mr. rangel. >> thank you. one of the difficulties in getting old, especially when you are 84, is how does it can a kid celebrate his 50th anniversary in the congress? another awkward thing is when you are working side by side with someone that you don't really appreciate the courage, the work, and the contribution they are making because you see them as part of a bigger force. i never had this difficulty with john conyers because while we were looking at adam clayton powell, looking at the civil rights legislation, while we were looking at manny celler, i was looking at john conyers. throughout all of this, the person has survived and excelled in the congress, i have never seen john conyers grab a mic. for those of us in this business, that is hard to understand. he has never been addicted to press conferences. he has never been able to say, why not me and i did the work for that. as we see the legislation passed, including a bill passed when i was chairman of the ways and means, long before there was an obama

mr. rangel. the speaker pro tempore: the gentleman from new york, mr. rangel, is recognized for three minutes. mr. rangel: i ask unanimous consent to revise and extend my remarks. the speaker pro tempore: without objection, so ordered. mr. rangel: thank you so much for this opportunity, congressman levin. there's been some talk as to whether or not the democrats finally recognize the importance of the deficit and the debt. and that since we are going to pass these bills anyway because there's a negative feeling that we are not going to have tax reform, i assume, that we might as well give some confidence to our small businesspeople that they will have this -- small business people that they will have this tax incentive. that is a way of thinking, but it would appear to me that if we can forgo going through the regular procedure in order to at this stage of our political calendar to give the incentive now, i've heard no reason, and i hope i will, as to why we cannot close the loopholes that exist in the tax code now. it seems to me that it goes without di

mr. rangel? the speaker pro tempore: the gentleman is recognized for 1 1/2 minutes. mr. rangel: thank you for this opportunity to try to figure out what's going on the floor today. normally republicans are rational, intelligent people and that's the reason why they keep talking about obamacare. it's clear to me that we're not voting on obamacare. i haven't seen obamacare in any of the papers we have today. so they must be saying that they want to repeal the patient protection and affordable care act. that makes it easy to understand what they want to do. they want to repeal health care. and they want to replace it with -- well, they want to -- they want -- i don't know what they want to do. quite frankly. but i know they want to get rid of this. i think we've reached the point where we've exhausted the legislative process. i figured it out. this senate is prepared to join with them in this insanity. the only thing missing is the president of the united states. now, they must have a plan how they're going to pick up 2/3 of this house and 2/3 of the senate to tell the world
