navy. it is always a pleasure to welcome dr. craig symonds back to the smithsonian. he has presented several outstanding programs over the years on topics relating to use naval history. dr. symonds is a professor at the naval academy and the first to win an excellence teaching award and excellence in research award. in addiction, he served as the academy's history department chair from 1988-1992 and received the department of the navy superior service medal three time. prior to coming to the naval academy he was professor of strategy at the war college in newport, rhode island. and the royal college in dartmouth, england. he is the author or editor of 26 books including prize winning biographies of johnson, franklin bucannikin -- buchanan. his book decision at sea; five naval battles that shaped america's history won the theodore and franklin award. lincoln and his admirals books won several prizes along with the lincoln prize and the lincoln institute book award. and his newest book, "the

navy. and the war, if, in fact, it was a war, ended. since three of its six frigates were very near completion by ben, congress decide to go ahead and complete those three but not the others. so for the first century of american history this was a kind of pattern for the navy, a small cadre of full-time sailors can maintain a tiny permanent force of a few sloops with perhaps one or two frigates that carried out their duties of a navy. and then when roused by an emergency such as problems with the french in 1798, problems with the british in 1812, the country built up a temporary wartime fleet which, once the war was over, was again discarded. if you tried to grasp this or progress of the united states navy from the time of its outing to the present, it wouldn't look like a steadily rising line a rather a sine wave oscillating between periods of whiteness that was punctuated by moments of frenetic if nevertheless temporary expansion of that pattern characterized u.s. navy policy until the de

navy aircraft carriers. and closer to home, there are always humanitarian missions, counterdrug efforts. the navy faces issues on cyber security, recruiting and retention of the forces and of course budgetary challenges. at the center of this is admiral john richardson who since september has served in the capacity as the 31st chief of naval operations. he is a 1982 graduate of the u.s. naval academy, and a career navy submarine officer. he served on several boats and he commanded the uss honolulu. he served as commodore of submarine development squadron group 8. as commander of the submarine allied naval forces south, as commander of naval submarine forces and as director of naval reactors. admiral richardson will discuss the u.s. navy's role in this global maritime environment. he will lay out his strategic guidance to the fleet and how the u.s. and its partners can maintain maritime superiority. ladies and gentlemen, please give a warm national press club welcome to admiral john richardson.
