as i discussed at length, this year's ndaa was a step in the right direction to keep the u.s. the world's reeminent superpower. but -- preeminent superpower. but what doesn't get enough attention is the way that congress rolls in defending america and benefits military communities across each of our home states. my home state of kentucky is home to major army installations like fort campbell and fort knox, the kentucky air and army national guard and indispensable pillars of america's defense industrial base. this year's ndaa provides record resources for those kentuckians who support and serve in our armed forces. of special note in this year's bill is its full funding of the chemical demilitarization pilot program at the bluegrass army depot in richmond, kentucky. if all goes according to plan, the depot could wrap-up its chemical destruction mission next year, that would be a landmark milestone in kentucky history. when i took office, many of america's most potent chemical munitions were languishing. community activists were concerned about the dangerous weapons in their ba

we fulfill that responsibility with this this ndaa. we put our military members first, giving theme 4.6% pay raise. this bill increases housing allowances and lowers prices at commissaries which offset the skyrocketing costs for ren and food. and it expands eligible for low-income military families to receive additional allowances to cover basic needs. this bill also ends the covid-19 vaccine mandate. the mandate has been needlessly forcing out thousands of talented and experienced variousmens. i'm pleased we reach an agreement on this. this bill also focused on ensuring our war fighters are the best equipped and trained in the world. we increase funding for readiness, reversing cuts for military construction and housing costs, expanding training availabilities for service members an improving the safety of the ships, aircraft, combat vehicles and facilities where our war fighters served. we also divest of over $6 billion in legacy systems that do little or nothing deter china or other adversaries. we reinvest those savings in emerging

i want to talk julie bit more about the ndaa. next year the national defense authorization act i imagine will have quite a bit of influence, piece of legislation come through. how does this issue comparative you make and they will divert funds from other programs and resources. how do you see this kind of playing out? what are the other crises that will be playing a policy act when it comes to the ndaa next year? >> first we have to vote out this last one, which we are late in doing. and then we will dive right in to the next one. i mentioned the gender-neutral physical standards that we have in this ndaa. i hope that survives conference with the senate, senator cotton had companion legislation. i think we did a lot more in general. i think we need a lot more data. again i'm looking forward to working with tom on a panel on this issue with heritage that, and some surveys to understand why our recruits say no. why are some making initial contact with recruiters and then not ultimately joining. one of the things i'm very interested

alex, or stop to the passage of the ndaa. the senate sense that defense will, -- bill was the hold up in getting that bill passed? >> one of the biggest holdups was that conservatives were demanding language in the bill that was opposed by the biden administration to repeal the covid-19 vaccine mandate for service vendors -- members in the military. mccarthy was threatening to block the bill and had a group of conservatives that would hold up in the senate. this was a mandate around august 2021 that requires service members to get the vaccine. more than 8000 service members have been forced out because they are noncompliant with that mandate. they have various reasons not to do it so conservatives including russia blackburn -- marsha blackburn and mike lee sell this -- sell this as a personal rights issue for service members and they pushed hard. in the end chuck schumer and nancy pelosi agreed, because they want to get the defense bill done. if it was blocked they would not be able to get it done either. those major pieces o

number two, that ndaa that you were talking about, john.that's passed every year for the past six decades, so something that is incredibly important to the pentagon and national security policy, i cannot see congress taking a week to do an immigration bill at this point. i don't think it will be revived in the next congress unless we get into a situation at some point in 2023 where republicans are threatening to shut down the government in exchange for border money, money for the border. so i just think this is not a real live option at this point. >> you just mentioned the importance of the authorization act. president biden and the secretary of defense say they oppose ending the vaccine mandate but we have some democrats willing to deny them to listen to the republicans calling for it. explain the dynamic. >> i think what the administration is saying, if i'm reading between the lines is they don't want the vaccine mandate to be okay but they might be okay with it if they get everything else they want. this is something kevin mccarthy is p
