thank you to the mta for the presentation. let me begin by noting that i am supportive of this project. i look forward to the hearing and what is presented to us. i do have support for this project but i do want to make sure that we have a better sense of where the mta is in terms of its ability to manage this project. again, i am supportive of it but since we are being asked to take some very important steps to finalize the project, i want to make sure that the mta has done everything it can to make sure that this project is managed well and i would simply reference back to a letter that was received earlier this year from the u.s. department of transportation, the federal transit administration. as you know, in that letter which was sent by the -- by leslie rogers who is a regional administrator of the federal transportation administration, that letter points out a number of things that quite frankly raise concerns about the mta's ability to manage this project and specifically, the letter says on page three, and i quote, th

each of the elements, i think, will strengthen the overall oversight with the mta. it is important to have balance and equity, which is where we start with operator contracts. this is about equity, balance, and fairness. so is the board composition. it is important for everyone to regard the proposal as an equitable and balanced proposal. the trigger of the proposal for the revenue source has the same concern that we did. i am pleased to hear the conversations with the comptroller's office have come to this point. at this point we are very supportive of this and we asked this committee to move it forward to the board and get it on the ballot. thank you. >> good morning, supervisors. formerly manager of view -- muni service plan in the end the day -- in the mta, particularly with the amendments being introduced today. easily the most important issue facing the mta today is financial sustainability and revenue issues. to that extent, the revenue compels as extremely important, particularly in the way that it stands with the amendment as introduced today. it is importa

the mta is planning to cut out an rflp in january of 2013. i am here to answer any questions you might have. supervisor avalos: before questions, let's hear from mr. rose on this item. >> has pointed out on page 6 of the report, effective july 1, 2010, they anticipate annual revenues of 9.4 million during the next five years, which is about $736,000, 8.5% more than what they are currently getting. on the bottom of page 7 of the report, although they typically recommends city departments to conduct procedures to select contractors, m.t.a. decided not to issue a removal agreement because with the decline in volume and economic recession, we believe that issuing a new i s p. would not result in favorable percentages for the existing agreement. we stayed on page 8 that because the existing agreement as previously approved contained an option to extend the agreement, the existing agreement with a fire in two weeks -- would expire in two weeks. this one is key, a new vendor will have to pay auto-return for build up costs. for all of those reasons,

the system is currently accepted in ferry, mta, and vta will offer clipper in 2010. the clipper program is also included on page 55 of your packets, a presentation prepared by the mta for the board. the overall project is funded by a variety of federal, state, and local funds. an $11 million stimulus grant for phase 1. phase 2 is [inaudible] dollars. phase 2 will install ticket vending machines at several stops and provide project support. procurement will begin this summer with project compleion expected by spring of 2013. the second project is the light rail corridor improvement, a $100,000 request to leverage almost $500,000 in federal funds to upgrade signals at 115 locations, over 50 on the line and shown to be improved under the project. it will also upgrade pavement markings to enhance no u-turn instructions. the counting project will do counts at 25 locations this fll, to complement 25 studied last fall and reocmmendation will be in a pedestrian exposure model based on volume and collision history. past allocation has provided for consultant services for mode

the mta has put the money into the budget for fiscal year 2011 and 2012. they did approve this item and have reservations, but given other options before them they felt it was a better alternative. the budget analyst made a comment that i can respond to after he is done about guaranteed revenue, but this would not be allowed in all mta vehicles. 5% of bosses, tighten does not -- titan does not think there's that kind of demand to sell that many. questions? supervisor mirkarimi: = i have a couple of questions, please.

