i'm norah o'donnell. with much of the government shutdown, republicans and democrats at each other's throats, terror still an ever- present threat, fear spread through washington today when shots suddenly rang out at the capitol. people on the streets ran for cover. police armed with heavy weapons fanned out. the capitol building and the white house with the president inside went into lockdown. the shooting was the end of a car chase that began when a car hit a barrier outside the white house. homeland security correspondent bob orr is with us. bob. >> reporter: good evening, norah. well, much of downtown washington tonight is a crime scene after that chaotic and frightening car chase and shooting that played out between the white house and capitol hill. at midafternoon, police closed in on a black infinity coupe on capitol hill. cruisers tried to pin the car against some sidewalk barricades as other responding officers drew their weapons. frank schwing watched it all unfold. >> a black sedan came in at a

i'm charlie rose along with gayle king and norah o'donnell. >>> this morning kathleen sebelius will testifys forcing them to pay more for health insurance. white house officials say the average american will pay $328 a month. cbs analyst jill schlesinger is looking into the prices and what they may mean for the family. what are you finding? >> it varies on how much you're going to pay, how much you make right now, where you live, and what type of insurance you choose. so the pricing is all over the place from state to state and you can't -- that average is a silly number bus so many people are paying above or below that. >> are most people going to have to pay more? >> no. here's how it breaks down. about 38% of the people uninsured will fall into a category where they will be eligible for medicaid. that's for poorer people, right? and for some states, they have accepted dollars to expand their medicaid programs. then there's another 51% of people. those people will get subsidies from the government and they should be able to pay sort of a reasonable amount and probably less than what they'
