thanks, mayor newsom. the first meeting i called up side of the human service agency walls was with the chamber of commerce. we did not know much about the program. we knew about the opportunity for businesses in san francisco to hire. we sat down with steve and he had more questions than we had answers, but those questions helped frame the program. moving forward, it was an interesting partnership, and one that was healthy. we would get a lot of very constructive criticism about how we were representing the program. that came from the chamber and the membership of the chamber. it was very helpful in designing on the flight a program started quickly. i am glad steve is with us to say a few things. i want to thank him, the chamber, and the chamber membership on supporting this program and hiring many of you. [applause] happy to answer any questions. all right, you want the developer back to answer your question, right? >> [inaudible] mayor newsom: affordable housing fee is one of a number of pieces of legislation we introduced. that deals with the inclusion very housing responsibilities for any new developer that is developing new units, and this would provide a deferral on those by creating a new transfer fee that would be permanently placed on the property, which would generate more revenue for our affordable housing trust fund and the current inclusionary housing fee. the concern is the transition to the new system and how we can find that gap, which we are working with the board of supervisors on, notably supervisor maxwell and others that have expressed concerns. the new financing the supervisor dufty wanted will be a significant piece of legislation to help finance those costs, up front infrastructure responsibilities and fees for new development. we think that is less controversial. i believe we have the votes, so who know

mayor newsom: thank you guys. welcome back, richard. i think it was three years ago, and who would have thought in the midst of the biggest economic downturn and, at least in my lifetime, one of the biggest in the nation's history that this airport would continue outperformed every other big city airport in the united states of america. [applause] it is amazing -- in 2009, we saw an increase in passenger volume here at the san francisco international airport, at a time when people are contracting, not expanding, we are expanding at $383 million new terminal, which will be one of the greenest expansions of any airport in the united states. we're going to have a slow food pavilion, farmers market, all these valiant -- all these values that everyone loves to walk us about our being put together in this extraordinary environment and playing so well to what the government just mentioned, and that is the values of virgin america, a long-term business strategy, long-term branding strategy, a strategy that supports the environment and approach

[no audio] ok. well, this is an item that at least was introduced as a legislation. it's referred to in a number of ways. in this case it's identified as civil sidewalks. others call it sit-lie. clearly this has something that has received a lot of attention in the last few months. i do think it's unfortunate that there is no one here from the mayor's office to present this item given that the mayor is the one who will be putting this item on the ballot. there are two things i will say about this item. one, i recognize that there are concerns that a number of individuals throughout the city, but especially in the neighborhood have expressed and that it is those concerns that are the impetus for this legislation. the need to do something. do we have here mr. king? so we do have someone from the mayor's office. >> yes, i do i'm a little
