mr. jones was presented with the outstanding rural leader of the year award and an auspicious occasion in raleigh, north carolina, the highest award bestowed by the north carolina rural center and the rural economic development organization. this recognition could not be awarded to a more deserving individual. mr. jones has long been an inspiration to many with his compassion and work. i am honored to call howard jones my friend of more than 45 years. the rural leader award recognizes an individual who demonstrates remarkable commitment to improving the way of life in rural north carolina by enhancing the community and positively impacting the quality of life for its residents. mr. jones has been helping people from wilson and surrounding communities for more than 40 years. he has earned this recognition through decades of hard work and community involvement. born in sims, north carolina, during the depression in 1933, as one of 16 children, howard has spent the majority of his life trying to e

mr. jones pointed out that if federal data,e the national average for community college completion is 21%. at the national student clearinghouse data, after six years, 57% have earned a bachelor's degree or a community college degree. it's a lot more than 21% and illustrates defining success. many students are part-time and takes 300% to succeed. so many students leave with alternative credentials. the welding instructor said i need to give you some supplemental data. all of those students had -- those of the factors that we have to look at the totality of student success. the obvious one is hell grant graduation rates. why the federal government would not collect data on it is beyond my comprehension. but they don't. there is a back-and-forth about if we graduate veterans are not. it is pretty obvious. use have been adopted by the national governors association. of small metrics important to collect. these things send signals across the whole united states. colleges and universities. >> senato
