mr. manchin: mr. president? the presiding officer: the senator from west virginia. mr. manchin: are we in a quorum call? officer we are not. mr. manchin: i rise to acknowledge the months of bipartisan hard work that has gone into two bills that we're filing today -- the electoral count reform and presidential transition improvement act. i repeat, the electoral count presidential transition improvement act. i'd like to commend my dear friend, senator susan collins, for her leadership throughout this process. she has been shepherding this through and working diligently, as only she can do, and does it so well. we started these discussions back in january when partisanship around here was at a fever pitch. the toxic environment was absolutely not kunduz i have to things that -- conducive to things that need to be done. we're in the middle of a debate on voting rights, with both sides equally dug in in their positions and it was kind of toward move people off of that. the insurrection january 6 and the situation that's been going on since 1887 that should have been corrected

mrs. capito: thank you, madam president. thank you, senator manchin, for such a gracious tribute to our good friend, woody williams, and his family, to his generation, and to his love of our country and a love of freedom, and thank you for the leadership that you showed to make sure that tomorrow could happen. i know we worked on this together, but it was -- this is not an easy lift to lie in honor, as you know, in the united states capitol. but, to me, it's so symbolic of a generation. and i have encouraged everybody that i've seen to please come and pay their respects to woody or to that greatest generation that woody symbolizes in his passing. i also want to thank the family -- i can't see them from where i sit over here -- i'm right underneath you guys -- woody had two daughters and five grandsons and three great-grandchildren, one of which is is daughter, a great-granddaughter. and i have had the pleasure of spending time with them over the last several days. so i rise today to honor and celebrate the legacy of a hero and proud son of west virgin

mr. manchin has wasted little time this congress had left to make real progress on the climate crisis. f many examples of why the next generation is sick and tired of the status quo. and politicians who say the right things, but far too often fail a delivering those promises. not to mention there is now the reversal of roe v. wade, whether you have reproductive rights depends on where you live in the land of the free. then there's a nonstop rise in gun violence and mass shootings across america, and this country's obsession with guns overall. little to no action to stop the massacres, so of course, they just keep happening. with all of that, it's completely understandable why so many voters under the age of 30, are frustrated. a 22-year-old alexandra chad wood writes in the new york times, quote, how are you going to accurately lead your country if your mind is stuck 50, 60, or 70 years ago? it's not the same, and people are the same, and your old ideas aren't going to work as well anymore. is she on to something? joining me now is the cofounder of run for something, and run for somethi

mr. manchin can describe it any way he wants. >> how would this bill change the economic situation for the american? >> i think it reduces out-of-pocket costs especially for americans on fixed income, prescription costs because it allows medicare to finally negotiate on those costs. it also continues those subsidies under obamacare, caps medicare recipients at $2,000. that helps a great deal. the subsidies towards energy, that's one of main costs americans have, especially those on fixed incomes, it's going to reduce the cost they have, particularly when they don't have any alternatives. >> what's your level of confidence democrats can get this passed by the august recess? >> i'm a cub fan. i'm wildly optimistic. i always have been. we're going to get this done because this is no alternative. there's an urgency of now. and i think that optimism that you all just described is real. and i think that sense of now, that sense of urgency is going to prevail. >> we have a lot of topics we want to get to -- you were just in ukraine over the weekend. what did you learn about how this conflict is c
