mr. wilson commerce being created, it sounds like commerce is created is what the other side would say.ope for your side in the arguments that you heard yesterday, sir? >> the argument that i just heard about this being a health care market is a misnomer. it's a health insurance market. not eating cheeseburgers or choosing to eat a cheeseburger or choosing to breathe, it's a health care market and not an insurance market. they can regulate every aspect of someone's life. yesterday was on the anti-injunction act which said if this is not a tax, it's not barred -- the court is not barred by anti-injunction act from hearing the rest of this case. the government two years ago for political reasons said this isn't a tax. this is a penalty. now because it's constitutionally convenient they argue that it is a tax and they can tax under their authority in the constitution. so i feel very good that the justices had a lot of concerns about whether or not this was actually a tax and not a penalty. >> so jeff toobin, i'll ask you to expand on that for me. we heard a call to requirement. a call to p

mr. wilson: mr. speaker, earlier this week i was fortunate to chair a house armed services subcommittee on military personnel where we had a hearing in regard to receiving information concerning the administration's military personnel budget overview for 2013. the administration constantly preaches about fairness. over the next 10 years the administration is proposed to cutting our military personnel by 123,000 troops and cutting civilian employees by a mere 7,000 personnel, but destroying 130,000 jobs. it's absolutely unfair that the administration believes in drastically eliminating our troops with no substantial cuts to any other department of our government. even as we are at war, with an enemy that's obsessed with death. additionally, the administration's proposal allows an increase of tricare health insurance enrollment fees by a possible 345% over the next five years. this kind of unfairness must stop. i urge the president and his administration to reconsider their budget request and to treat

mr. green is not here. the chair recognizes the gentlelady from florida for five minutes. ms. wilson: thank you, mr. speaker. 20 years ago while serving as a school principal i founded a project in miami, florida. $1 million nationally recognized and honored foundation that specifically addresses the trial and tribulations of young black boys and sends them to college. it serves almost 20,000 boys throughout florida. in spite of that, this sign stands outside the door of my congressional office, and i change the number every day. it speaks loudly. trayvon martin's murderer is still at large. 31 days with no arrest. trayvon died because of racial profiling 31 days ago. if you are -- walk into any inner city high school in the african-american community, mr. speaker, and ask the students, have you ever been racially pro filed, trust me, every one of them will raise their hands, boys and girls. you may ask, congresswoman, what does that mean? who is profiled and who is doing the profiling? i will tell you. boys by police officers. boys by vigilante wannabe police officers. boys who get into an elevator

mr. chairman. so with that, i thank wilson and the african american voices in congress. they bring an opportunity to learn about history. thank you.
