ms. sebelius says you can get a better plan if you lose it. >> but those plans aren't necessarily bigger. grandfather clause is a big lie. the law says the plans have to provide different coverage which means it is a different price. the law makes it illegal to grandfather a plan in. it is not just henry ford saying you can have any color car if it is black, it is you are not allowed to get anything else. you know who it is hurting? it is hurting the middle class. when they said we will raise the level of people who can get this care in medicaid, maybe they knew what they were doing. even those folks couldn't afford it. it is not the rich paying more taxes. it is people who realize in order to buy insurance, which otherwise the irs is going to come after them, but in order to buy insurance, the premiums are up, the co pays are up, the deductibles are up sometimes up to several thousands of dollars. these folks are saying i can't afford health care and send my kids to college or buy the things i need to buy. has why it is outstanding -- that's why it is outstanding she says go and buy some

ms. sebelius when she was being questioned by congress, i realize this lady does not and did not have thelifications or anything of this magnitude. she should have never been put in charge of anything like this. we have spent millions and millions of dollars here. this fiasco has not and probably will not be settled. what will they do for insurance coverage for all of these millions of people who did, in fact, have insurance before this fiasco was put into place? supporters --guest: supporters of the secretary would argue that she had experienced to deal with the issues around us. she was a former governor and former state commissioner. there are certainly questions about the management and and how things were handled. and people are asking pointed questions and pointing to her qualifications. book and by on the exchanges or outside the exchanges. even before october 1, some insurers were offering options to enroll in never coverage -- in other coverage without telling them they could enroll. obviously, the fact that the changes are not working is a bit of a challenge. it is not that ther

people in charge of all of this in delaware are saying we have been watching kathleen sebelius throughout this week and mss well explaining to everybody how things are going and what their expectations are are. have you had feedback from the people in delaware running it at all? >> of course they are disappointed that things haven't got better. i would point out that after the first month, by the october 30th, basically one month in, these marketplace guides had enrolled only two people. so they have doubled that number roughly in a week. so i guess you could say they are making progress. >> wow, a million dollars per enrollee. they have got a lot to do to amortize that -- i don't know what the $4 million went to. why did it cost $4 million to get four people to work as navigators? any idea? >> well, the $4 million is what four organizations were granted to help hire and train marketplace guides. they are supposed to be like 68 marketplace guides but only half of them have been about fully certified which means they have been trained and taken a test and undergone state and federal background checks. >> t
