nguyen joins me now. fix it how? the problem that the cdc got the science correct but they got the policy and the communication really wrong. i think that they were trying to give essentially individual level guidance as if they were a doctor. i think it appropriate for a doctor to tell the patient once fully vaccinated you're well protected from getting covid-19 but that's very different than saying that to the country because it was understood as community or societals level guidance which is the reason we've seen mask mandates just being dropped across the country. the biden administration is early to ring in the bell and they can encourage certain locals and businesses that would continue to have mask mandates in place and work on vaccine verification. that's what is needed in a lot of places with high levels of community transmission to help keep customers, students, employees and other people safe. >> so when you talk about vaccine verification, it doesn't seem like there is an ap title for that in the biden ad

chris nguyen went searching for answers. >> reporter: around 9:30 thursday night, you may have received a notification on your phone about an earthquake that was just seconds away from hitting. a predicted magnitude 6.0, potentially entered in placer county, but most of us in the bay didn't feel a thing. unlike mark who lives in nevada county. >> my whole house just shook. i didn't know what it was at first. then i got up and i walked into my livermore. and everyone came in my living room and said i think it was an earthquake. >> reporter: why did some of us get the alert and others didn't? rob cert a national coordinator for the shake alert system. which can warn residents via cellphone when underground sensors detect an earthquake. >> one of the critical pieces of information is to know where on the located. when you know about where the earthquake is located, then you know how the region around it is going to shake. >> reporter: in this case the system misread where the quake was located because there was only one senor station in the area. it ended up being closer to truckee and was