for the roadway over crossing, we have worked again workeddpt and mta. several of the streets have overhead timelines for the electric trolley buses. -- we have worked with dpt and mta. we need to coordinate any take down on our lands with that work, so a number of our closures are limited to nights and/or weekends, and you can see here in the color coding all of the yellow ones are night and weekend closures. the seven crossing, we will see some of that demolition work during the week, and some of the minor crossings will actually be doing some of that work during the day, during the week. we have also done quite a bit of planning on each segment of the work. how we will place pedestrian cited, flag errors, and some use of 10 b officers from the san francisco police department to control traffic and direct traffic around the construction site. this just depicts the eastern and demolition. the demolition of the fremont terminal where it spans fremont and voelker streets, the balance of the terminal demolition, and the western iraq demolition. and i can t

secondly, when i know a medallion is up for sale, i would request you due diligence, sf mta. they have totally failed to have any transfer. people who never drove off five years, luckily their name came quickly. they're paying $10,000 on the table to companies, and getting them. there are people who have never touched it a taxicab for one shift getting in the dow and. -- getting a medallion. i requested them even before starting. i said get all the driver records from the company's so you know who in the last five years was driving and not get anything. then, if somebody did not count, say, ok, where were you driving? the smart card is not matching with it, then he has to say, yes, he was driving, which is all lies. there is no way you can stop that person from getting the medallion. there are people who are business people. they have not even five minutes driving a taxi getting the medallions. you need to keep an eye on this department very strongly. thank you. >> if you have a card to give, that would be helpful. you can fill one out. is there anyone else would like to spea

third item included in the charter amendment would change the way salaries are determined to buy the mta -- mpa. it is something that takes the matter out of the city charter and we did to collective bargaining, but one thing it does not do is it imposes its will in terms of how collective bargaining should take place. it also addresses the issue of work orders. it addresses the need for best practices to be followed. there should be written agreements that outlines that there should be a public process the express their views about whether or not the work order is something justified. it also generates funds for better service to writers -- riders. it outlines more clearly what happens if the board of supervisors rejected. it follows the trend that is happening throughout the state by having majority rule. i want to thank my colleagues who have worked on this item. i also want to thank my staff and the staff of all the advocates and a number of community members and a number who have been engaged in this process. it is something that can make or break families. there are many families t

for the last four years i have been working with the mta on training of new operators. it is amazing the routes that i go on with these drivers. they recognize me. they realize they need to put this into practice. i am not only trying to teach them but i am also a user of the services, a citizen in the county of san francisco. we applaud the grand jury for their work on this. the conclusions that they came to in the report were good. waybill continue to speak about this. we definitely want to move forward in a very personal, human-based effort to educate these people on this 20-year- old-now a piece of legislation. it is definitely time to implement. supervisor mar: thank you. next speaker? >> good morning. i have lived my whole life in san francisco. i want to thank the civil grand jury for working on this item. all the work of the civil grand jury is worthy, although, in my opinion, the city does not implement many of the recommendations. in regards to finding two, ada grievance procedures, my own story as a city employee is relevant. when i tried to go through the gr

i believe that we are long overdue in returning back to the ballot with mta reform. i am not a fan of the portion that has been set aside, as others have mentioned, as well. to achieve that kind of reform, it starts with the government. granted, there have been other charter amendments that were once put forward for consideration. another one, like red and park, that did not make the cut. if there is any particular measure we could rally around, it would be this measure because of the way that it affects so many daily lives, and we do not see what is in store in the near future that we can rely on. i very much appreciate any of the inroads that have been made between mayor newsom and president buschiu, but these and not institutionalized to where i think i can rely on them. these particular inroads could not be undone. i trust what we would be able to achieve at the ballot. i think the voters of san francisco should be allowed. muni, there is an appetite for change, and i think we should help deliver that. item number 56. let's hope that we are able through both of t

i happen to know that the mayor and the mta board are not happy with where it is. i know that they need a lot of public pressure to do difficult things like saving the transit system. the transit riders union hawillo what the bicycle riders coalition does for bicycle riders. i want to talk about what our union is for the net -- over the next many years it will take a long time to turn muni around. the principles that we work by constantly and in the short term, always having several campaigns running at once. short-term campaigns that we can get some wins from. people get excited about what you can accomplish, authentically representing writers to do a good job and understanding what they really want. promoting best practices in transit, educating drivers, something that we will do. finally, working in cooperation for the respect of the people that run muni, operators and mechanics. our first goal is to obviously reduce the service cuts that are going into effect on the first. the buses are already ridiculously crowded, as you know. so, we had to reverse those serv
