mr. lee: mr. president, there can be no doubt that no one wants to be here. not one member of this body wants to be in shutdown. we all may have different reasons, different explanations as the to why we're here. we might differ with regard to our own beliefs as to how best we should get out of this, but not one of us wants to be here and every one of us recognizes how awful it is to be in a shutdown posture. i'd like to take a few moments and explain my thoughts on both of those two points. i believe that perhaps the single most important reason, the single most indistiewtable -- undisputable reason we're in a shutdown posture, we've been operating on continuing resolutions for several years in a row. a continuing resolution, of course, is a bill, it's a legislative vehicle through which congress may choose to just keep government programs funded at current levels. it's kind of a reset button. it pro tells us forward on the basis of our current spending patterns rather than on the basis of an independently freshly negotiated set of priorities. this is a diff

jackson lee: mr. speaker, we in texas know that when the cattle starts stampeding, you're really in trouble. so my friends on the other side of the aisle haven't realized that the cattle in the united states are stampeding. 57,000 seats at head start are gone. veterans centers will be closed in a couple of days. federal courts are looking at whether or not they can stay open past october 15. u.s. attorneys are laying off various u.s. attorneys across america. up to 4,000. and we actually have rules in this house. the rules that brought about the agreement in the beginning of the year when we actually billion a $9886 number that the republicans have. we agreed to the tax reform that the republicans had and democrats agreed. now they want to throw on us another supercommittee, fool's folly, talking about discretionary spending, the debt ceiling and

jackson lee: mr. speaker, abraham lincoln offered these words, "the rule of a minority as a permanent arrangement is wholly inadmirable so that rejecting the minority principle, anarchy in some form is all that is left. i think we have come to the point to recognize that it is important to represent the majority of americans, the majority of veterans who in some short order may be questioning whether or not their veterans' or disability checks or their family's s.s.i. or their mother's social security will come at an appropriate time. the secretary of the veterans administration already said that he's had to discontinue overtime, slowing our review of benefit claims. this is a delay of 1,400 veterans a day. i say to my colleagues, rather than coddling those who wish to wave a confed rate flag in front of the white house, let us respect veterans whose lives are in cemeteries or whose lives have been recognized by being buried in america's cemeteries. let us stop the foolishness and put on the floor of

jackson lee: mr. speaker, let me thank you and the gentlelady from new york and certainly my good friend on the rules committee. we see each other in his work and i know his passion and commitment. and as i walked on the floor today, i was listening to him recount history. the history of shutdowns of years' past will not help us be guided by our hearts and our minds today. the american people are asking not for a recounting of historical perspective, years' past that have been solved, congresses who came together, patriots who stood in the line of fire and have lost their lives long since those particular shutdowns had occurred, we owe the american people of today an answer. i just came from the east steps of the united states congress. it's a very somber place. it's a place of joy, but it's a place of remembrance. if my good friend wants to remember anything, he needs to remember 9/11 when members of congress poured out of this place to show america that we were not going to be undermined by terroris

jackson lee: mr. speaker, i want to start this morning with something that we as democrats and republicans can immediately address. coming from a state that has sent probably one of the largest percentages of men and women to our far away shores as members of the united states military and in particular afghanistan, i stand here today to reach out to the pentagon and to others to be able to embrace the five families that are now facing the most devastating news is that their loved one was lost in afghanistan in a war over the weekend. yes, as we bring our troops home, as i advocated for, i very, very long time as well as in iraq, our soldiers are still dying in a place of war. i want immediately for the 100,000 -- $100,000 death benefit and flight to dover be immediately given to these families. i'm reaching out to the pentagon, writing a letter, and asking that this be immediately resolved. last week we passed legislation to indicate that the united states military would continue to be paid. i as a l

jackson lee: mr. speaker, i hold in my hand a letter from the veterans cemetery in houston, texas, that is notifying us to indicate that as of october 15 this cemetery will have reduced staff and will have to reduce the number of burials. for our heroes who all of us commit to honoring. mr. speaker, our federal employees are locked out of serving the government, of serving america. i just came from representatives of thousands of federal employees in the rain, begging to come back to work. and so the extreme factor of republicans that don't want to open the government and raise the debt ceiling need to listen to the plea of those people. i'm going to introduce today a resolution that says that we will no longer tie a legislative issue to the idea of continuing to serve the american people, keeping the government open and raising the debt ceiling. we have been ready to talk, we've been ready to cooperate. we have given them their number. we've done everything as democrats to be part of the american lea
