mr. reiskin.on was really around what was the effort around negotiationses around the titan contract because it was really clear what my position was on the wraps and on the digital arts. i didn't want to be any wraps at all, but certainly wanted to see it come down from 30 to 15. that didn't happen. i understand we're trying to build flexibility in your budget and i've been very supportive of that. i've actually helped to get revenue into the city in large amounts through first the real estate transfer tax increase that was done in 2010 and then making sure that we had a revenue generating gross receipts tax. those monies that have come in have actually enabled muni to increase its baseline support from the general fund. and, so, i've been really making sure that we can actually have the support for muni through raising revenue. in this case we're talking about $325,000 that is or potentially $800,000 that could be what we could bring in from having the wraps. but i'm not hearing that there was a

mr. reiskin. let's talk about it actually because the public needs to know the truth. unfortunately mr.allister doesn't have the correct information. that is another distraction, another ploy, if you didn't know mr. ballister of how they put this particular information out to the public, to get you all riled up on what is what. that information is not correct. okay? so if you know anything about politics, will you understand that. so mr. reiskin and the board and public you are talking about -- i expressed this at the last meeting how you want to treat the operators fair. they deserve this and they deserve that. but again, your team at the negotiations table has a totally different attitude. so what you are saying here is totally insulting. it is totally insulting. and it's hard for me to believe that none of you on the board knew about what was going on. this is a calculatedattack on the biggest minority group of employees in the city, period. if you guys really want to help us out, really appreciate the work that the men and women are doing day in and day out for this agency, you woul

mr. reiskin. >> good afternoon, president chiu, members of the board. i'm [speaker not understood] reiskin, [speaker not understood] of the mta. i'd like to start by saying the mta took a very deliberative process over the last two months to develop its operating and two-year capital budget. it's one like every other budget that's developed in the city and elsewhere, really reflects a lot of different decisions and a lot of different trade-offs, but one that i believe in sum is a very strong budget in terms of advancing the city's transportation, environmental, and safety goals. some of the highlights of the budget include a 10% increase in muni transit service. increased funding [speaker not understood] to help muni work better in the streets, implementation dollars for vision zero, bike and pedestrian safety improvements as well as other improvements in the right-of-way. the continuation and really making permanent the free muni for low and moderate income youth program as well as funding to initiate free muni for seniors and people with disabilities

mr. reiskin for the status. >> director reiskin do you want to add anything? >> i will just add as carol said, i have been participating and meeting with my peers from the larger transit systems in the bay area and smaller ones in discussion about the present and future of clipper, probably for the last year and a half or so. and i think the presentations kind of laid out there is a lot of great things that clipper provides today, and it's an amenity that i think many of our riders really value and appreciate, especially when it's working for them. there are some limitations as one of the last slides showed in terms of the technology, in terms of contract that we have. so we're very eager to be working across the region and with the mtc on what that next generation is, and looks like, and it is good. i think as carol said, that we are not on the leading edge now; that there is a lot of experience developing across the country and we're learning from the good and not so good as well and hoping to come out of it with a much better, more modern and flexible custo
