mr. keil's assessment?> when we look at management, that is a very large and very complex directorate. it has important functions going on there but its personnel, budget procurement i believe there may be about 20 or 21 assist avt secretaries or deputy assistant secretaries reporting up to that undersecretary. and for us, quite frankly, this was not about an upgrade in title. quite frankly, from my perspective, i don't really care what the title is. i just think there needs to be a direct report up to the, you know, in my former position, and i may be biased, you know, i reported directly to the secretary. we had the deputy secretary of the fbi was on our panel, and the fbi directory put it to the attorney general. we just believe that it's a -- that that's the way that this should be structured. we think internally and externally, it tells people, you know, where security is thought to be, and the importance of security. but again this was not about an upgrade in title. this was just about clarity of who'
