national retail federation predictions shoppers will spend about $5 less than last year. individuals will spend about $75. the shutdown could also affect the rest of the holiday season. new projections show the impact on seasonal workers. chris klakkam has more on those numbers. >> reporter: the national retail federation makes clear the forecast could have been better, were it not for the hang-ups in washington. only a marginal increase of 3.9% in sales this holiday season compared to last year. >> considering everything that's happened with the economy, the government sutdown and the constant wrangling in washington we believe 3.9% is pretty optimistic. >> reporter: however, the federation says the longer the upheaval in washington, the lower sales will be. they're holiday sales projections line up, but neither are as high as the forecast from consulting firm deloit, which sales will rise between 4% and 4.5%. >> retailers, the holiday season is approximately 20% of the industry sales so you can imagine how important it is to really get that number right. >> i'm sorry, i

a survey from the national retail federation finds households expect to spend less on halloween thisar than they did last year, just over 75 dollars, down from 79-82 in 20- 12. total spending on the holiday is expected to reach 6-point-9 billion, down from eight billion dollars last year. and while one- third of shoppers got a september jump on purchasing candy corn and costumes, the majority of halloween spending will take place between now and october 31st. 2-point-six billion will bepent on costumes. that's one-point-two billion on adult costumes, just over one billion on children's costumes and 330 million on costumes for their pets. nearly 2-point- one billion will be spent on candy. and almost 2- billion dollars on spooky home decor. while halloween may not be a big deal in some households, it can be a big deal for retailers. it's the last major event on the calendar before the crucial holiday season and often offers clues into how much shoppers will be willing to spend on holiday gifts. for consumer watch, i'm karin caifa. amazon is gearing up for the holiday season already...

. >>> the national retail federation is out with its u.s. holiday shopping forecast.ic concerns might impact spending. the nrf says it things on whether congress and the obama administration are able to resolve their differences over the government shutdown as well as the looming debt ceiling debate. joining us from cnbc states is jan niven. good to see you. thanks much indeed for coming in. how do you think we're set here ahead of the holiday season with this government shutdown? >> well, i think retailers are a little less optimistic looking for 3 plus and estimates all over the board. shopper trak came at 3.4%. i think we've had a tough back-to-school season. all the money has been going into houses and cars and tech, so in general, retailers are going to inventory, leanly, they'll hire as few people as possible. they're going to hunker down and hope we don't have a debt limit issue that's a big problem just like the continuing resolution has been a big problem. none of this is going to help retail and we have the shortest retail selling season for holiday we can g
