[inaudible] and we continue that. and we have used a good example to encourage the europeans and others to accept immigrants as well. so it started off with very open arms and then eventually closed down the borders pretty strictly. so i think it will be interesting to get all the european countries to agree to check a certain quota. including what i'm talking about, there's about $125,000 a year and the estimate is $400,000 fo

[applause] president carter, building on , issuccess of guinea worm there another disease we could eradicate in the next 20 years? pres. carter: as many of you at thee have located carter center the only organization that analyzes every human illness regularly to see which diseases might possibly be eliminated from a particular region, or eradicated from the world. the international task force from disease eradication has been here, how long, john? 25 or 26 years. it is the only one. we have with us, the gates foundation and world health organization's and others like that who have expert knowledge. they come to the carter center, and we analyze every human illness on a sequential basis, and identify those that can be eliminated. sayink that, if i had to this from the carter center perspective, it would be blindness. we shifted from consoling it every year to giving multiple doses, and by doing that, we can eliminate it from a certain country. we have targeted four countries and are on

[applause] mrs. carter, another one just for you. what progress and mental health issues do you see in the next five years? what are your goals for the united states mental health system? rosalynn: my goal is to overcome stigma and have everyone with a mental health issue get help. i think it ought to be what it is, have to cover mental-health issues the way they do other issues. we are seeing a lot of progress. i have my fingers crossed, i think it is happening fast. the stigma is lifting. we are moving back to the community. the mental health community. working on integration, mental health and substance abuse. also, having mental health professionals and primary care doctors, in primary care doctors offices, does great things. so many people with illnesses have mental issues, too. to bring them together. and mental health professionals in a primary care doctor's office could recognize mental illness, and be sure that person got treatment. the medical schools don't give training on mental health issues as

mr. carter: thank you, mr. chairman. earlier in your opening remarks you said environments such as that in mexico involve constantly shifting threats that require comprehensive planning, agile decision making and in depth diplomacy. you went on to say, but it's not enough to improve security. we're also training the foreign service community on how to better respond in these environments. since 2008 the state department has been -- has had a plan to build a diplomatic security training center. included in that has been the curriculum, the infrastructure and the personnel. both the o.m.b. and the g.a.o. have come out with reports on this. and during that -- during those studies, those studies that the o.m.b. and g.a.o. have come out with, the o.m.b. report has not been released. i have seen the o.m.b. report. my staff has seen the g.a.o. report. both of those reports cite the lack of cooperation by the state department in trying to come up with proposals for this facility to be built. , on a facility that's this important

secretary carter: i have not, mr. chairman, speaking for my own judgment, i don't foresee that or have any reason to foresee that and that is why it is important the agreement be verifiable, that is why it is important iran not have a nuclear weapon, and that is why it is important that we keep doing everything that we need to do. the friend -- defend our friends and allies, remain strong in the gulf, freedom of navigation, ballistic missile defense, all the things we are doing. we need to keep doing those things, and the agreement doesn't limit us in any way. obviously, if iran changes this behavior, that would be a welcome thing. but i see no reason to pursue that. mr. mccain: i see no reason to pursue that and i see them now with about $60 billion with which to pursue those maligned activities. and i have seen it secretary ,ew's testimony and others that don't worry, they will be using it for domestic purposes. they are doing it now with the assets they have. one can only imagine what they $50ht be doing with 50's

mr. carter, five minutes. >> thank you, mr. chairman. you said environments such as this -- such as that involve constantly shifting threats, agile decision making and diplomacy. you went on to say it's not enough to improve physical security. we're training the foreign service community on how to b better respond in these environments. since 2008, the state department has been -- has had a plan to build a diplomatic security training center. and included in that has been the curriculum, the infrastructure and the personnel. both the omb and gao have come out with reports on this. and during that -- during those studies, those studies the omb and gao came out with, the report has not been released. i have seen the omb report. and my staff has seen gao reports. both of those reports cite the lack of cooperation by the state department in trying to come up with proposals for this facility to be built. can you tell me on a facility that's this important, on a facility that's this expensive why the state department would be uncooperative in
