ncaa and university administrators have urged congress to standardize the regulations since 2020. on capitol hill with more. good to see you back in d.c. >> good morning to you, john. look, this is a pretty bipartisan issue. democrats and republicans see a national standard when it comes to how college athletes use their name, likeness or image to make money. whether congress will actually step up and do something is a completely different story. as we know from past experiences, they like to talk a lot about things like this and move very slowly on it. right now more than 30 states are forcing universities to comply by their rules which at times are at odds with the ncaa's rules. so far lawmakers have introduced more than a dozen bills, held eight hearings on this topic but we haven't seen a single peels of legislation get through a committee. we're tracking a big bipartisan efforts that aims to preempt most state nil laws, create a transparent nil database and give athletes healthcare even if they get injured and grant the ncaa enforcement powers and legal protection. >> i would

the first ncaa champion in our women's team history program. while many of you already know this, what you do not know is the experiences of the women on the university of pennsylvania swim team. my teammates and i were forced to undress in the presence of leah, a 6'4" biological male fully intact with male genitalia. 18 times per week. some girls opted to change in bathroom stalls and others used the family bathroom to avoid this. when we tried to voice our concerns to the athletic department, we were told that leah swimming and being in our locker room was a non negotiable and we were offered psychological services to attempt to re educate us to become comfortable with the idea of undressing in front of a male . to sum up the university's response, we, the women, were the problem, not the victims. we were expected to conform, to move over, and shut up. our feelings didn't matter. the university was gas lighting and fear mongering women to validate the feelings and identity of a male. as an attempt to voice my concern about the situation we we

but according to ncaa rules and ioc rule, you only have to get below the normal range and that level is still five to ten times more testosterone than what women produce. and here's the kicker -- there is no research, none whatsoever, that shows that by reducing testosterone you eliminate the male sex-based athletic advantages. none. it's bogus. it's arbitrary. that's part of the unfairness. when we support policies that undermine title 9, we are potentially robbing women of the opportunity to be able to have those sports careers and to have the opportunity to get those scholarships. as school starts back up again, let's celebrate the differences between boys and girls, between men and women. let's not support policies that are driving them off the court or the playing field or out of the pool. i'm a proud cosponsor of the protection of women and girls sports act. it would require title 9 to be interpreted based upon your biological sex. this will preserve title 9 and those opportunities for young women all across this country. let's make sure bad policy is not undermining title 9. i
