting. another elementary school. 19 children, ages 7 through 10, gunned down. two adults killed. they were in our schools, an elementary school, a place that parents send their children expecting it to be a safe zone where they can learn and interact with other children and be safe from things like being attacked and shot. an elementary school we're talking about. the anguish of the families that have lost their children or lost their loved ones. children that witnessed this will be traumatized for life. scarred by what happened in texas. and then last week, we saw in buffalo ten people gunned down while shopping in a grocery store. very much racially motivated by a white supremacist. this is happening throughout our country. we've had gun violence in baltimore. a few years ago we had a gun violence at great oaks school in maryland. we're seeing this happen over and over and over again. i and all marylanders and americans are sad, we're angry, we're fearful, and we're frustrated. yes, we ha

mr. cardin: mr. president, shortly we'll be vote something on a resolution to proceed to the bill that will replenish the restaurant revitalization fund for the 170,000 restaurants that were shut out of getting funds when the program was first enacted. 100,000 got the relief. 170,000 were shut out through no fault of their own. so this is a matter of basic fairness and a matter of need. these restaurants, many of which are ready to go out of business. they need the known pay off their debts and they're competing with restaurants next door that have gotten that relief and they can't compete on a level playing field. we are -- this has been a bipartisan bill from the beginning. we started with this last august, a bipartisan group working on t we have placed guardrails on this bill. there is no double-dipping. you can't have both the p.p.p. money. it has to be subtracted and used for paying down their debt or construction of outdoor seating or protective equipment. there's pro--ladder considerations. i

mr. cardin: mr.o talk about national small business week, but the events of the last 48 hours i need to comment on the justice alito draft opinion that if it were adopted by the supreme court would overturn roe v. wade. i find this draft opinion to be outrageous. it puts the health, well-being, and constitutional rights of women across the nation in great jeopardy. particularly those low-income women. 36 million women of reproductive age would be at risk if the alito opinion became the ruling of the supreme court. we look to our courts to protect and expand our constitutional protections, not to contract and weaken the constitutional protections. reversing nearly 50 years of legal precedent of roe v. wade. what we need to do is to make sure that this body does everything we can to protect women's rights and to protect their health care right to make their own decision. i am pleased that 16 states including the district of columbia have taken action to protect women's rights, including my own state of

mr. cardin: i agree with my colleague that the sbir program and the sttr program are critical to america's small businesses. it offers them incredible opportunities to develop technology important for our nation. i also agree with my colleague it's important we prevent critical national security technology developed imi the pro yams from being awired -- developed by the programs from being acquired by china or russia. if you look at the exiets act, there are safeguards to prevent them from getting sensitive technology, not just china and russia, but all countries of concern, including iran and north korea. this build on section 223 of fiscal year 2021 national defense authorization act that provides protection and requires disclosure to guard against foreign influence and federally funded research and development. i'm going to support the motion to instruct, and i want to work with my colleague so we can develop clear language to make it clear that the technology developed by the sbir program and sttr program are protected against being taken into china or russia. i look forward to working

mr. cardin: thank you, mr. president. yesterday i was in southern maryland at the thomas johnson bridge. this bridge was built in 1970's, connects st. mary's county with culvert county. there's critical facilities that are located in this region. i say that because this is an evacuation route. we have culvert cliffs nuclear power plant, pax river. we have the l.n.g. facilities. when it was built a few thousand cars transversed the bridge on a daily basis. now over 30,000 cars transverse this bridge. it's not safe. it's a two-lane bridge and it needs to be replaced. major accidents occur on a regular basis causing incredible congestion as well as risking people's health. so i was there at the invitation of senator van hollen. he could not physically be there but he helped arrange for a congressional earmark to help advance the replacement of this bridge. and i say that because we need to deal with traffic safety in this country and replacing unsafe bridges is just one part of that program. the national highway traffic safe

mr. cardin: thank you, madam president. i take this time to review with my colleagues s. 4008, the small business covid relief act of 2022, legislation that senator schumer has set up for action tomorrow. i want to start which saying that this bill and the underlying bill it deals with, the restaurant and revitalization fund, was a bipartisan product in which democrats and republicans worked together to help an industry that was in desperate need, the restaurant industry. it provided relief for their revenue losses, and we were proud that we were able to get that passed. the challenge was that after it was enacted, we provided $ 28 billion for the restaurants under the restaurant revitalization fund. in reality, that was not enough money to cover the demand, and we found that we're close to 100,000 restaurants were able to qualify and receive funds under that program, 170,000 were shut out, through no fault of their own. so we went to work, democrats and republicans, in an effort to rectify that inequity and help an industr
