that we take up every year to authorize funding for our military and our national defense. both the house and senate passed versions of this legislation this summer. now members from both houses are working on reconciling the house and senate versions of the bill. the senate passed national defense authorization act was a strong bill, and i hope that the final bill will look a lot like it. right now our military is rebuilding after years of underfunding and the strains of the global war on terror. in november 2018 the bipartisan national defense strategy commission released a report warning that our readiness eroded to the point where we might struggle to win a war against a major power like russia or china. the commission noted that we would be especially vulnerable if we were ever called on to fight a war on two fronts. here in the senate, members of both parties have been working to address the military's rebuilding needs and ensure we're prepared to meet any threat. the bipartisan national defense authorization act that we passed in the senate in june authorizes funding

earlier this year i also introduced an amendment to the national defense authorization act which requires the secretary of defense to submit a report on u.s.-india defense cooperation in the western indian ocean within 180 days of enactment. it will allow us to get a clearer picture of current military activities and will enable the secretary of defense to enter into military cooperation agreements and conduct regular joint military training and operations with india in the western indian ocean. this would be a major step to bolster our relationship and strengthen our defense cooperation. and i'm hopeful this provision will ultimately be included in the defense authorization bill that's now going through the conference committee between the house and the senate. and i'm optimistic that we'll be able to get the president's signature and see this crit icle legislation enacted into law. madam president, on one other matter briefly, tropical storm imelda made landfall in southeast texas last week and dropped a massive amount of rain all across the region. it's just two years after hurricane h

i know my work on the national defense authorization act is not yet, in fact, we are kind of jammed up of the president repurposing $3.6 billion of military funds that were essential in eastern europe now being used to build a wall. so there are many, many issues. no, i don't think it's going to come up this year. will it come up next year? i think that depends upon three issues that have yet to be addressed by the negotiators. so until they're addressed, i don't think this will come up. neil: you are looking for worker protections, that american workers aren't screwed and all that. i get that. but on this trip to ukraine you're planning, what is it about? what are you doing? >> well, this trip was actually planned four months ago and we were going to look specifically at what is known as the european reassurance initiative. this is the effort, about $6 billion this year that we had allocated to our allies in europe, mostly eastern europe, building the facilities to address the russian incursion into ukraine. it also -- so we were going to look at that. in the intervening time, we have
