ms. jackson is right. we have been coming up here for years, for decades. a lot of y'all -- and i have heard some supervisors, me and my colleagues see you come up there and you talk and we close our ears when you start talking. one thing is for sure. you can fool some of the people some of the time, but you can't fool them all the time. you have to realize, what they do in these foreign countries with the young people got the technology and not a dictatorship, what do you think when these young african americans finally get the word of what is really going down here at city hall, because it's silly down here at city hall. that's a good example here at silly hall what goes down. i have been the victim, been victimized. i came before you all asking for an audit or an audit or report in the press room, nobody has done it yet. anytime i come in and talk to you all, the next day they take my stuff down stairs like a punishment. shut up, you ain't supposed to talk. i was up here when the press room was up here, but no one wants to look into that. the same thing

ms. jackson lee: will the gentleman yield for just a moment? i mentioned congressman doggett but what i wanted to say on this point that i think is important and i'll state it is documented that our governor has cut the volunteer firefighters, those are great heroes, we even lost a firefighter just a few months when our wildfire started in the spring. of course it sort of -- i won't even say the term died down but it has risen again and attacked a whole new area. so we're going to have to ask for federal aid and we have just, as i understand the facts through congressman doggett, the governor has just indicated, governor perry, that the federal government has a role. he has just asked that texas be declared a natural disaster. my question to my fellow colleague is then what will be our response from people literally -- pratsville was washed away, there are nothing but ashes, they can't even find a picture book. so are we going to tell them it's off budget? we're not able to fund it, it's deficit spending? i think not. i thank you for reminding

ms. jackson, let me thank you for indulging us a second round of questions today. you may be familiar that members of the texas delegation, a bipartisan basis on this committee, met with mr. sunstein of office of management and budget right before the august recess concerning the cross-state air pollution rule and the seeming insensitivity to the problems that exist in our state. so have you communicated with mr. sunstein and the office of the management and budget about these regulations and the burden that they impose? >> i'm aware that the meeting happened, and i believe we had staff from other relevant program at the meeting. >> and so what should members of the texas delegation expect as a result of your discussions with mr. sunstein? >> well, we've also, not me personally, but my deputy, met with, i believe, members of the delegation -- i believe that's right last week, but i know he also met with the tcq, we've had several meetings i've been in, too, with luminant, and we also have companies like nrg in texas who say they can comply, so we're in discussions

ms. jackson lee. the speaker pro tempore: the gentlewoman texas ms. jackson lee is recognized for 2 1/2 minutes. ms. jackson lee: i want to join with my colleague, first of all, to wish the president and to work together in a bipartisan manner to put americans back to work, put them to work now and keep them working. i am both supportive of the intelligence authorization bill for a number of reasons, dealing with the issue of investing in new positions and select high priority needs, f.b.i. surveillance, increasing the personnel. i'm concerned about the cuts in personnel, the languages where appropriate in these days as we celebrate 9/11 i'm concerned about what is appropriate. i'm also interested in moving forward on diversity. we should ensure that our intelligence community reflects a diversity of america from african-americans to arabans, latinos, muslims, people speaking different languages to be effective to protect this country. the d.n.i. will review to determine if security implications of moving intelligence systems, i think that is important

ms. jackson lee: thank you, madam speaker. we love you, carrie meek. and i am delighted to rise today to admit that carrie meek, congresswoman meek, was a mentor to me and someone who drew the admiration of republicans an democrats and did some unique and remarkable, if you will, activities here in this congress. one as a freshman she pushed enough to become a member of the appropriations committee, and led graciously in her tenure. then she worked very closely with republicans and democrats to fight to ensure that cigarette packages had warnings about the negative impact on groups like african-americans and carrie, do you remember the picture that we took with rosa parks and some of our colleagues and how gracious you were and do you remember the 25,000 people in florida when they were trying to overturn affirmative action and yes, you walked as long as -- as long and hard as anyone else. i think the jobs bill the president has could be named after you. it will provide 80% compensation to small businesses to hire people, that sounds like carrie meek.

ms. jackson lee: before i begin, mr. speaker, i cannot help but acknowledge that we are days away from memorializing those lost on 9/11 and i am reminded of that time some 10 years ago and how this body drew together. i don't know if our leadership has thought of it but i think it will be more than appropriate if we went to the steps of the capitol and sang again "god bless america." i hope we can do that pause we did that, we did it together. tonight i hope we can be together as the president commands the attention of the american people. i hope we can be together to lift up the concept of make it in america, rebuild america, put our small businesses and inventors and geniuses back to work. i hope we can come together with the f.a.a. authorization so houston, texas, won't lose $90 million in airport construction. i hope we can come together and recognize that when we do a supplemental to help our friends with the wildfires in texas, my constituents and others and lloyd doggett's constituents and all in the northeast, we

ms. jackson lee: today we introduced a resolution to honor those whose lives were lost on 9/11. as a member of congress, i vividly remember as we rushed from this building and glared at the pentagon and saw the remains of the plane that had attacked this nation, from pennsylvania to washington, d.c., to new york our lives were changed as america watched. today as i stand on this floor i offer my deepest remarks and sympathy to the families who still are in pain. to the first responders whose memories are still glaring in their attempt to find those who were lost and save what might be left and the pain they have and the health conditions they suffer. but what i will say to america that we are still america. strong, patriotic, and believing in all that we are, the great diversity that we are. thank you to the muslims who are on the capitol i right now providing the gift of life, giving blood. thank you to the city of houston that will be honoring those this coming weekend. we will be together because we are america. we will not be deterred. i yield back. the speaker pro tempore:

ms. winslet. all right. more dramatic testimony in the case of michael jackson's doctor. jackson's personal chef was also on the stand. abc's diana alvear is following the trial and joins us now from los angeles. good morning, diana. >> reporter: rob, tanya, good morning. day three of the jackson trial featured two witnesses, jackson's bodyguard and personal chef who testified she had no idea anything was wrong until dr. murray came into the kitchen shouting. >> get help. get security. get prince. >> reporter: that's what michael jackson's personal chef says dr. conrad murray shouted when he ran into the kitchen. kai chase testified she immediately ran to get jackson's son prince. >> i said, hurry, dr. murray needs you. chase says she was never asked to call 911 but jackson's bodyguard said he was. alberto alvarez said he was reaching for his phone when he realized michael jackson's children were witnessing what was happening. the bodyguard ushered the kids out of the bedroom and when he returned the doctor gave him instructions. >> he reached over and grabbed a handful o

ms. jackson and her agency continue to have problems getting the story straight. you see, she scoffs at the idea of regulating farm dust, and then her agency turns around and say, well, it's really a possibility. well, i understand that sometimes the direction from the top can get muddled as it works its way down. after all, e.p.a. is a very large organization. surely administrator jackson does not intend to be saying one thing while her agency is saying -- and potentially doing -- something quite different. so i am hopeful that i have come up with yet another solution. today senator grassley and i sent a letter to administrator jackson. we have invited her to publicly support our bill blocking the regulation of farm dust. after all, using her own word, this was a myth in the first place. you see, i think it's a perfect solution. she says e.p.a. has no intention of regulating farm dust, so there's absolutely no reason why she wouldn't support this legislation that makes it official. my letter invites her to put her words into action by issuing a straightforward su
