mr. murphy: thank you, mr. chair. i rise today to offer an amendment to the department of defense appropriations bill that would eliminate wasteful spending on unused and underutilized facilities. with the federal government being the largest holder of land in the country, management of these properties must be economically responsible. unfortunately our government continues to misuse taxpayer dollars, maintaining vacant and underutilized properties. this miss management must be addressed so that -- mismanagement must be addressed so taxpayer money is no longer squanledered on these unused facilities. that's why i'm introducing this commonsense amendment as i have withs bills and will continue to do -- with previous appropriations bills and will continue to do so until wastefulness is rooted out of our government. this proposal is an extension of the bipartisan save act i put forward that would cut $230 billion in government spending by rooting out waste and mismanagement such as this. i am proud that my amendment is

mr. murphy, for five minutes. mr. murphy: thank you, mr. speaker.ast week a gunman with a history of mental illness killed one and wounded two others at a seattle university. just before memorial day a young man known by his family and therapist to be mentally ill killed six people and himself in another awful episode of mass violence. before there wasle yot roger, there was jere rhett loughner in tucson, and aaron alexis at the washington navy yard. there was gus deeds, another young man, denied extended in-patient care in his hospital before he killed himself and stabbed his father a. virginia state senator. all had untreated or undertreated serious mental illness, all spiraled out of control within a system that lacked the basic mechanisms for help, many had parents pleading for more help. how many more must die before we finally deal with our groken mental health system? violence amongst persons with mntal illnesses is rare and far more likely to be self-directed. last year there were 40,000 suicide deaths and one million attempts. the mentally

mr. murphy: thank you very much.i'd like to thank majority leader reid as well as chaplain black for allowing rabbi ginsberg to open with prayer talking about acting into conscience. a word about rabbi ginsberg's leadership. he has been helping to organize one of the most robust religious communities in connecticut for the last decade. in 2000 rabbi harris conceived a yeshiva in waterbury. it began with 38 students and today has grown to service 600 students and 180 families who have settled in a neighborhood just off of the center of waterbury that 10 to 20 years ago had become pretty run down but today is thriving, rebuilt because of the community surrounding the yeshiva. we've had a wonderful jewish community in waterbury since the mid1800's but stronger today now than ever in large part because of the efforts of rabbi ginsberg. in addition to building this wonderful community, being amongst its leaders, he also has been a great counsel to myself, senator blumenthal, governor malloy, both as a moral guide but also

mr. murphy had indicated in his response, i believe the specific question had to do with whether or not a va examination, if it were missing, would that constitute an error? what we find during our benefits inspections are the va examinations maybe not necessarily missing, some are missing, some are inadequate but they are used to evaluate cases anyway. according to vba policies those examinations should be returned. if an examiner notes something during a physical examination, and another disability questionnaire is required and it's not completed then we consider that an error as well because you cannot come to the point where you can make a decision on a disability evaluation if you don't have medical evidence to go one way or the other. so there are some stark differences where we would determine an error. versus vba. >> miss halliday i hate to ask you speak for the vba and i want to follow up with miss rubbens and her team but what's the response to that distinction and the assertion that those exams should be returned or should be counted differently than they are right now? >> we'v
