joining me now, nina turner, former ohio state. nina, i have to say, i've been going through the report and some of the behavior which is now banned under the consent decree, pistol whipping someone or responding with violent force against a subject who's being verbally insubordinate, strike me as things that people shouldn't have been doing in the first place. >> well, amen to that, chris, but as my grandmother used to say, common sense ain't common, so we needed that kind of thing. it's unfortunate that they needed to spell that out in the consent decree, but here we are. >> you feel that there's any timing -- here it is what it's like watching from afar. the update in the tamir rice last week, no progress made. reports the fact that those officers may not be been -- by investigators. you've got the brelo acquittal, huge protests. the mayor saying we signed on to this consent decree which looks like me an attempt to calm things down or take the air out of growing movement there might be in the streets. >> i mean, chris, timing is

we must come to grips with it and do the right thing. >> former state senator from ohio nina turner, thanks so much for your time. >> thank you. >> it was that police shooting in 2012 in cleveland that led the justice department to investigate the city's police force in the first place. 13 police officers fired 137 rounds of ammo into a vehicle with two unarmed individuals. both victims, melissa williams and timothy russell died of gunshot wounds. none of the officers involved were convicted. joining me now is the brother of one of the victims in that case mike russell. and the russell family attorney paul crystalo. thanks for joining me. mike, just from -- your brother was gunned down. what do you make of the decision not to charge officer brelow in the case? not to convict him? >> well, i think it was wrong. i really thought that he would have got convicted based on the allegations and, you know the stuff that he got -- the evidence they got from that situation. >> paul, when you look at this case were you surprised by the outcome? >> we weren't surprised. in discussing this case w

i'm joined tonight by nina turner, former ohio state senator, who has been a stalwart supporter of tryingsitive change taken place in communities when it comes to law enforcement interacting with communities. senator, good to have you with us tonight. what's your response to loomis saying that more paperwork is going to get somebody killed. what about that? >> well i'm shaking my head hard, ed. you know we need -- this is a time we need to be building relationships between police and the community. you cannot have the president of the police union in cleveland saying things like that. and that's one of the reasons why the citizens are so upset right now, because there seems to be a willingness among the police union that they don't want to admit when police officers are wrong. and we have to begin to be able to admit that so that the healing can begin. so i'm very -- i know mr. loomis and i'm very disappointed that he would say something like that. >> what's the best part of these new measures, as you can see it moving forward? >> i think the building of the community review board that's

the mayor, former senator nina turner, some of the minister todd davidson these are people who said it is proper to protest but, at the same time, no violence, because violence in a community only destroys the community. months ago, jon, i created a task force on police and community, and i think that's also helped to send a message -- i hope, around the state that we need an integration of police and community. there were two recommendations up front, a policy regarding the use of deadly force, statewide into ohio and, secondly, research into the recruiting and enrollment of police officers, minority police officers, so, i'm very, very sensitive to this issue. when there are large numbers of people who do not think the system works for them and works against them, we have to respond to it. so, in cleveland, across the state of ohio, we have been very aggressive in terms of saying we hear you, we understand it, there are going to be a series of additional recommendations that's going to respond to the fact that community understands police and police need to understand community. there

is the head of the democratic party, african-american woman, whose son is also a police officer, nina turner. we got together with them and a whole group of people including law enforcement, clergy community leaders elected officials and they've come up with a series of recommendations to which will be immediately implement pd. one is a statewide standard on the use of deadly force. secondly, an aggressive look at recruiting and hiring practices. beyond that, chris, something that's criminal, something they did in los angeles, we're now going to develop the standards on transparency data collection for police all of that, but the whole goal is to fully integrate the police into the community because, look, the end of the day, everybody has the same goals. the community wants to be safe. they don't want drug dealers on the corner. they don't want violence and they want the police to be in there to give them safety. the police on the other hand have to be integrated into the community so the community understands their challenges. this board came up with a unanimous set of recommendations that
