nick smith live at the lake merrit b.a.r.t. station. nick, what's the mood this morning? >> reporter: the mood has been consistent, katie. and i guess what i mean by that is, they're committed to being out here for as long as they say it will take. you can see that they have held this line for now the second day. the unions are offering to call off the strike if b.a.r.t. agrees to let an arbitrator decide the issues that are causing the stalemate. but b.a.r.t. rejected that offer. now, the issue is over workplace rules. for years, they have protected workers, but b.a.r.t. says they're outdated and is need to be changed to pay for salaries and benefits workers want. the unions say gutting the workplace rules would give b.a.r.t. too much power. but unless b.a.r.t. can gain that flexibility, it says that there is no deal. now, caught in the middle of all of this are the commuters who are now struggling to find other ways in and out of san francisco. earlier, i had a chance to speak to a couple of commuters waiting in line to take the ac transit bus, because they would usuall

nick smith has an update for us, nick? >> reporter: we understand that those two employees were hit near north main and jones. we have also heard from a bart employee the two killed were non-union employees suggesting they may have been management. greg just arrived to the scene. she's getting information and will confirm that information and update us. i want you to look my shoulder and see the train involved. the two bart workers may have been performing maintenance between walnut street and pleasant hill after 1:00 p.m. officials have not identified names, ages or gender but confirmed both were hit by an eastbound train. when we arrived on the location, we could see bart police securing the scene and getting information from witnesses. we asked if the train was in operation as part of regularly scheduled maintenance or some type of training. they were not ready to confirm who was operating the train and why. >> a situation like this where we're on strike because the rails need to be kept clear of any type of rust, that'

nick smith begins our live team coverage now to tell us what ntsb investigators found so far. reporter: you know, ntsb investigators in charge jim fouts finished speaking an hour ago. he says he wants to investigate exactly what happened with that train that killed two b.a.r.t. employees. he says this is no longer being treated as a criminal investigation. this week he and his team will interview everyone on the train at the time of the accident and the operator of the train will be tested for drugs and alcohol, which is standard operating procedure. >> just before 4:00 p.m. the train involved in the accident was moved from the scene and teen a secure location. ntsb investigator in charge says that mechanical inspections will be performed and they are collecting digital records and looking at safety protocols. >> a full inspection of the equipment, men can cal inspection of every operation on the train, inside and out, wheels, brakes, third rail, everything. >> officials have not said where the train was headed at the time of the accident, but did say it was being idea to tran

nick smith begins our live team coverage now to tell us what ntsb investigators found so far.ter: you know, ntsb investigators in charge jim fouts finished speaking an hour ago. he says he wants to investigate exactly what happened with that train that killed two b.a.r.t. employees. he says this is no longer being treated as a criminal investigation. this week he and his team will interview everyone on the train at the time of the accident and the operator of the train will be tested for drugs and alcohol, which is standard operating procedure. >> just before 4:00 p.m. the train involved in the accident was moved from the scene and teen a secure location. ntsb investigator in charge says that mechanical inspections will be performed and they are collecting digital records and looking at safety protocols. >> a full inspection of the equipment, men can cal inspection of every operation on the train, inside and out, wheels, brakes, third rail, everything. >> officials have not s
