director mick mulvaney. i have no choice but to oppose mick mulvaney's nomination for the director of the office of management and budget. mr. president, i see my colleague on the floor. i ask unanimous consent to enter into the record after my statement a summary of the statements made by mr. mulvaney as founder of the so-called house freedom caucus which has called for the repeal of the affordable care act. the presiding officer: without objection. mr. durbin: i yield the floor. mr. cotton: mr. president? the presiding officer: the senator from arkansas. mr. cotton: our tax code is a mess. no one voted for it. no one wants it. no one likes it. i've said many times we should eliminate all of the special interest loopholes until the code and use that money to cut taxes for everyone, including american businesses. we want to encourage them to invest, grow and create more jobs right here in america. i know my colleagues are working on the tax bill, and i want to stress how much i support their efforts. i'll of

mulvaney would promote. in this one area i would hope that the president would prevail over his staff. many times during the campaign president trump promised to protect social security and medicare. last march he said, it's my absolute intention to leave social security the way it is, not increase the age, and to leave it as it is. it remains to be seen how sincere the president is on this issue. last month he was effectively rebuffed by 49 republicans who voted to kill senator sander's legislation to break president trump's promise to cut cuts to social security, medicare, and medicaid. unfortunately the president said nothing about this vote, which should lead all americans to ask how committed he is to his promise. his choice of mr. mulvaney also leaves me concerned that he is not sincere about this promise since mr. mulvaney seems clearly intent on making cuts these vital programs. mr. mulvaney has proved himself unsympathetic to the challenge s facing workers. he has voted to prevail -- he cosponsored

in 2011 congressman mulvaney voted for the immediate from afghanistan.in 2011, and he voted for the immediate withdrawal of all us troops in afghanistan. congressman mulvaney voted to abandon america's mission to prevent afghanistan from becoming a safe haven from terrorists to attack the homeland as they did on september 11th is disturbing enough. and the confirmation hearing, did so at the urging of a single constituent with no regard to the national security consequences meet with serious doubts on matters of national security. beyond matters of defense and national security i am concerned about congressman mulvaney's support for reckless budget strategies that led to a government shutdown that made attempt to diminish the impact by referring to it as government slow down, more orwellian term temporary lapse in appropriations. the views and record are representative of the dysfunction that plagued washington the last 7 years and that attitudes. over 30 years in the senate i have shown great deference to presidents of both parties selecting members of

mulvaney is your choice. if that's who my republican colleagues want to vote for, that is their business. but my job and the job of everybody is to make it clear that to the american people that the republicans are far more interested in cutting social security and in giving huge tax breaks to billionaires than they are about taking care of the needs of the american people. mr. president, we need a budget director who understands that we have a retirement crisis in america today. today more than half of older americans have no retirement savings. that is just an extraordinary reality. over half of older workers in this country have zero in the bank. and think about what they are feeling when they hear people like congressman mulvaney saying, hey, you got nothing now. you're going to try to get by on $12,000, $13,000 on social security, and we are going to cut those benefits. mr. president, today more than half of older americans have no retirement savings. more than a third of senior citizens depend on social

mulvaney's ideas are radical. he said he wants to systematically alter social security by raising the retirement age to 70 years old. he wants to raise the retirement age to 70 years old. this is not an obscure person being appointed to an obscure post. this is a member of congress being appointed to be the head of the office of management and budget and we're going to vote on him tomorrow and anybody who says therefore social security are voting for those who want to raise the retirement age to 70 years old. he has called social security a ponzi scheme. when he worked in the south carolina state senate, he voted to declare social security unconstitutional. he voted to declare social security unconstitutional. and i predict he will get all of the republican votes. all of these folks who say they want to protect your social security, after they put tom price as the head of h.h.s., they are about to put someone who is dedicated to undermining the most successful antipoverty program in american history. when asked in

mulvaney's taxes. if the congressman was nominated to become the next director, it was revealed that he failed to pay over $15,000 in taxes for a nanny that he employed. wrote about this issue in response to a question i asked him on january 11. he said, quote, i have come to learn that i failed to pay unemployment taxes on a household employee for the years 2000-2004, upon discovery, i pay the federal taxes, the amount in $15,583, exclusive of penalties and interest which are not yet determined. this is a very serious issue. it years ago, senator daschle after it is nomination was discovered that he failed to pay taxes for one of his domestic workers. on this issue, i agree wholeheartedly with minority leader schumer who said, when other previous cabinet nominees failed to pay their fair share in taxes, senate republicans toced those nominees withdraw from consideration. their failure to pay taxes was disqualified by democratic nominees, the same should be true for republican nominees. nomineeusion, w

without any further ado, director mulvaney. >> this is not a full-blown budget. that will not come until may. this blueprint was never. and do exactly what he said he was going to do when he ran for office. rebuildingoritize the military, including restoring our nuclear capabilities, protecting the nation and securing the border, enforcing the laws currently on the books, taking care of vets, and increasing school choice. it does all of that without adding to the currently projected fy-2018 deficit. the top one, defense discretionary number is $603 billion, a $54 billion increase, one of the largest increases in history. it is also the number that allows the president to keep his promise to undo the military sequestering. the top line nondefense number will be $264 billion, $54 billion savings. it is the largest proposed reduction since the early years of the reagan administration. the reductions follow the same model. this is the president keeping his promises and doing exactly what he said he would do to reduce the money he would give to other nations. it reduc
