and then i actually was executive director for the national council on alcoholism and drug dependence a couple of years. and all of that to say is that i focused a lot on the advocacy part of it and, and pushing the system if you will. and, and what i began to see, once i came on the inside with my current organization, is there is stigma and discrimination and biases within the field, probably just, if not to a larger degree than what you see outside. i think the whole issue of medication assisted treatment is one that, that we just don't want to talk about. i think some of it is, is that the workforce is basically trained in a certain modality or methodology or clinical approach and don't want to veer far from that approach. but in this new day and this new age, we're focusing more on the strength based approach, a person centered approach, more so than identifying the person by an action. and john, should we be looking internally first and, and if so, how do we approach the education of our field first, you know, because as we're sitting here, you know we're talking about how every

i think all the national council for strategic policy, which is being offered to iyad allawi, the challenger who kind of lost out to mr. maliki, who has gradually gained ground over the last few months, whether he will personally accept it or not is not clear at the moment, but his coalition should be allocated it under this division of power. the question is, will that body turn out to ben effective power-sharing instrument whereby they can influence policy, especially in the realm of security, which is mr. allawi's main concern and that of some other people, who believe mr. allawi went out on his own on a lot of security decisions over the past four years. so that is the nub of it. but meanwhile, there is a deal with the kurds in the shape of mr. talabani. he wouldn't mind me saying that. they will have the presidency, the shiites in the shape of mr. maliki will have the prime minister's job and the sunnis in the shape of one of mr. allawi's allies would have the speakership of parliament. that's the basic deal. whether it will work, we'll have to wait and see. it's like any national unity

my job and the job on the national intelligence council and the job of the national intelligence council itself in its platonic ideal really is to raise our eyes and our perceptions and sea lifted the flow of the river instead of the ripples on the surface to the extent that we can. it's a luxury, it's an honor and it's really hard. but it's a lot of fun. and since that's the mission, we may succeed a little bit more, at least in attempting to have a different perspective than all of our colleagues and i for most of my career who are so terrorized by the inbox in the daily issues we have to respond to. that perspective, the admission of the national intelligence council led me to focus on my work and my thinking more and more on paradigms and on perceptions, on ourselves while doing our analysis of what al qaeda was up to. rather than just on reporting about the enemy. first, we have to understand how it is that how and why we see the reporting and the enemy as we do an attempt to be conscious of what balance and frames are perceptions. and only then can we really make better sense of al
