ms. rogers from the planning department. >> good afternoon, supervisors. i'm here to represent the position of the planning commission. this is an ordinance that they initiated in response to hearing from people who lived in the area, so probably over a year they lobbied the planning commission. the proposed amendment is not an extension of the full market and octavia plan. in large part, it extends a number of specific controls. the intent of the ordinance is to insure the development is consistent with the existing development patterns. the supervisor from parking requirements encourage more transit-oriented development in this upper market -- maybe i will put a little map on of the area. this map shows market street. here is castro. this middle color here is the upper market with the two parcels going down 16th street. it would ensure that development was in this area and also contributed to the community benefits program and impacts of new private development through infrastructure fees. specifically, the ordinance would amend the following controls --

ms. rogers got it right in terms of 144 and 145.1 the snout garage controls are once when i checked back in we both kind of feel, well, a it's important, and brchings not adequately controlled as it is. i can talk more on public comment. great. >> i would mention one of the big ideas from our recommendation where there are several instance where is the supervisor was allowing things to be waived on the process that's less of a conditional use. in all instances we are recommending that we use 307-h which would allow the zoning administrator to do an exception. it's an exception that's limited to certain areas. so we would make an amendment to 307-h and that's currently not in the legislation before you. but we think this would allow for appropriate review but not an excessively burdensome review. there are generally things such as our allowing less parking that the commission has supported and actions that have been before you. there are generally things that the zoning administrator also has been approving some variances so we felt that that expedited measure would be appropriate. presid

ms. kaptur: we need a constitutional amendment to fix it. the american people have to help this congress because it will not do it by itself. many years ago will rogers, whose statue sits just outside the doors to this chamber, joked we have the best money that congress can buy and unfortunately that joke has not grown old. after witnessing this past election cycle, the campaign money expended to elect this congress, both chambers, is way out of bounds. the center for responsive politics estimates that a record breaking $4 billion, that's with a b, was spent in the 2010 mid term election. now, $4 billion equals 4,000 million. so $4,000 million was used to elect the current leadership. the number of people didn't change. the amount of money being raised changed. it skyrocketed. the opportunity for people of ordinary means with great talent to gain election to office in our country is disappearing election after election. it's very hard for talented people of ordinary means to raise $4,000 million. to put that in perspective, $4 billion or $4,000 million divides up to about $8.5 million spent on each of the 435 seats in this chamber and those who are u
