. >>> back in march, an air traffic controller who was napping left two planes trying to land scrambling for guidance. >> reporter: these new rules are a joint agreement between the faa, the federal aviation administration and the national air traffic controller's association. they say the air traffic controllers can use sick time or vacation time if they're too sleepy to come to work and if they're working the overnight shift, they can listen to the radio and read to help them stay active and awake. although the new policies were in development for a couple of years, the issue of sleeping air traffic controllers has been particularly front and center this year. since april, there have been at least seven instances of controllers sleeping on the job. in one case, two planes landed in northern virginia without any help from thattery traffic controller who dozed off. the faa mandated all controllers get a minimum of nine hours off between shift, an increase of an hour and to prevent sleepy workers. the transportation secretary said of the new rules, quote, the american public must have con
